大型汽車總站運營風(fēng)險評價研究

【摘要】:隨著我國經(jīng)濟的快速發(fā)展,交通需求日益擴大,機動車數(shù)量迅速增加,城市的交通質(zhì)量面臨著一個巨大的挑戰(zhàn)。在各大中城市,由于人口密集度較大而道路資源又十分有限,要很好的解決人們的出行問題,大力發(fā)展大型汽車總站這一交通樞紐基礎(chǔ)設(shè)施尤為重要。而大型汽車總站運營的經(jīng)濟效益、運營秩序、乘客滿意度等常常都不到保障,這都形成大型汽車總站運營風(fēng)險,所以對大型汽車總站運營風(fēng)險問題的研究已十分迫切。 在國內(nèi)外關(guān)于交通運輸樞紐、運營管理和運營風(fēng)險管理的研究基礎(chǔ)上,本文通過對風(fēng)險定義與風(fēng)險本質(zhì)的理解,總結(jié)了大型汽車總站運營風(fēng)險定義與特征。本文從減小大型汽車總站運營風(fēng)險的角度出發(fā),詳細(xì)剖析了影響大型汽車總站運營風(fēng)險的風(fēng)險因素,在運營風(fēng)險認(rèn)識理論基礎(chǔ)上,對大型汽車總站運營風(fēng)險指標(biāo)進行了確定,并建立了交通組織管理、運營管理制度等13項指標(biāo)的大型汽車總站運營風(fēng)險評價指標(biāo)體系。本文通過對各種風(fēng)險評價方法的闡述與理解,確定了大型汽車總站運營風(fēng)險應(yīng)選擇的風(fēng)險評價方法,即灰色綜合評價法。應(yīng)用層次分析法計算出各級指標(biāo)的權(quán)重后,利用灰色綜合評價方法構(gòu)建了大型汽車總站運營風(fēng)險評價模型,將模型運用到CSQCNZ、CSQCDZ、CSQCXZ運營風(fēng)險評價實踐中,驗證了模型的科學(xué)性和合理性。最后根據(jù)CSQCNZ、CSQCDZ、CSQCXZ運營風(fēng)險評價結(jié)果分析,提出了案例大型汽車總站運營風(fēng)險控制措施。 本文構(gòu)建的大型汽車總站運營風(fēng)險評價指標(biāo)體系和模型是對大型汽車總站運營風(fēng)險管理的有益嘗試,同時豐富了交通樞紐運營風(fēng)險評價理論的應(yīng)用范疇,提出了大型汽車總站運營風(fēng)險控制措施,試圖對大型汽車總站運營風(fēng)險管理有一定借鑒作用。
[Abstract]:With the rapid development of China's economy, the traffic demand is expanding day by day, and the number of motor vehicles is increasing rapidly. The urban traffic quality is facing a huge challenge. In large and medium cities, because of the large population density and the limited road resources, it is very important to develop the transportation hub infrastructure of large automobile terminal to solve the travel problem of people. However, the economic benefit, operation order, passenger satisfaction and so on of the large automobile terminal are often not guaranteed, which forms the operation risk of the large automobile terminal, so the study on the operation risk of the large automobile terminal is very urgent. On the basis of research on transportation hub, operation management and operational risk management, this paper summarizes the definition and characteristics of operational risk of large automobile terminal by understanding the definition and nature of risk. From the point of view of reducing the operational risk of large automobile terminal, this paper analyzes the risk factors that affect the operation risk of large automobile terminal in detail. Based on the theory of operational risk recognition, the operational risk index of large automobile terminal is determined. The evaluation index system of operation risk of large automobile terminal is established with 13 indexes, such as traffic organization and management, operation management system and so on. Based on the description and understanding of various risk assessment methods, this paper determines the risk evaluation method, I. E. the grey comprehensive evaluation method, which should be selected for the operation risk of the large automobile terminal. After calculating the weight of various indexes by AHP, the operation risk evaluation model of large automobile terminal is constructed by using the grey comprehensive evaluation method, and the model is applied to CSQCNZ CSQCDZN CSQCXZ operation risk evaluation practice. The model is verified to be scientific and reasonable. Finally, according to the analysis of CSQCNZG CSQCDZG CSQCXZ operation risk evaluation results, the paper puts forward the operation risk control measures of large automobile terminal station. The evaluation index system and model of the operation risk of large automobile terminal is a beneficial attempt to manage the operation risk of large automobile terminal, and it enriches the scope of application of the theory of operational risk assessment of transportation hub. The operation risk control measures of large automobile terminal are put forward in this paper, which can be used for reference in the operation risk management of large automobile terminal.
