【摘要】：目前長江航運市場秩序存在一系列的問題制約了長江航運發(fā)展。首先是長江航運市場監(jiān)管手段存在不足,水上交通事故不斷發(fā)生,重大安全事故險情時有發(fā)生,安全生產(chǎn)工作存在諸多薄弱環(huán)節(jié)。因此,迫切需要盡快建立針對長江航運干線的“黑名單”管理制度,以規(guī)范長江航運市場秩序。長江航務(wù)管理局為此撥出專門經(jīng)費支持開展長江航務(wù)“黑名單”管理制度的先期研究,以促進長江航運發(fā)展的科技進步與創(chuàng)新。 在分析了大量國內(nèi)外相關(guān)文獻,研究了在長江航運企事業(yè)單位進行課題調(diào)研中收集的很多資料和數(shù)據(jù)的基礎(chǔ)上,設(shè)計建立了這套完整的“黑名單”管理制度,并完成了論文。 論文共分為六章。首先概述了“黑名單”的概念和研究意義以及分析了國外和國內(nèi)航運部門“黑名單”制度的實施現(xiàn)狀和中外制度的異同,在研究了長江航運干線的特殊性,建立“黑名單”制度的必要性,適用依據(jù)、適用范圍和適用對象的基礎(chǔ)上設(shè)計了長江航務(wù)局“黑名單”管理制度,并提出了總體思路、原則和目的、信息采集與報送、內(nèi)部管理程序、發(fā)布方式、信息異議處理、行政處罰措施等具體實施方案和航運業(yè)“脫黑”的現(xiàn)狀與步驟。開發(fā)了基于B/S架構(gòu)的長江航務(wù)”黑名單”信息網(wǎng)絡(luò)發(fā)布系統(tǒng)。即根據(jù)制定的長江航運“黑名單”管理制度,設(shè)計了長江航務(wù)”黑名單”信息網(wǎng)絡(luò)發(fā)布系統(tǒng)的主要業(yè)務(wù)流程圖,制作了”黑名單”信息網(wǎng)絡(luò)發(fā)布系統(tǒng)架構(gòu),依據(jù)系統(tǒng)需求的分析設(shè)計了數(shù)據(jù)庫總體架構(gòu),最終采用Visual Studio2010開發(fā)環(huán)境,基于Asp.net以及j Query組件,使用C#編程語言開發(fā)實現(xiàn)了氏江航務(wù)“黑名單”信息網(wǎng)絡(luò)發(fā)布系統(tǒng),以Sql Server2005數(shù)據(jù)庫管理系統(tǒng)為后臺。最后是結(jié)論與展望。 論文有以下創(chuàng)新點： (1)首次綜合提出長江內(nèi)河航務(wù)“黑名單制度”管理理念,填補了我國內(nèi)河管理制度的空白。這是對現(xiàn)有制度的一種補充。 (2)為長江航務(wù)管理運政,實現(xiàn)規(guī)范化運作產(chǎn)生管理效益。 論文設(shè)計的“黑名單”管理制度為長江航務(wù)局整合管理長江流域各部門提供了可靠的理論依據(jù)。 (3)開發(fā)的基于B/S架構(gòu)的長江航務(wù)”黑名單”信息網(wǎng)絡(luò)發(fā)布系統(tǒng)是一種新的安全管理模式,為投入使用提供了框架。 論文設(shè)計建立的“黑名單”管理制度具有科學(xué)性和合理性,可在全國其他內(nèi)河水系推廣和應(yīng)用。
[Abstract]:At present, there are a series of problems in the order of the Yangtze River shipping market that restricts the development of the Yangtze River shipping. First, there are insufficient supervision means in the Yangtze River shipping market, the water traffic accidents occur constantly, the major safety accidents happen, and there are many weak links in the safety production work. The "blacklist" management system of the line is used to regulate the order of the Yangtze River shipping market. The Yangtze River affairs administration has allocated special funds to support the first study of the "blacklist" management system of the Yangtze River affairs, in order to promote the scientific and technological progress and innovation of the development of the Yangtze River shipping.
After analyzing a large number of relevant documents at home and abroad, and on the basis of a lot of data and data collected in the research of the Yangtze River shipping enterprises and institutions, the complete set of "blacklist" management system has been designed and completed, and the paper has been completed.
This paper is divided into six chapters. First, it summarizes the concept and significance of the "blacklist" and analyzes the status of the implementation of the "blacklist" system in foreign and domestic shipping departments and the similarities and differences between China and foreign countries. It also studies the particularity of the Yangtze River shipping trunk line and the necessity, the application basis, the scope of application and the application of the "blacklist" system. On the basis of the image, we designed the "blacklist" management system of the Yangtze River Affairs Bureau, and put forward the general idea, principle and purpose, information collection and delivery, internal management procedures, release mode, information dissent processing, administrative punishment measures and other concrete implementation schemes and the status and steps of "deblack" in the shipping industry. The Yangtze River Navigation Based on the B/S framework was developed. According to the "blacklist" management system of the Yangtze River shipping, the main business flow chart of the information network publishing system of the "blacklist" of the Yangtze River Navigation is designed, and the system architecture of the "blacklist" information network is made, and the overall database architecture of the system is designed according to the analysis of the system needs. Finally, using Visual Studio2010 development environment, based on Asp.net and J Query components, using C# programming language development and implementation of the "black list" information network publishing system, with the Sql Server2005 database management system as the background. Finally, the conclusion and prospect.
The paper has the following innovation points:
(1) for the first time, the management concept of "blacklist system" of the inland river affairs of the Yangtze River has been put forward, which fills the gap of the inland river management system in China. This is a supplement to the existing system.
(2) to manage and manage the Yangtze River shipping business, to achieve standardized management and generate management benefits.
The "blacklist" management system designed by the paper provides a reliable theoretical basis for the Yangtze River Navigation Bureau to integrate and manage various departments of the Yangtze River Basin.
(3) the information network publishing system developed on the basis of the B/S structure of the Yangtze River Navigation blacklist is a new safety management mode, which provides a framework for putting into use.
The "blacklist" management system established by the paper is scientific and reasonable, and it can be popularized and applied in other inland river systems throughout the country.
