我國高鐵發(fā)展中的風險與風險控制

【摘要】:高速鐵路具有速度快、運量大、正點率高、舒適方便、科技含量高等特點,能夠促進沿線區(qū)域產業(yè)結構的調整,拉動經濟多元化發(fā)展的同時還為社會地域文化交流提供了新的平臺,人民生活方式也隨之改變。但是隨著線路的使用,高速鐵路運營中的安全、環(huán)境與社會風險以及風險所伴隨的損失也逐漸顯現。作為一個快速發(fā)展的新興行業(yè),目前國內有關高速鐵路風險控制的研究還未成體系。為了填補這方面的空白,急需將風險與風險控制理論引入高速鐵路行車安全保障理論體系中。 本文以風險與風險控制理論為切入點,就高鐵技術風險對社會造成的危害性以及根源進行了分析,認為高鐵發(fā)展風險存在的根源于技術的復雜性、多方利益主體沖突以及高鐵發(fā)展所處的特殊的政治經濟社會背景的重要因素。在此基礎上本文著重分析了高速鐵路列車運行中的風險以及其背后潛在的更深遠的社會風險,具體包括高鐵安全風險、環(huán)境風險和社會風險三方面。 對于我國高鐵的風險控制主要從技術風險控制、安全管理體系建設、協調多方利益沖突、強化社會制度構建幾方面展開。在完善相關管理制度、標準規(guī)范、法律法規(guī)的過程中,風險管理,不斷加強利益協調、管理體制建設,通過對我國高鐵實施全面的社會風險控制,以期降低技術復雜性帶來的負面效應。風險是科學技術內在屬性,高鐵發(fā)展的風險不可完全消除,而我國高鐵發(fā)展正處于世界高鐵的起步階段,不能因為風險事件的存在,而全盤否定高鐵發(fā)展帶來的價值。我國唯有通過社會的共同努力,對高鐵風險存在的客觀認識,采取有效地控制風險措施,進而將高鐵發(fā)展風險發(fā)生的概率降低,從而促使我國高鐵技術發(fā)展更好更快,同時也為我國社會提供更好的服務,為世界高鐵發(fā)展提供更優(yōu)秀的技術。
[Abstract]:High-speed railways are characterized by high speed, large volume of transportation, high punctuality, comfort and convenience, high scientific and technological content, and so on, which can promote the adjustment of the industrial structure of the region along the route. At the same time, it also provides a new platform for the social regional cultural exchange, and changes the people's way of life. However, with the use of the line, the safety, environmental and social risks and the losses associated with the risks in the operation of high-speed railway gradually appear. As a rapidly developing industry, the research on high-speed railway risk control in China is not yet systematic. In order to fill the gap, it is urgent to introduce the theory of risk and risk control into the theoretical system of high-speed railway traffic safety guarantee. Based on the theory of risk and risk control, this paper analyzes the harmfulness and root of the risk of high-speed rail technology to the society, and points out that the risk of high-speed railway development is rooted in the complexity of technology. Multi-stakeholder conflict and the special political, economic and social background of high-speed railway development are important factors. On this basis, the paper analyzes the risks in high-speed railway train operation and the potential social risks, including the safety risk, environmental risk and social risk of high-speed railway. The risk control of high-speed railway in China is mainly carried out from the aspects of technical risk control, construction of safety management system, coordination of various conflicts of interests and strengthening of social system construction. In the process of perfecting relevant management systems, standards, norms, laws and regulations, risk management, continuous strengthening of interest coordination, management system building, the implementation of comprehensive social risk control over high-speed rail in China, In order to reduce the technical complexity brought about by the negative effects. Risk is an inherent attribute of science and technology, and the risk of high-speed rail development cannot be completely eliminated. However, the development of high-speed rail in China is in the initial stage of high-speed rail in the world, and the value brought about by the development of high-speed rail cannot be totally denied because of the existence of risk events. Only through the joint efforts of society, the objective understanding of the existence of high-speed railway risks, effective measures to control the risks, and then reduce the probability of high-speed rail development risks, thus promoting the development of high-speed rail technology in China better and faster. At the same time, it also provides better service for our society and better technology for the development of high-speed railway in the world.
