【摘要】：2008年11月歐盟通過法案決定對所有抵離歐盟的民用航空公司征收碳排放稅，這一法案的出臺引發(fā)了激烈的國際爭議，，同時(shí)標(biāo)志著“低碳經(jīng)濟(jì)”已經(jīng)到來，也預(yù)示著全世界各行各業(yè)都需要在制定戰(zhàn)略的過程中將低碳因素考慮在內(nèi)。而作為對企業(yè)進(jìn)行監(jiān)督與管理的重要手段，公司的績效評價(jià)就需要進(jìn)行調(diào)整，以利于各公司更好的適應(yīng)低碳經(jīng)濟(jì)提出的新要求。本文選取了高碳排放的航空業(yè)作為研究客體，設(shè)計(jì)出低碳經(jīng)濟(jì)時(shí)代背景下的航空公司綜合績效評價(jià)體系。 基于已有的低碳經(jīng)濟(jì)理論與企業(yè)績效評價(jià)理論和航空公司績效評價(jià)理論，本文針對航空公司建立了包含低碳因素的三層績效評價(jià)指標(biāo)體系，具體包括3個(gè)一級指標(biāo)、10個(gè)二級指標(biāo)與25個(gè)三級指標(biāo)，涵蓋了經(jīng)濟(jì)、社會與環(huán)境三方面的內(nèi)容。在此基礎(chǔ)上，本文又利用突變級數(shù)法構(gòu)建了績效評價(jià)模型，突變級數(shù)法能夠很好地克服各指標(biāo)賦予權(quán)重的主觀性，使構(gòu)建的航空公司綜合績效評價(jià)指標(biāo)體系更具科學(xué)性。最后，本文利用構(gòu)建的綜合績效評價(jià)模型對東航、南航與國航三家航空公司進(jìn)行了橫向?qū)Ρ�，并針對評價(jià)結(jié)果提出了相應(yīng)的對策建議。
[Abstract]:In November 2008, the European Union passed a bill to impose a carbon tax on all civil airlines arriving outside the European Union. The introduction of the bill has sparked fierce international controversy and marked the arrival of a "low-carbon economy." It also bodes well for industries around the world to take low-carbon factors into account in their strategy-making. As an important means to supervise and manage the enterprises, the performance evaluation of the company needs to be adjusted in order to better adapt to the new requirements of low-carbon economy. This paper selects the aviation industry with high carbon emissions as the research object and designs the comprehensive performance evaluation system of airlines under the background of low carbon economy era. Based on the theory of low carbon economy, the theory of enterprise performance evaluation and the theory of airline performance evaluation, this paper establishes a three-layer performance evaluation index system which includes low carbon factors for airlines. It includes 3 primary indicators, 10 secondary indicators and 25 tertiary indicators, covering the three aspects of economy, society and environment. On this basis, this paper constructs the performance evaluation model by using the catastrophe series method. The catastrophe series method can overcome the subjectivity of the weights given by each index and make the comprehensive performance evaluation index system of airlines more scientific. Finally, this paper makes a horizontal comparison between China Eastern Airlines, China Southern Airlines and Air China Airlines by using the comprehensive performance evaluation model, and puts forward corresponding countermeasures and suggestions for the evaluation results.
