【摘要】：在我國“四橫四縱”高速鐵路中,京滬高速鐵路是極為重要一環(huán),是我國高速鐵路的代表性名片,代表著我國高速鐵路的最高水平。京滬高速鐵路的建設目標是建設世界一流的高速鐵路,在建設過程中,開展標準化作業(yè)管理是一項必需且最為有效的管理手段和方法。從目前國內的研究現狀來看,標準化作業(yè)管理的研究總體上欠缺較多,相關的研究系統性不足、理論性不強,可操作性差�；谶@樣的背景,本文在參閱國內外大量標準化作業(yè)管理相關研究資料的基礎上,應用管理的系統原理,采用管理的行政方法和技術方法,通過分析國內鐵路建設的管理現狀,嘗試性地提出了由文件體系、執(zhí)行體系、監(jiān)督體系和執(zhí)行文化組成的標準化作業(yè)管理的體系模型,總結了建立系統的標準化作業(yè)管理的方法；以標準化作業(yè)管理體系模型為根本,結合京滬高速鐵路開展標準化作業(yè)管理的實際做法與經驗,以實證研究的方法,進行了具體的分析和驗證,探討標準化作業(yè)管理系統模型的充分性、可行性和有效性,并介紹了具體的管理措施和管理經驗。通過該體系模型和操作方法在京滬高速鐵路建設管理的實踐,為高速鐵路建設管理提出了具體的工作手段和管理實例。 通過本案例研究,期望能推動我國高速鐵路的建設管理水平,為其他高速鐵路建設的建設、咨詢、監(jiān)理、施工等參建單位,在高速鐵路及其他同類建設項目過程中,提供項目管理的參考和借鑒。
[Abstract]:Among the "four horizontal and four vertical" high-speed railway in China, the Beijing-Shanghai high-speed railway is an extremely important link, which is the representative business card of our country's high-speed railway and represents the highest level of our country's high-speed railway. The construction goal of Beijing-Shanghai high-speed railway is to build a world-class high-speed railway. In the process of construction, it is necessary and most effective to carry out standardized operation management. From the current research situation in China, the research on standardized operation management is lack of more, systematic, theoretical and operational. Based on this background, this paper, on the basis of referring to a large number of domestic and international research data on standardized operation management, applies the system principle of management, adopts administrative and technical methods of management, and analyzes the present management situation of railway construction in China. This paper tries to put forward the system model of standardized job management, which is composed of document system, execution system, supervision system and execution culture, and summarizes the methods of establishing the standardized operation management of the system. Based on the model of standardized operation management system, combined with the practical practice and experience of developing standardized operation management of Beijing-Shanghai high speed railway, the concrete analysis and verification are carried out by the method of empirical research. This paper discusses the adequacy, feasibility and effectiveness of the standardized job management system model, and introduces the concrete management measures and management experience. Through the practice of the system model and operation method in the construction and management of Beijing-Shanghai high-speed railway, this paper puts forward the concrete working means and management examples for the construction management of high-speed railway. Through this case study, it is expected to promote the construction management level of China's high-speed railway, and participate in the construction of other high-speed railway construction units, such as consulting, supervision and construction, in the process of high-speed railway and other similar construction projects. Provide reference and reference for project management.
