高速公路PPP項(xiàng)目風(fēng)險分擔(dān)及收益分配研究

【摘要】:隨著我國經(jīng)濟(jì)社會的快速發(fā)展,,車輛擁有量的急劇增加,物流的迅速增長和交通流量的進(jìn)一步增大,全社會對高速公路的需求越來越大。一方面,國家財(cái)力有限,無法一方承擔(dān)上述眾多的高速公路建設(shè)資金;另一方面,私營資本充裕,正在尋求更好的投資途徑和渠道,而高速公路項(xiàng)目投資以“風(fēng)險小、收益相對穩(wěn)定”而著稱。公私合營PPP(Public-Private-Partenership)模式的引進(jìn)可以同時解決上述的兩個問題,它不僅結(jié)合了政府機(jī)構(gòu)在規(guī)劃、組織和協(xié)調(diào)方面的優(yōu)勢,而且能結(jié)合私營部門的資金支持、先進(jìn)技術(shù)和高管理效率,使得合作多方可以達(dá)到比預(yù)期獨(dú)自行動更為有利的結(jié)果。 本文在查閱大量文獻(xiàn)的基礎(chǔ)上,研究了影響我國高速公路PPP項(xiàng)目中公共部門與私營部門合作成功的兩個關(guān)鍵問題:風(fēng)險的合理分擔(dān)以及收益的分配方案。文章首先分析了PPP模式的內(nèi)涵,對高速公路PPP項(xiàng)目中風(fēng)險的特征進(jìn)行了歸納,并結(jié)合高速公路項(xiàng)目的特點(diǎn),分析了PPP模式在我國高速公路基礎(chǔ)設(shè)施建設(shè)中的應(yīng)用狀況。然后,分析了PPP模式在高速公路項(xiàng)目的應(yīng)用中所存在的風(fēng)險,提出了更加合理的風(fēng)險分擔(dān)原則,并設(shè)計(jì)出了相應(yīng)的風(fēng)險分擔(dān)框架;此外通過對高速公路PPP項(xiàng)目的收益分配問題的基本原則進(jìn)行了定性分析,利用博弈論的知識,建立了高速公路PPP項(xiàng)目的多階段博弈收益分配模型,通過對模型的求解,可以計(jì)算出均衡狀態(tài)下的收益分配比例和最優(yōu)努力水平?偟膩砜,PPP模式在高速公路項(xiàng)目中具有廣闊的應(yīng)用前景,本文的研究成果對PPP模式在高速公路項(xiàng)目中的推廣和成功應(yīng)用都具有一定的參考意義。
[Abstract]:With the rapid development of China's economy and society, the rapid increase of vehicle ownership, the rapid growth of logistics and the further increase of traffic flow, the whole society needs more and more highway. On the one hand, the country's financial resources are limited and it is not possible for one side to bear the numerous highway construction funds mentioned above; on the other hand, the private capital is abundant and it is looking for better investment channels and channels, and the highway project investment is "less risky," Returns are relatively stable, "he said." The introduction of the public-private partnership Public-Private-Partnership model can solve both of these problems at the same time. It combines not only the advantages of government agencies in planning, organization and coordination, but also the financial support of the private sector, advanced technology and high management efficiency. It enables cooperative parties to achieve a more advantageous result than expected to act on their own. Based on a large number of literatures, this paper studies two key problems that affect the success of the cooperation between public and private sectors in expressway PPP projects in China: the rational sharing of risks and the allocation of benefits. This paper first analyzes the connotation of PPP mode, summarizes the characteristics of risk in expressway PPP project, and analyzes the application status of PPP model in expressway infrastructure construction in China combined with the characteristics of expressway project. Then, the paper analyzes the risk existing in the application of PPP model in expressway projects, puts forward more reasonable risk sharing principles, and designs the corresponding risk sharing framework. In addition, through the qualitative analysis of the basic principle of the profit distribution problem of the expressway PPP project, using the knowledge of game theory, the multi-stage game income distribution model of the expressway PPP project is established, and the solution of the model is given. The proportion of income distribution and the optimal level of effort can be calculated under equilibrium state. In general, the PPP model has a broad application prospect in expressway projects, and the research results in this paper have some reference significance for the promotion and successful application of PPP model in expressway projects.
