【摘要】：我國隧道建設的數量越來越多，，在隧道長度不斷增加、規(guī)模不斷擴大的同時，安全管理問題越來越嚴峻。深入開展隧道安全管理水平研究，精確判斷隧道安全管理與經濟效益的關系，具有十分緊迫的現實意義和極為廣泛的應用價值。 論文圍繞隧道安全管理水平量化問題和安全管理與經濟效益間的關系，對隧道安全事故、安全管理影響因素、隧道安全管理度與城市的經濟效益的關系進行了深入研究，并通過國內外隧道發(fā)生的交通事故和火災事故分類匯總，分析得出影響隧道安全管理的因素；從人、車、路、養(yǎng)護及環(huán)境等方面，對隧道安全管理的目標和任務進行詳細論述，提出了衡量隧道安全管理水平的量化指標——隧道安全管理度，確立了隧道安全管理度計算的指標體系及各影響因素的權重，并設計了安全管理水平的評價體系，論證了隧道安全管理與經濟效益的關系，選擇交通量作為中間值，建立了隧道安全管理度與經濟效益的量化模型。 論文以Q市的A隧道為例，對隧道安全管理度進行了計算，依據安全管理度的等級劃分標準，對A隧道的安全管理水平進行了等級確定；應用隧道安全管理度與經濟效益量化模型，對A隧道對Q市的直接經濟效益和間接經濟效益進行計算，并應用調研數據對模型進行了驗證。
[Abstract]:The number of tunnel construction in our country is more and more, while the length and scale of tunnel are increasing, the problem of safety management is becoming more and more serious. It is of urgent practical significance and extremely wide application value to carry out the research on tunnel safety management level and to judge the relationship between tunnel safety management and economic benefits. Based on the quantification of tunnel safety management level and the relationship between safety management and economic benefits, the paper makes a deep study on tunnel safety accidents, influencing factors of safety management, and the relationship between tunnel safety management degree and urban economic benefits. Through the classification and collection of traffic accidents and fire accidents occurring in tunnels at home and abroad, the factors affecting tunnel safety management are analyzed, and the objectives and tasks of tunnel safety management are discussed in detail from the aspects of people, vehicles, roads, maintenance and environment, etc. This paper puts forward the quantitative index of tunnel safety management level-tunnel safety management degree, establishes the index system of tunnel safety management degree calculation and the weight of each influencing factor, and designs the evaluation system of tunnel safety management level. This paper demonstrates the relationship between tunnel safety management and economic benefits, selects traffic volume as the intermediate value, and establishes a quantitative model of tunnel safety management degree and economic benefit. Taking the A tunnel in Q city as an example, the paper calculates the safety management degree of the tunnel, and determines the safety management level of the A tunnel according to the classification standard of the safety management degree. Based on the quantitative model of tunnel safety management and economic benefit, the direct and indirect economic benefits of tunnel A to Q are calculated, and the model is verified by the investigation data.
