【摘要】：伴隨著高速公路建造市場競爭日益激烈，逐步呈現(xiàn)粥少僧多的局面，低價競標已成為各施工企業(yè)中標的常規(guī)手段。加之長期以來，受計劃經(jīng)濟體制的影響，各施工企業(yè)對高速公路工程項目成本控制重視不夠，工程項目成本長期居高不下，利潤遭到大幅壓縮。為保證盈利，施工企業(yè)通常選擇犧牲質(zhì)量來降低成本，是造成近年來頻遭曝光的豆腐渣工程的罪魁禍首。因此，構(gòu)建一套行之有效的高速公路工程項目成本控制機制已成為各施工企業(yè)的當務之急。本文引入技術(shù)經(jīng)濟學，有機結(jié)合技術(shù)與經(jīng)濟，構(gòu)建工程項目技術(shù)經(jīng)濟一體化成本控制機制，為實現(xiàn)高速公路工程項目成本控制目標提供保障。 本文首先探討了廈門中交三航高速公路工程項目成本控制的現(xiàn)狀及存在的問題，并深入分析了其原因，認為廈門中交三航有必要構(gòu)建工程項目技術(shù)經(jīng)濟一體化成本控制機制；其次論證構(gòu)建工程項目技術(shù)經(jīng)濟一體化成本控制機制的原則及主要功能，，為技術(shù)經(jīng)濟一體化成本控制機制的應用奠定了基礎(chǔ)；然后將技術(shù)經(jīng)濟一體化成本控制機制應用到廈門中交三航高速公路工程項目中，有效論證這一成本控制機制能解決其成本控制關(guān)鍵點技術(shù)經(jīng)濟失衡問題，能有助于提高廈門中交三航高速公路工程項目成本控制水平；為確保工程項目技術(shù)經(jīng)濟一體化成本控制機制的有效運行，文章最后提出了完善技術(shù)經(jīng)濟一體化成本控制機制實施的考評機制和健全激勵機制的改進建議。 本文構(gòu)建了廈門中交三航工程項目技術(shù)經(jīng)濟一體化成本控制機制，將其應用到廈門中交三航高速公路工程項目成本控制中，有機結(jié)合了技術(shù)與經(jīng)濟，突出了其優(yōu)越性，有利于提升高速公路工程項目成本控制水平。
[Abstract]:With the increasingly fierce competition in the expressway construction market, the situation that there are fewer congee and more monks, the low bid has become the conventional means for the construction enterprises to win the bid. For a long time, under the influence of planned economy system, the construction enterprises pay less attention to the cost control of highway engineering project, and the cost of the project has remained high for a long time, and the profit has been greatly compressed. In order to ensure profit, construction enterprises usually sacrifice quality to reduce cost, which is the chief culprit that has caused the frequent exposure of bean curd projects in recent years. Therefore, the construction of a set of effective highway project cost control mechanism has become a top priority for construction enterprises. This paper introduces the technology economics, organically combines technology and economy, constructs the cost control mechanism of the integration of technology and economy of the engineering project, and provides the guarantee for the realization of the goal of the cost control of the highway project. This paper first discusses the current situation and existing problems of the cost control of Xiamen Zhongjiao Sanhang Expressway project, and analyzes its reasons deeply, and thinks that it is necessary to construct the integrated cost control mechanism of the engineering project technology and economy. Secondly, it demonstrates the principles and main functions of constructing the cost control mechanism of the technical and economic integration of engineering projects, which lays a foundation for the application of the cost control mechanism of the integration of technology and economy. Then the cost control mechanism of the integration of technology and economy is applied to the project of Xiamen Zhongjiao Sanhang Expressway, which can effectively prove that the cost control mechanism can solve the technical and economic imbalance problem of the key point of cost control. It can help to improve the cost control level of Xiamen Zhongjiao Sanhang Expressway project, and to ensure the effective operation of the cost control mechanism of the technical and economic integration of the engineering project, Finally, the paper puts forward some suggestions on how to perfect the cost control mechanism of the integration of technology and economy and how to improve the incentive mechanism. In this paper, the cost control mechanism of technical and economic integration of Xiamen Zhongjiao third Airlines project is constructed, which is applied to the cost control of Xiamen Zhongjiao Sanhang Expressway project. It organically combines technology and economy, and highlights its superiority. It is helpful to improve the cost control level of expressway project.
