【摘要】：沿海運輸權(quán)制度是沿海運輸是否保留給本國船舶或者向外國籍船舶開放的制度。港口擁堵主要發(fā)生在海運網(wǎng)絡(luò)的樞紐港上。通過考慮沿海運輸權(quán)和港口擁堵對軸輻式海運網(wǎng)絡(luò)加以優(yōu)化,以海運網(wǎng)絡(luò)內(nèi)貨物運輸總成本最小化為目標(biāo)函數(shù),構(gòu)建一個小規(guī)模整數(shù)規(guī)劃模型。從歐亞航線覆蓋的主要地區(qū)中選取10個港口組成海運網(wǎng)絡(luò)進(jìn)行算例分析,并使用CPLEX軟件進(jìn)行求解,研究結(jié)果表明,通過考慮樞紐港間貨物運輸?shù)囊?guī)模經(jīng)濟(jì)效應(yīng)和產(chǎn)生的擁堵成本,可合理地確定樞紐港的位置;若允許沿海捎帶,外資航運企業(yè)將會改變貨物中轉(zhuǎn)的港口。
[Abstract]:The system of coastal transport right is whether the coastal transport is reserved for domestic vessels or open to foreign vessels. Port congestion mainly occurs in the hub port of maritime network. A small scale integer programming model is constructed by considering the coastal transport rights and port congestion to optimize the axle-spoke marine network and to minimize the total cost of freight transportation in the maritime network. From the main areas covered by Eurasia route, 10 ports are selected to form a maritime transportation network for example analysis, and the solution is carried out by using CPLEX software. The research results show that the seaborne network is composed of 10 seaborne ports. The location of the hub port can be reasonably determined by considering the economies of scale and the congestion cost of the cargo transportation between the hubs. If the coastal piggyback is allowed, the foreign shipping enterprises will change the port of transit of goods.
