【摘要】:我國目前已有27個(gè)省市先后實(shí)施了了公路計(jì)重收費(fèi)。廣東省粵北區(qū)域2009年11月1日起實(shí)行貨車計(jì)重收費(fèi)試點(diǎn),粵東、粵西區(qū)域也先后于2011年10月20日起、2011年9月21日起實(shí)行貨車計(jì)重收費(fèi)擴(kuò)大試點(diǎn),目前廣東省僅中片區(qū)(珠三角、廣州、深圳)尚未實(shí)施公路計(jì)重收費(fèi),中片區(qū)實(shí)施計(jì)重收費(fèi)將標(biāo)志著廣東全省正式實(shí)施公路計(jì)重收費(fèi)。計(jì)重收費(fèi)的實(shí)施作為一種對原有收費(fèi)模式的變革將對本地區(qū)以及周邊地區(qū)物流業(yè)產(chǎn)生深刻影響,故計(jì)重收費(fèi)政策的制定,必須慎重,有必要綜合考慮多方面因素,尤其要充分考慮收費(fèi)標(biāo)準(zhǔn)對區(qū)域物流業(yè)發(fā)展的影響。 本文在進(jìn)行信息采集的基礎(chǔ)上,采用定性與定量相結(jié)合的方法,選擇代表車型進(jìn)行測算與論證,分析了現(xiàn)行的廣東省高速公路計(jì)重收費(fèi)方案的實(shí)施效果,旨在為促進(jìn)廣東全省建立更公平、合理和科學(xué)的貨運(yùn)車輛通行費(fèi)征收方式以促進(jìn)物流業(yè)的發(fā)展提供決策依據(jù)。 論文首先系統(tǒng)闡述了計(jì)重收費(fèi)的指導(dǎo)思想和原則、計(jì)重收費(fèi)標(biāo)準(zhǔn)測算方法等基本理論。然后,從公路物流運(yùn)輸總運(yùn)量、高速公路車流量狀況、高速公路路網(wǎng)現(xiàn)狀及物流發(fā)展規(guī)劃及計(jì)重收費(fèi)對區(qū)域物流的影響等四方面定性分析了廣東省公路物流現(xiàn)狀。以此為基礎(chǔ),論文對廣東省高速公路計(jì)重收費(fèi)實(shí)施方案框架進(jìn)行了研究,該框架包括計(jì)重收費(fèi)實(shí)施方案制定原則與思路、實(shí)施方案、實(shí)施與管理流程三個(gè)部分。論文對廣東省高速公路計(jì)重收費(fèi)實(shí)施效果進(jìn)行了實(shí)證調(diào)查研究,分別從代表車型單車收費(fèi)額的變化、對交通量及總收費(fèi)費(fèi)額的影響、對物流運(yùn)輸車型的影響、推動40英尺集裝箱車發(fā)展的效果、治理超限超載的效果等方面進(jìn)行了定量分析。最后,論文基于實(shí)證分析的結(jié)果,提出了完善計(jì)重收費(fèi)方式的對策與建議,以其為運(yùn)輸管理部門積累實(shí)踐經(jīng)驗(yàn),并制定廣東省中片區(qū)乃至全省的正式計(jì)重收費(fèi)政策提供參考。
[Abstract]:At present, China has 27 provinces and cities have implemented the highway weight charge. As a reform of the original charging mode, the implementation of weight-calculating charges will have a profound impact on the logistics industry in this region and the surrounding areas. Therefore, it is necessary to be careful in the formulation of weight-calculating and charging policies, and it is necessary to consider a variety of factors comprehensively. In particular, we should fully consider the impact of charging standards on the development of regional logistics industry. On the basis of collecting information, this paper adopts the method of combining qualitative and quantitative analysis, chooses the representative vehicle type to calculate and proves, and analyzes the effect of the current toll collection scheme of Guangdong expressway. The purpose of this paper is to provide a decision basis for promoting the development of logistics industry by establishing a more fair, reasonable and scientific way of collecting tolls for freight vehicles in Guangdong Province. Firstly, the guiding ideology and principle of weighing charge, the calculation method of weighing charge standard and other basic theories are systematically expounded in this paper. Then, the paper qualitatively analyzes the current situation of highway logistics in Guangdong Province from four aspects: the total transportation volume of highway logistics, the state of expressway traffic flow, the current situation of highway network, and the influence of logistics development planning and weight charge on regional logistics. On the basis of this, the paper studies the implementation scheme framework of Guangdong expressway weighing and charging, which includes three parts: the principle and train of thought, the implementation scheme, the implementation and the management process. This paper makes an empirical investigation and study on the implementation effect of Guangdong Expressway weight-counting charge, respectively from the change of the charge amount of the representative type of bicycle, the influence on the traffic volume and the total charge amount, and the influence on the logistics transportation vehicle model. The effect of promoting the development of 40-foot container car and the effect of controlling overload are analyzed quantitatively. Finally, based on the results of empirical analysis, the paper puts forward the countermeasures and suggestions to improve the method of weight charge, which can be used as a reference for the transportation management department to accumulate practical experience, and to formulate the official pricing policy of Guangdong Province and even the whole province.
