【摘要】：能源出口是俄羅斯經(jīng)濟的重要組成部分,也是突出特點。普里莫爾斯克港口是俄羅斯聯(lián)邦西北部的原油和石油產(chǎn)品出口的最大港口。 普利莫爾斯克港口是后蘇聯(lián)時期俄羅斯經(jīng)濟戰(zhàn)略發(fā)展的結(jié)果。立陶宛、拉脫維亞和愛沙尼亞宣布獨立后,原本俄羅斯聯(lián)邦港口數(shù)量急劇下降,由原來的九個變成如今的四個。這嚴(yán)重制約了俄羅斯對外經(jīng)貿(mào)發(fā)展,對國家經(jīng)濟安全構(gòu)成了威脅。 自新世紀(jì)以來,俄羅斯開始大力修建普利莫爾斯克港口。目前,該港口已經(jīng)成為俄羅斯重要進(jìn)出口集散地,年吞吐量占全俄一年的三分之一,其中僅出口就達(dá)7千4百萬噸。 本文旨在分析普利莫爾斯克港口的重要地理優(yōu)勢和港口發(fā)展的特點,也指出了港口發(fā)展的制約因素。 首先,本文分析了港口發(fā)展戰(zhàn)略研究的背景和重要性,并闡述了與港口發(fā)展戰(zhàn)略的基本部分和過程相關(guān)的主要理論。第二,本文描述了戰(zhàn)略發(fā)展期間和港口外部環(huán)境的聯(lián)系,而且研究了長期發(fā)展戰(zhàn)略的內(nèi)容、特點和結(jié)構(gòu)。此外,本文還著重闡述了俄羅斯對港口發(fā)展的政策,并對國家戰(zhàn)略文件進(jìn)行了剖析。第三,本文還對普利莫爾斯克港口吞吐量做了先期的預(yù)測模型。在該模型的基礎(chǔ)上,為2020年前港口發(fā)展制定了發(fā)展戰(zhàn)略目標(biāo)、重點、規(guī)劃和措施。
[Abstract]:Energy export is an important part of the Russian economy, but also a prominent feature. The port of Primo Ersk is the largest port of export of crude oil and petroleum products in the northwest of the Russian Federation. The port of Primorsk was the result of the development of Russia's economic strategy during the post-Soviet period. After Lithuania, Latvia and Estonia declared independence, the number of ports in the Russian Federation fell sharply, from nine to four. This seriously restricted the development of Russia's foreign trade and trade, and posed a threat to the country's economic security. Since the new century, Russia began to vigorously build the port of Primorsk. At present, the port has become an important import and export center in Russia, accounting for 1/3 of the total Russian annual throughput, including 74 million tons of exports alone. The purpose of this paper is to analyze the important geographical advantages and the characteristics of port development of Primorsk port, and to point out the restrictive factors of port development. Firstly, this paper analyzes the background and importance of port development strategy research, and expounds the main theories related to the basic part and process of port development strategy. Secondly, this paper describes the relationship between the strategic development period and the port external environment, and studies the content, characteristics and structure of the long-term development strategy. In addition, this paper also focuses on Russia's port development policy, and the analysis of the national strategy document. Thirdly, this paper also makes a prediction model of Primorsk port throughput. On the basis of the model, the strategic objectives, emphases, plans and measures for port development before 2020 are formulated.
