【摘要】：國務院于2014年發(fā)文強調,截至2020年,我國常住人口城鎮(zhèn)化率與戶籍人口城鎮(zhèn)化率分別要達到60%與45%。原財政部副部長王保安則表示,新一輪投資熱潮將伴隨城鎮(zhèn)化的推進而來,金額將高達42萬億元人民幣。我國地方政府債務形式嚴峻,基礎設施建設資金缺口大,PPP模式的成功應用可以從根本上盤活社會存量資金,破解地方投融資難題,加快地方經濟社會建設,推動城鎮(zhèn)化速度。但是,我國PPP模式的發(fā)展現狀是先推廣再規(guī)范,這就使得PPP模式的實際操作存在很多問題與隱患,全國各地多個PPP項目的建設一度陷入停滯甚至徹底失敗的尷尬境地,基于此,本文以蘭州新區(qū)“朱中鐵路”PPP項目為例,對其進行績效評價體系的設計與實施的詳細研究。首先,本文對蘭州新區(qū)“朱中鐵路”PPP項目績效評價的主體、目標、時點等績效評價要素進行了分析,在此基礎上,分別設計了項目環(huán)境、財務、內部控制、利益方滿意度以及創(chuàng)新與成長五個維度的指標,并發(fā)放問卷進行調查,最終確定并篩選平均得分較高的指標構成該項目的績效評價指標體系。其次,運用模糊綜合評價的數學方法,對項目前期已有數據及部分預測性數據進行績效評價結果的測算,并根據最大隸屬度原則,得出項目環(huán)境、財務、內部控制、利益方滿意度以及創(chuàng)新與成長五個維度的績效評價結果均為優(yōu)。最后,針對宏觀與微觀兩個層面,提出相應的績效保障建議,以促進蘭州“朱中鐵路”PPP項目參與人員能夠在項目全生命周期內制定出更加合理、科學的績效管理辦法,引導公眾參與PPP項目,吸引投資,最終保證PPP項目的成功。
[Abstract]:In 2014, the State Council stressed that by 2020, the urbanization rate of the resident population in China and the urbanization rate of the resident population should reach 60 percent and 45.5 percent respectively. Wang Baoan, former vice-minister of finance, said a new investment boom would be accompanied by urbanization, amounting to as much as 42 trillion yuan. The local government debt in our country is severe, and the successful application of PPP model can fundamentally activate the social stock funds, solve the problem of local investment and financing, speed up the local economic and social construction, and promote the speed of urbanization. However, the development status of PPP mode in our country is to popularize and then standardize first, which makes the actual operation of PPP mode have many problems and hidden dangers. The construction of many PPP projects in various parts of the country was once in an awkward situation of stagnation or even complete failure. Based on this, Taking the PPP project of Zhuzhong Railway in Lanzhou New District as an example, this paper makes a detailed study on the design and implementation of the performance evaluation system. First of all, this paper analyzes the main body, target, time and other factors of performance evaluation of "Zhuzhong Railway" PPP project in Lanzhou New District, and then designs the project environment, finance, internal control, etc. The indicators of the five dimensions of stakeholder satisfaction and innovation and growth were investigated and the indicators with higher average score were determined and screened to form the performance evaluation index system of the project. Secondly, using the mathematics method of fuzzy comprehensive evaluation, the performance evaluation results of the pre-project data and the partial predictive data are calculated, and according to the principle of maximum membership degree, the project environment, finance and internal control are obtained. The results of performance evaluation in the five dimensions of stakeholder satisfaction and innovation and growth are excellent. Finally, aiming at the macro and micro level, the author puts forward the corresponding performance guarantee suggestions, in order to promote the participants of the PPP project of "Zhuzhong Railway" in Lanzhou to formulate more reasonable and scientific performance management methods in the whole life cycle of the project. Lead the public to participate in the PPP project, attract investment, and ultimately ensure the success of the PPP project.
