【摘要】：綠色發(fā)展是"上海2040"的規(guī)劃理念之一,是上海市交通發(fā)展的核心價值導(dǎo)向。圍繞建設(shè)卓越的全球城市的目標(biāo)愿景,提出面向創(chuàng)新、人文、生態(tài)三個維度的綠色交通策略和指標(biāo),確立能源和資源雙重約束下的綠色交通發(fā)展內(nèi)涵�；诮煌ㄅc城市空間協(xié)調(diào)布局、協(xié)同功能的規(guī)劃思路,指出打造軌道都市、構(gòu)建TOD社區(qū)、引導(dǎo)綠色出行是實現(xiàn)上海市綠色交通發(fā)展的主要路徑及策略。提出重構(gòu)多層次、多模式的軌道交通網(wǎng)絡(luò)、推行街區(qū)制的全路網(wǎng)規(guī)劃設(shè)計思路、實施交通策略分區(qū)、提升步行和自行車交通網(wǎng)絡(luò)功能、加強智慧交通發(fā)展等多重措施。
[Abstract]:Green development is one of the planning ideas of Shanghai 2040 and the core value orientation of Shanghai traffic development. Focusing on the goal and vision of building an excellent global city, this paper puts forward green traffic strategies and indicators in the three dimensions of innovation, humanity and ecology, and establishes the connotation of green transportation development under the dual constraints of energy and resources. Based on the coordinated layout of traffic and urban space and the planning idea of cooperative function, it is pointed out that building track city, constructing TOD community and guiding green trip are the main paths and strategies to realize the development of green transportation in Shanghai. The paper puts forward several measures, such as reconstructing multi-level and multi-mode rail transit network, carrying out the whole road network planning and designing thinking of block system, implementing traffic strategy partition, improving the function of walking and bicycle traffic network, and strengthening intelligent transportation development and so on.
