【摘要】：2009年3月25日，國務(wù)院常務(wù)會議通過《關(guān)于推進(jìn)上海加快發(fā)展現(xiàn)代服務(wù)業(yè)和先進(jìn)制造業(yè)、建設(shè)國際金融中心和國際航運(yùn)中心的意見》，為上海國際航運(yùn)中心建設(shè)明確了目標(biāo)和任務(wù)，為上�，F(xiàn)代航運(yùn)服務(wù)產(chǎn)業(yè)集群建設(shè)進(jìn)一步指明了方向。陸家嘴作為以“金融貿(mào)易區(qū)”命名的國家級開發(fā)區(qū)，被確認(rèn)為上�！皟蓚�中心”的核心區(qū)域。隨著建設(shè)上海國際航運(yùn)中心步伐的加快，陸家嘴金融貿(mào)易區(qū)已吸引了部分航運(yùn)企業(yè)，形成一定規(guī)模的產(chǎn)業(yè)聚集，面對新經(jīng)濟(jì)形勢，陸家嘴航運(yùn)服務(wù)產(chǎn)業(yè)集群構(gòu)建是推進(jìn)上海國際航運(yùn)中心建設(shè)的重要步驟，陸家嘴作為上�！皟蓚�中心”建設(shè)的重要承擔(dān)者及核心區(qū)域，勢必要把握好機(jī)遇，結(jié)合陸家嘴自身發(fā)展特點(diǎn)做好定位，加快推進(jìn)區(qū)域內(nèi)航運(yùn)服務(wù)業(yè)的集聚和發(fā)展，成為支持國家“十二五”發(fā)展的又一個強(qiáng)勁引擎。 本論文就此背景下對陸家嘴發(fā)展航運(yùn)服務(wù)產(chǎn)業(yè)集群的路徑及對策進(jìn)行研究。圍繞國際航運(yùn)中心的歷史線索發(fā)展證明，航運(yùn)業(yè)可以為地區(qū)獲得更好的發(fā)展空間，從而帶動上海國際經(jīng)濟(jì)中心的建設(shè)。在了解航運(yùn)服務(wù)業(yè)基礎(chǔ)知識及航運(yùn)服務(wù)業(yè)產(chǎn)業(yè)集群相關(guān)理論研究的基礎(chǔ)上，本文總結(jié)了國內(nèi)外發(fā)展航運(yùn)服務(wù)業(yè)集群案例及經(jīng)驗借鑒，得出構(gòu)建陸家嘴航運(yùn)服務(wù)產(chǎn)業(yè)集群的環(huán)境分析和前景評價；通過認(rèn)真學(xué)習(xí)國家及地方相關(guān)政策文件，運(yùn)用好本人在陸家嘴金融貿(mào)易區(qū)管委會的工作平臺，，通過數(shù)據(jù)分析、實地考察、機(jī)構(gòu)調(diào)研等總結(jié)出如何讓航運(yùn)服務(wù)業(yè)享受到陸家嘴區(qū)域優(yōu)勢，以突破陸家嘴航運(yùn)服務(wù)業(yè)集群向更高層面發(fā)展的環(huán)境制約。在此基礎(chǔ)上本文闡述了航運(yùn)產(chǎn)業(yè)集群的概念和構(gòu)成要素，客觀分析陸家嘴構(gòu)建航運(yùn)服務(wù)產(chǎn)業(yè)集群的優(yōu)勢及困境，提出陸家嘴航運(yùn)服務(wù)業(yè)集群發(fā)展的方針路線及建設(shè)目標(biāo)，介紹如何協(xié)調(diào)現(xiàn)有經(jīng)濟(jì)物質(zhì)要素的合理配置，強(qiáng)化航運(yùn)服務(wù)產(chǎn)業(yè)集群形成和發(fā)展的軟環(huán)境建設(shè)，最終分析得出陸家嘴地區(qū)航運(yùn)產(chǎn)業(yè)總體空間布局設(shè)想，以及搭建陸家嘴航運(yùn)服務(wù)產(chǎn)業(yè)公共服務(wù)平臺，突出特色，發(fā)揮集群效應(yīng)的展望。
[Abstract]:On March 25, 2009, the executive meeting of the State Council adopted the proposal to promote the development of modern services and advanced manufacturing industries in Shanghai. Opinions on the Construction of International Financial Center and International Shipping Center ", it clarifies the goal and task for the construction of Shanghai international shipping center, and further points out the direction for the construction of Shanghai modern shipping service industry cluster." Lujiazui, as a national development zone named after Financial Trade area, is recognized as the core area of Shanghai's "two centers". With the acceleration of the construction of Shanghai International Shipping Center, Lujiazui Financial and Trade Zone has attracted some shipping enterprises, formed a certain scale of industrial agglomeration, and faced with the new economic situation. The construction of Lujiazui shipping service industry cluster is an important step to promote the construction of Shanghai's international shipping center. As an important bearer and core region of Shanghai's "two centers" construction, Lujiazui is bound to seize the opportunity. According to the characteristics of Lujiazui's own development, it is a powerful engine to accelerate the agglomeration and development of regional shipping service industry and to support the development of the 12th Five-Year Plan. Under this background, this paper studies the path and countermeasures of Lujiazui's development of shipping service industry cluster. The development of historical clues around the international shipping center proves that the shipping industry can obtain better development space for the region and thus promote the construction of Shanghai international economic center. On the basis of understanding the basic knowledge of the shipping service industry and the related theoretical research of the shipping service industry cluster, this paper summarizes the domestic and foreign development of the shipping service industry cluster cases and experience. Get the environment analysis and prospect evaluation of the construction of Lujiazui shipping service industry cluster; through studying the relevant policy documents of the country and local seriously, make good use of my working platform in Lujiazui Financial and Trade area Management Committee, through the data analysis, Field investigation, institutional research and so on summed up how to make shipping service industry enjoy the regional advantages of Lujiazui, in order to break through the environmental constraints of Lujiazui shipping service industry cluster to a higher level. On this basis, this paper expounds the concept and elements of the shipping industry cluster, analyzes objectively the advantages and difficulties of the construction of Lujiazui shipping service industry cluster, and puts forward the policy line and construction goal of the development of Lujiazui shipping service industry cluster. This paper introduces how to coordinate the rational allocation of existing economic material elements, strengthen the construction of soft environment for the formation and development of shipping service industry cluster, and finally analyze the overall spatial layout of shipping industry in Lujiazui area. And build Lujiazui shipping service industry public service platform, highlight characteristics, play a cluster effect prospects.
