【摘要】：隨著世界一體化發(fā)展與國(guó)民經(jīng)濟(jì)快速增長(zhǎng),中國(guó)民航業(yè)迎來了“持續(xù)、快速、健康”發(fā)展的新時(shí)期,航空安全問題持續(xù)存在并被作為民航發(fā)展的首要前提。內(nèi)部控制作為企業(yè)風(fēng)險(xiǎn)管理的有效手段之一,在企業(yè)風(fēng)險(xiǎn)管控中發(fā)揮著重要作用,從內(nèi)部控制角度研究航空安全水平提升具有顯著的現(xiàn)實(shí)意義。因此本文采用理論與實(shí)證分析結(jié)合的方法深入探討內(nèi)部控制對(duì)航空安全的作用機(jī)理以及內(nèi)部控制對(duì)航空安全影響的具體表現(xiàn)形式。本文首先在內(nèi)部控制與航空安全理論的基礎(chǔ)上,綜合闡述國(guó)內(nèi)外航空安全現(xiàn)狀及典型航空安全事故發(fā)生的原因,將航空安全風(fēng)險(xiǎn)歸集于人員、設(shè)備、環(huán)境與管理四個(gè)方面,并基于內(nèi)部控制視角加以解析;其次從我國(guó)企業(yè)內(nèi)部控制基本規(guī)范中的內(nèi)部控制五要素出發(fā)深入研究?jī)?nèi)部控制對(duì)航空安全的理論作用機(jī)理及測(cè)度方法,從而提出理論假設(shè);再利用里克特量表法對(duì)國(guó)內(nèi)航空公司安全水平與內(nèi)部控制狀況進(jìn)行了問卷調(diào)查,將定性問題轉(zhuǎn)化為定量問題,運(yùn)用實(shí)證研究法研究航空公司內(nèi)部控制對(duì)航空安全的作用機(jī)理與過程;最后綜合理論與實(shí)證研究得出結(jié)論:上市航空公司較非上市航空公司的內(nèi)部控制質(zhì)量與航空安全水平高、大型航空公司內(nèi)部控制質(zhì)量與安全水平較其他航空公司高,內(nèi)部控制質(zhì)量與航空安全水平有正相關(guān)性關(guān)系,其中控制活動(dòng)與內(nèi)部環(huán)境要素對(duì)航空安全影響較大、有效的內(nèi)部控制能夠促進(jìn)航空公司安全水平提升;同時(shí)基于內(nèi)部控制五要素分別對(duì)現(xiàn)階段國(guó)內(nèi)航空公司安全水平改善提出針對(duì)性建議。本文通過研究?jī)?nèi)部控制影響航空安全的作用機(jī)理和實(shí)現(xiàn)路徑,以期為航空公司安全水平提升提供理論支撐,為我國(guó)航空公司從內(nèi)部控制方面提升航空安全水平提供更加具體的實(shí)踐依據(jù)。
[Abstract]:With the development of the world integration and the rapid growth of the national economy, China's civil aviation industry has ushered in a new period of "sustained, rapid and healthy" development. Aviation security problems persist and are regarded as the first prerequisite for the development of civil aviation. As one of the effective means of enterprise risk management, internal control plays an important role in enterprise risk management. It is of great practical significance to study the improvement of aviation safety level from the angle of internal control. Therefore, this paper uses the method of theoretical and empirical analysis to explore the mechanism of internal control on aviation safety and the specific manifestation of the impact of internal control on aviation safety. Based on the theory of internal control and aviation safety, this paper expounds the present situation of aviation safety at home and abroad and the causes of typical aviation safety accidents. The risk of aviation safety is concentrated in four aspects: personnel, equipment, environment and management. Secondly, from the five elements of internal control in the basic norms of internal control of enterprises in China, the theoretical mechanism and measurement method of internal control to aviation safety are studied in depth, and the theoretical hypothesis is put forward. Then using the Richter scale to investigate the safety level and internal control of domestic airlines, the qualitative problem is transformed into a quantitative one. Using the empirical research method to study the mechanism and process of airline internal control on aviation safety. Finally, the conclusion is drawn that the internal control quality and aviation safety level of listed airlines are higher than that of non-listed airlines, and the conclusion is that the internal control quality and aviation safety level of listed airlines are higher than that of non-listed airlines. The internal control quality and safety level of large airlines are higher than those of other airlines, and there is a positive correlation between internal control quality and aviation safety level. Effective internal control can promote the safety level of airlines, and based on the five elements of internal control, the paper puts forward specific suggestions to improve the safety level of domestic airlines at this stage. In this paper, the mechanism and implementation path of internal control affecting aviation safety are studied in order to provide theoretical support for improving the safety level of airlines. It provides more practical basis for our airlines to improve the level of aviation safety from the aspect of internal control.
