【摘要】：周口市作為豫東農(nóng)業(yè)大市,是豫煤、晉煤的主要運(yùn)輸通道,公路運(yùn)輸在周口市經(jīng)濟(jì)社會發(fā)展中占有重要地位。近年來,周口交通運(yùn)輸事業(yè)得到了快速發(fā)展,但由于經(jīng)濟(jì)發(fā)展中的種種不協(xié)調(diào)因素導(dǎo)致了公路貨物超限超載運(yùn)現(xiàn)象愈演愈烈,對公路橋梁設(shè)施、道路交通安全造成了嚴(yán)重的破壞,嚴(yán)重影響了交通運(yùn)輸業(yè)的健康發(fā)展。為此,周口市于1998年率先開展超限超載運(yùn)輸治理工作,并取得了階段性的成果。由于治理體制存在先天性障礙,加之治理缺乏連續(xù)性和穩(wěn)定性,超限超載運(yùn)輸在周口并沒有得到根本治理,并且呈現(xiàn)長期性、復(fù)雜性的特點(diǎn)。因此,在新形勢下研究政府如何治理超限超載運(yùn)輸具有重要的現(xiàn)實(shí)意義。 本文首先分析了公路超限超載運(yùn)輸?shù)奈：拖嚓P(guān)利益各方的博弈關(guān)系,對政府治超職能進(jìn)行了分析定位�；仡櫫酥芸谑兄卫砉烦蕹d運(yùn)輸?shù)臍v程。在以上研究的基礎(chǔ)上。論文還借鑒了國外治理超限超載運(yùn)輸?shù)南冗M(jìn)方法和技術(shù)手段,結(jié)合周口當(dāng)?shù)氐缆愤\(yùn)輸行業(yè)的實(shí)際特點(diǎn),對周口市治理超限超載工作的現(xiàn)狀和問題的進(jìn)行了分析和評價(jià)。最后,作為本文研究的主要結(jié)論,提出了加強(qiáng)和改進(jìn)周口市公路超限超載運(yùn)輸治理工作的對策。
[Abstract]:As a big agricultural city in eastern Henan Province, Zhoukou City is the main transportation channel of Henan coal and Jin coal, and road transportation plays an important role in the economic and social development of Zhoukou City. In recent years, Zhoukou traffic and transportation industry has been developing rapidly, but due to various uncoordinated factors in economic development, the phenomenon of overloading and overloading of highway goods is becoming more and more serious. Road traffic safety has caused serious damage and seriously affected the healthy development of transportation industry. Therefore, Zhoukou City took the lead in carrying out overloading and overloading control work in 1998, and achieved periodic results. Because of the congenital obstacle in the governance system and the lack of continuity and stability in the governance system, the overloading transportation has not been fundamentally managed in Zhoukou, and has the characteristics of long term and complexity. Therefore, under the new situation, it is of great practical significance to study how the government manages the overload transportation. Firstly, the paper analyzes the harm of highway overload transportation and the game relation between relevant stakeholders, and analyzes the government's function of controlling overloading. This paper reviews the course of controlling highway overload transportation in Zhoukou City. Based on the above research. The paper also draws lessons from the advanced methods and technical means of controlling overload transportation in foreign countries, and analyzes and evaluates the present situation and problems of the overloading control work in Zhoukou City according to the actual characteristics of the local road transportation industry in Zhoukou City. Finally, as the main conclusion of this paper, the countermeasures to strengthen and improve the treatment of overloading and overloading of the highway in Zhoukou City are put forward.
