【摘要】：城市交通是城市有效運轉(zhuǎn)的血脈,其發(fā)展?fàn)顩r直接關(guān)系到城市的空間結(jié)構(gòu)、功能布局和市民生活,對城市社會經(jīng)濟發(fā)展具有全面而深遠的影響。隨著機動化進程的加快,北京交通暴露出一系列問題,發(fā)展綠色交通已是必然趨勢。2005年北京市政府推行五項保障綠色交通發(fā)展的政策,從交通基礎(chǔ)設(shè)施、車輛保有情況、居民出行結(jié)構(gòu)、交通運行狀況、智能交通、新能源汽車產(chǎn)業(yè)及城市交通環(huán)境等方面來看,北京綠色交通建設(shè)已取得一定成效。但由于城市空間規(guī)劃方面的歷史遺留因素、城市發(fā)展階段帶來的機動車增速過快、基礎(chǔ)設(shè)施發(fā)展滯后、新能源汽車產(chǎn)業(yè)面臨挑戰(zhàn)及市民綠色出行意識淡薄等原因,北京綠色交通發(fā)展面臨嚴(yán)峻挑戰(zhàn)。發(fā)達國家城市較早經(jīng)歷機動化進程,并在綠色交通實踐方面積累了許多優(yōu)秀經(jīng)驗。因此,立足北京綠色交通發(fā)展現(xiàn)狀及問題,再借鑒國外經(jīng)驗啟示,得出了促進北京綠色交通發(fā)展的對策,從交通規(guī)劃、交通管理手段、基礎(chǔ)設(shè)施建設(shè)、新能源汽車產(chǎn)業(yè)發(fā)展及公民意識等方面進一步推動北京綠色交通發(fā)展。
[Abstract]:Urban traffic is the blood of the effective operation of the city. Its development is directly related to the spatial structure of the city, the functional layout and the life of the citizens, and has a comprehensive and far-reaching impact on the social and economic development of the city. With the acceleration of motorization, a series of problems have been exposed in Beijing traffic, and the development of green traffic has become an inevitable trend. In 2005, the Beijing Municipal Government implemented five policies to ensure the development of green transport, from the traffic infrastructure to the situation of vehicle retention. From the aspects of travel structure, traffic operation, intelligent transportation, new energy automobile industry and urban traffic environment, the construction of green transportation in Beijing has achieved certain results. However, due to the historical factors in urban spatial planning, the motor vehicle growth rate brought by the urban development stage is too fast, the infrastructure development lags behind, the new energy automobile industry is facing challenges and the citizens' green travel awareness is weak, and so on. Beijing green traffic development faces severe challenge. Cities in developed countries experienced motorization earlier and accumulated many excellent experiences in green traffic practice. Therefore, based on the status quo and problems of Beijing green traffic development, and drawing lessons from foreign experience and enlightenment, the countermeasures to promote the development of Beijing green transportation are put forward, including traffic planning, traffic management means, infrastructure construction, etc. The development of new energy automobile industry and citizen consciousness further promote the development of green transportation in Beijing.
