【摘要】：高速公路服務(wù)區(qū)是高速公路重要是附屬設(shè)施之一,是保證高速公路行車安全、保證運輸效率、緩解司乘人員疲勞的重要設(shè)施。高速公路是典型的公共物品,作為其附屬設(shè)施的服務(wù)區(qū),當然也是公共物品,服務(wù)區(qū)需要發(fā)揮其功能,最好地為來往司乘人員服務(wù),必須回歸其公共物品的屬性。 本文首先對貴州高速公路服務(wù)區(qū)做了調(diào)研工作,從其經(jīng)營狀況以及監(jiān)督狀況兩方面進行了考察,詳細了解了服務(wù)區(qū)的基本情況、基本問題,對于與高速公路相關(guān)的法律法規(guī)進行了總結(jié),并調(diào)查了當前貴州省高速公路服務(wù)區(qū)監(jiān)督的基本狀況。 本文對貴州省高速公路服務(wù)區(qū)的實質(zhì)性問題進行了深度分析,分析了貴州高速公路服務(wù)區(qū)出現(xiàn)諸多問題是因為其規(guī)劃設(shè)計不符合市場規(guī)律,經(jīng)營效率過低的原因,監(jiān)督部門力度不夠的原因,最后對貴州高速公路服務(wù)區(qū)的經(jīng)營規(guī)劃進行了分析。 文章最后提出了改善當前貴州省高速公路服務(wù)區(qū)狀況的方法,第一,選址上,需要考慮地方經(jīng)濟、交通節(jié)點、旅游資源等等多方面問題；第二,規(guī)劃設(shè)計時,全面考慮服務(wù)區(qū)的功能,以及以后的發(fā)展等等；最后要與監(jiān)督部門密切配合,并且盡快出臺相關(guān)法律法規(guī)。建設(shè)合理的高速公路服務(wù)區(qū),充分發(fā)揮其功能,除了能方便往來司乘人員,還能夠提升服務(wù)區(qū)的經(jīng)濟效益,帶動周邊經(jīng)濟的發(fā)展。
[Abstract]:Expressway service area is one of the important auxiliary facilities of expressway, which is an important facility to ensure the safety of expressway, ensure the transportation efficiency and relieve the fatigue of the staff. Highway is a typical public goods, as a service area of its ancillary facilities, of course, it is also a public goods, the service area needs to play its function, the best service for passengers, must return to its attributes of public goods. In this paper, first of all, the research work of Guizhou Expressway Service area has been done, and the basic situation and problems of the service area have been understood in detail from the aspects of its management and supervision. This paper summarizes the laws and regulations related to freeway, and investigates the basic condition of the supervision of expressway service area in Guizhou province at present. This paper makes a deep analysis of the substantive problems in Guizhou Expressway Service area, and analyzes the reasons for the many problems in Guizhou Expressway Service area because its planning and design do not conform to the market law and the operating efficiency is too low. Finally, the management planning of Guizhou Expressway Service area is analyzed. Finally, the paper puts forward the methods to improve the current situation of expressway service area in Guizhou province. First, the location of the highway needs to consider the local economy, transportation nodes, tourism resources and so on. Second, when planning and designing, Fully consider the function of the service area, and the future development, etc. Finally, we should cooperate closely with the supervision department, and issue the relevant laws and regulations as soon as possible. To build a reasonable expressway service area and give full play to its function can not only facilitate the exchange of staff, but also promote the economic benefits of the service area and promote the development of the surrounding economy.
