日照港口出入境檢驗(yàn)檢疫風(fēng)險(xiǎn)管理問(wèn)題研究

【摘要】:“十一五”末,日照港口吞吐量突破兩億噸大關(guān),其中,鐵礦砂、木片、糧食等貨物的接卸量全國(guó)領(lǐng)先。2011年山東半島藍(lán)色經(jīng)濟(jì)區(qū)規(guī)劃獲批國(guó)家戰(zhàn)略又給日照港口發(fā)展帶來(lái)了千載難逢的機(jī)遇。日照港口業(yè)務(wù)的快速發(fā)展對(duì)出入境檢驗(yàn)檢疫行政執(zhí)法工作提出了更高的要求。傳統(tǒng)的以批批檢驗(yàn)檢疫為主的全面監(jiān)管模式和以危機(jī)應(yīng)對(duì)為主的危機(jī)管理模式已難以適應(yīng)當(dāng)前形勢(shì),因此,如何預(yù)防質(zhì)量安全風(fēng)險(xiǎn),在適應(yīng)港口快速驗(yàn)放的同時(shí)確保出入境檢驗(yàn)檢疫各種風(fēng)險(xiǎn)得到有效控制越來(lái)越受到出入境檢驗(yàn)檢疫部門的關(guān)注。盡管風(fēng)險(xiǎn)管理已經(jīng)有了一定程度的應(yīng)用,但在標(biāo)準(zhǔn)化、決策模式等方面依然存在著諸多問(wèn)題,因而,解決目前風(fēng)險(xiǎn)管理中存在的問(wèn)題,科學(xué)合理的利用風(fēng)險(xiǎn)管理手段全面有效監(jiān)管出入境檢驗(yàn)檢疫的各種風(fēng)險(xiǎn)就成為當(dāng)前必須破解的重要命題。 本文運(yùn)用公共管理學(xué)科知識(shí)和公共部門風(fēng)險(xiǎn)管理理論,尤其是涵蓋業(yè)務(wù)風(fēng)險(xiǎn)管理和組織風(fēng)險(xiǎn)管理的全面風(fēng)險(xiǎn)管理理論,緊密結(jié)合日照港口出入境檢驗(yàn)檢疫業(yè)務(wù)的實(shí)際,從全面風(fēng)險(xiǎn)管理而非檢驗(yàn)檢疫某一專業(yè)領(lǐng)域的角度,采取系統(tǒng)分析法、邏輯分析法、案例分析法以及制度分析法等方法,研究日照港口出入境檢驗(yàn)檢疫的全面風(fēng)險(xiǎn)管理,針對(duì)存在的問(wèn)題提出了對(duì)策,.為日照港口乃至我國(guó)其他港口的出入境檢驗(yàn)檢疫風(fēng)險(xiǎn)管理發(fā)展提供了借鑒。 首先,本文從四個(gè)方面概括了我國(guó)出入境檢驗(yàn)檢疫風(fēng)險(xiǎn)管理機(jī)制的整體特征。是風(fēng)險(xiǎn)預(yù)警與快速反應(yīng)工作實(shí)現(xiàn)常態(tài)化;二是動(dòng)植物檢疫風(fēng)險(xiǎn)分析和衛(wèi)生檢疫應(yīng)急管理日臻成熟;三是以分類管理為表現(xiàn)形式的風(fēng)險(xiǎn)管理模式應(yīng)用廣泛;四是部分地區(qū)出入境檢驗(yàn)檢疫機(jī)構(gòu)風(fēng)險(xiǎn)管理制度化嘗試。然后對(duì)日照港口出入境檢驗(yàn)檢疫風(fēng)險(xiǎn)管理發(fā)展現(xiàn)狀進(jìn)行分析,既包括日照港口業(yè)務(wù)發(fā)展概況、日照港口出入境檢驗(yàn)檢疫機(jī)構(gòu)概況和日照港口出入境檢驗(yàn)檢疫業(yè)務(wù)概況,又選取占日照港口出入境檢驗(yàn)檢疫業(yè)務(wù)比重最大的進(jìn)境鐵礦砂檢驗(yàn)檢疫全面風(fēng)險(xiǎn)管理作為案例進(jìn)行分析。本文認(rèn)為日照港口出入境檢驗(yàn)檢疫風(fēng)險(xiǎn)管理目前存在的問(wèn)題主要有四個(gè)方面,一是風(fēng)險(xiǎn)管理的標(biāo)準(zhǔn)化程度不高;二是風(fēng)險(xiǎn)管理在組織管理中應(yīng)用不足;三是風(fēng)險(xiǎn)管理未能體現(xiàn)組合管理優(yōu)勢(shì);四是風(fēng)險(xiǎn)管理的決策、執(zhí)行模式有待完善。在對(duì)存在的問(wèn)題進(jìn)行詳盡的分析之后,最終提出五項(xiàng)對(duì)策加以完善。一是實(shí)現(xiàn)風(fēng)險(xiǎn)管理的標(biāo)準(zhǔn)化;二是構(gòu)建科學(xué)有效的風(fēng)險(xiǎn)管理決策機(jī)制;三是完善風(fēng)險(xiǎn)處置的各項(xiàng)措施;四是開(kāi)展多樣化的有效風(fēng)險(xiǎn)溝通;五是完善風(fēng)險(xiǎn)管理組織文化建設(shè)和人力資源優(yōu)化。
[Abstract]:At the end of the 11th Five-Year Plan, Rizhao's port throughput exceeded 200 million tons, among which iron ore and wood chips. The national strategy of Shandong Peninsula Blue Economic Zone approved in 2011 has brought a rare opportunity for the development of Rizhao port. The rapid development of Rizhao port business puts forward higher requirements for entry-exit inspection and quarantine administrative law enforcement. The traditional comprehensive supervision mode based on batch inspection and quarantine and the crisis management mode based on crisis response have been difficult to adapt to the current situation. Therefore, how to prevent the risk of quality and safety, More and more attention has been paid by the department of entry and exit inspection and quarantine to ensure that various risks of entry and exit inspection and quarantine are effectively controlled while adapting to the rapid inspection and release of ports. Although risk management has been applied to a certain extent, there are still many problems in standardization, decision-making mode and so on. Scientific and reasonable use of risk management means to effectively supervise the entry and exit inspection and quarantine of all kinds of risks has become an important proposition that must be solved. This paper applies the knowledge of public management discipline and the theory of public sector risk management, especially the comprehensive risk management theory, which covers business risk management and organizational risk management, and closely combines the reality of Rizhao Port Entry-Exit Inspection and Quarantine business. From the perspective of comprehensive risk management rather than inspection and quarantine, this paper studies the comprehensive risk management of Rizhao Port Entry-Exit Inspection and Quarantine by the methods of system analysis, logic analysis, case analysis and system analysis. The countermeasures are put forward in view of the existing problems. It provides a reference for Rizhao port and other ports of our country to develop the risk management of entry and exit inspection and quarantine. Firstly, this paper summarizes the overall characteristics of the risk management mechanism of entry-exit inspection and quarantine in four aspects. It is the normalization of risk early warning and rapid response, the maturity of animal and plant quarantine risk analysis and health quarantine emergency management, the wide application of risk management mode in the form of classified management; Fourth, part of the entry-exit inspection and quarantine institutions risk management attempt. Then it analyzes the current situation of risk management in Rizhao Port Entry-Exit Inspection and Quarantine, which includes the general situation of Rizhao port business development, the general situation of Rizhao Port Entry-Exit Inspection and Quarantine Organization and the Rizhao Port Entry-Exit Inspection and Quarantine Service. The paper also selects the comprehensive risk management of entry iron ore inspection and quarantine, which accounts for the largest proportion of entry and exit inspection and quarantine business in Rizhao port, as a case study. This paper holds that there are four main problems in the risk management of Rizhao Port Entry-Exit Inspection and Quarantine, one is that the standardization of risk management is not high, the other is the lack of application of risk management in organizational management. Third, the risk management fails to reflect the advantages of portfolio management, and the fourth is the decision-making of risk management, and the implementation mode needs to be improved. After analyzing the existing problems in detail, five countermeasures are put forward to perfect them. The first is to realize the standardization of risk management, the second is to build a scientific and effective decision-making mechanism for risk management, the third is to improve the measures of risk management, the fourth is to carry out diversified effective risk communication; Fifth, perfect risk management organization culture construction and human resource optimization.
