【摘要】：本文針對(duì)吉林省航道行政執(zhí)法力量配置情況進(jìn)行了調(diào)研和適應(yīng)性評(píng)價(jià),分析了航道管理面臨的困難和存在的問題,進(jìn)行了吉林省航道行政執(zhí)法力量的配置研究,給出了當(dāng)前急需的航道行政執(zhí)法力量的配置標(biāo)準(zhǔn),并依據(jù)吉林省水運(yùn)發(fā)展規(guī)劃,給出了2030年吉林省航道行政執(zhí)法力量配置規(guī)劃。當(dāng)前,我國(guó)內(nèi)河航道里程已達(dá)到13萬公里,水運(yùn)以航道作為載體,在我國(guó)貿(mào)易交流中發(fā)揮著重要的作用,雖然近年來社會(huì)貨運(yùn)總量中水運(yùn)占比有了較大的提高,但與航運(yùn)發(fā)達(dá)國(guó)家相比,我國(guó)航道的利用率較低。相比之下,我國(guó)航道行政執(zhí)法當(dāng)前具有規(guī)劃不完善,航道等級(jí)較低,以及違規(guī)建設(shè)攔、跨、臨航道建筑和在航道內(nèi)違規(guī)采砂隨意取土等行為造成重要通航航道礙航、斷航等嚴(yán)重問題。加大我國(guó)航道行政執(zhí)法力度很有必要,自2015年3月1日起,《航道法》正式頒布實(shí)施,標(biāo)志著我國(guó)航道行政執(zhí)法的重要性已經(jīng)得到了國(guó)家領(lǐng)導(dǎo)人和人民的重視。航道作為一個(gè)水運(yùn)基礎(chǔ)設(shè)施,在公共產(chǎn)品范疇內(nèi)。航道行政執(zhí)法作為保障航道暢通的必要手段,其執(zhí)法力量的配置就直接影響著航道通航保證率。航道行政執(zhí)法力量配置的科學(xué)化、規(guī)范化、合理化,是保證航道行政執(zhí)法力度和效率的先決條件。所以,針對(duì)吉林省航道行政執(zhí)法力量配置進(jìn)行配置研究并做出科學(xué)規(guī)劃是非常必要的。本文應(yīng)用了模糊數(shù)學(xué)綜合評(píng)價(jià)法對(duì)第二松花江、鴨綠江、圖們江航道進(jìn)行了航道行政執(zhí)法力量配置研究,以問卷的形式得到了專家的意見和評(píng)分,應(yīng)用模糊數(shù)學(xué)綜合評(píng)價(jià)理論得到了更加直觀的評(píng)價(jià)結(jié)果。文中還應(yīng)用到遺傳算法配置理論對(duì)吉林省各段航道所需執(zhí)法人員、執(zhí)法船舶、執(zhí)法車輛、配套設(shè)施的等進(jìn)行了完善,對(duì)應(yīng)吉林省水運(yùn)發(fā)展規(guī)劃進(jìn)行了航道行政執(zhí)法力量配置規(guī)劃研究。
[Abstract]:This paper has carried on the investigation and the adaptability appraisal to the Jilin Province waterway administration law enforcement power disposition, has analyzed the waterway management difficulty and the existence question, has carried on the Jilin Province waterway administration law enforcement power disposition research, This paper gives the allocation standard of the current badly needed waterway administrative law enforcement force, and according to the water transportation development plan of Jilin Province, gives out the allocation plan of Jilin Province waterway administrative law enforcement force in 2030. At present, the mileage of inland waterway in our country has reached 130000 kilometers. Waterway is the carrier of waterway, which plays an important role in our country's trade exchange, although in recent years, the proportion of water transportation in the total amount of social freight has been greatly increased. However, compared with developed shipping countries, the utilization rate of waterway in our country is low. In contrast, at present, China's waterway administrative law enforcement has the following behaviors: imperfect planning, low waterway grade, illegal construction, crossing, construction of adjacent waterways and illegal sand mining in the waterway, and so on, resulting in important navigable waterways obstructing navigation. Serious problems such as seagoing. It is necessary to strengthen the enforcement of waterway administration in our country. Since March 1, 2015, the Waterway Law has been promulgated and implemented formally, which indicates that the importance of waterway administrative law enforcement in our country has been attached importance to by national leaders and people. Waterway as a waterway transport infrastructure, within the scope of public goods. As a necessary means to guarantee the smooth flow of waterway, the allocation of law enforcement forces directly affects the guarantee rate of navigation. Scientific, standardized and rational allocation of waterway administrative law enforcement force is the prerequisite to ensure waterway administrative law enforcement strength and efficiency. Therefore, it is very necessary to study the allocation and scientific planning of Jilin Province waterway administrative law enforcement force allocation. In this paper, the comprehensive evaluation method of fuzzy mathematics is used to study the allocation of the channel administrative law enforcement force in the second Songhua River, Yalu River and Tumen River waterway, and the expert opinions and scores are obtained in the form of questionnaire. The comprehensive evaluation theory of fuzzy mathematics is applied to obtain more intuitionistic evaluation results. The paper also applies the genetic algorithm configuration theory to perfect the law enforcement personnel, law enforcement ships, law enforcement vehicles, supporting facilities and so on in every section of the waterway of Jilin Province. Corresponding to Jilin Province waterway development plan, the allocation planning of waterway administrative law enforcement force is carried out.
