【摘要】：20世紀(jì)90年代以來(lái)全球經(jīng)濟(jì)進(jìn)入知識(shí)化、科技化快速發(fā)展的階段,隨著國(guó)際經(jīng)濟(jì)的日益發(fā)展,全球經(jīng)濟(jì)一體化進(jìn)程加快,越來(lái)越多的企業(yè)參與國(guó)際市場(chǎng)的競(jìng)爭(zhēng),國(guó)內(nèi)市場(chǎng)也面臨著來(lái)自國(guó)內(nèi)外企業(yè)的競(jìng)爭(zhēng)挑戰(zhàn)。本文以南京地鐵公司的物質(zhì)采購(gòu)流程為視角,通過(guò)闡述采購(gòu)的相關(guān)理論,分析南京地鐵公司物資采購(gòu)流程的現(xiàn)狀,分析其存在的問(wèn)題,并提出南京地鐵公司物質(zhì)采購(gòu)流程優(yōu)化的設(shè)計(jì)與設(shè)計(jì)方案的實(shí)施,并對(duì)南京地鐵公司采購(gòu)服務(wù)流程優(yōu)化的效果進(jìn)行評(píng)價(jià)。 本論文結(jié)合南京地鐵公司的物資采購(gòu)特點(diǎn),在介紹國(guó)內(nèi)外關(guān)于采購(gòu)流程管理相關(guān)理論的基礎(chǔ)上,闡述供應(yīng)鏈理念下的采購(gòu)管理。通過(guò)介紹南京地鐵公司的采購(gòu)現(xiàn)狀,對(duì)現(xiàn)行的采購(gòu)流程進(jìn)行分析,對(duì)實(shí)施采購(gòu)計(jì)劃的各個(gè)部門(mén)的職責(zé)進(jìn)行闡述,并對(duì)南京地鐵公司的采購(gòu)方式如競(jìng)爭(zhēng)性談判、詢價(jià)方式、單一采購(gòu)來(lái)源及送審等采購(gòu)方式的適用物資類型都做了說(shuō)明,從中歸納出物資采購(gòu)流程存在采購(gòu)子流程得不到有效控制、采購(gòu)流程時(shí)限未作明確規(guī)定、采購(gòu)物資倉(cāng)儲(chǔ)管理不科學(xué)以及采購(gòu)的管理方法不科學(xué)等問(wèn)題。從問(wèn)題出發(fā)設(shè)計(jì)南京地鐵公司物資采購(gòu)流程,從采購(gòu)組織體系設(shè)計(jì)、采購(gòu)合同審批及執(zhí)行、采購(gòu)方式的確立與執(zhí)行及采購(gòu)物資管理分類優(yōu)化等方面進(jìn)行流程方案的設(shè)計(jì),并通過(guò)對(duì)實(shí)施采購(gòu)流程方案的實(shí)施步驟與準(zhǔn)備、實(shí)施的難點(diǎn)與解決的方法、組織保障等方面對(duì)方案的實(shí)施進(jìn)行完善,并對(duì)南京地鐵公司物資采購(gòu)流程的優(yōu)化進(jìn)行效果的總體評(píng)價(jià)。
[Abstract]:Since the 1990s, the global economy has entered the stage of rapid development of knowledge and technology. With the increasing development of international economy, the process of global economic integration is accelerating, and more enterprises participate in the competition of international market. The domestic market is also facing competition challenges from domestic and foreign enterprises. From the perspective of the material purchasing process of Nanjing Metro Corporation, this paper analyzes the current situation of the material procurement process of Nanjing Metro Corporation, and analyzes the existing problems through the elaboration of the relevant theory of procurement. This paper also puts forward the design and implementation of material purchasing process optimization of Nanjing Metro Company, and evaluates the effect of the optimization of procurement service flow of Nanjing Metro Company. Based on the characteristics of material procurement of Nanjing Metro Company and the related theories of purchasing process management at home and abroad, this paper expounds the purchasing management under the concept of supply chain. By introducing the current purchasing situation of Nanjing Metro Company, analyzing the current purchasing process, expounding the responsibilities of the departments that carry out the purchasing plan, and the purchasing methods of Nanjing Metro Company, such as competitive negotiation, inquiry, etc. The suitable material types of the single procurement source and the procurement methods such as submission and review are explained, from which it is concluded that there is no effective control of the procurement sub-process in the material procurement process, and the time limit for the procurement process is not clearly stipulated. Procurement materials storage management is not scientific and procurement management methods are not scientific and so on. Starting from the problems, the paper designs the material purchasing process of Nanjing Metro Corporation. The design of procurement organization system, the approval and execution of procurement contracts, the establishment and execution of procurement methods, and the classification and optimization of procurement materials management are carried out. And through the implementation of the procurement process program implementation steps and preparation, implementation of the difficulties and solutions, organizational support and other aspects of the implementation of the program to improve, The optimization of material purchasing process of Nanjing Metro Company is evaluated as a whole.
