【摘要】:出租車代表著一個城市的形象,出租車行業(yè)引發(fā)的種種事件不僅影響著城市交通的正常運行,更考驗著公眾對政府監(jiān)管的耐心和信心。政府如何發(fā)揮好對出租車行業(yè)的監(jiān)管職能,成為提升政府公共服務(wù)能力的重要課題之一。本文從麗江出租車行業(yè)政府監(jiān)管現(xiàn)狀入手,結(jié)合麗江市政府對待罷運事件的處理情況以及對出租車服務(wù)質(zhì)量方面問題的調(diào)查,分析了出租車行業(yè)內(nèi)當(dāng)前存在的問題,并針對麗江出租車政府監(jiān)管情況提出針對性的對策和建議。旨在探索符合麗江實際的出租車行業(yè)發(fā)展道路,為提升麗江政府對出租車行業(yè)的監(jiān)管水平、優(yōu)化公共服務(wù)體系提供參考性建議。全文分為以下幾個部分:第一部分:緒論,主要闡述了選題的緣由和意義、國內(nèi)外相關(guān)研究、研究思路和方法,引出相關(guān)研究理論。第二部分:對麗江市出租車行業(yè)政府監(jiān)管現(xiàn)狀進行描述,包括對麗江出租車行業(yè)歷史沿革、麗江出租車行業(yè)政府監(jiān)管機構(gòu)、麗江市政府監(jiān)管方式和麗江市出租車行業(yè)在政策運行中的整改四個方面。第三部分:從麗江市出租車行業(yè)的監(jiān)管方式、監(jiān)管機構(gòu)和運行程序三個方面分析麗江市出租車行業(yè)政府監(jiān)管存在的問題。第四部分:提出麗江市出租車行業(yè)政府監(jiān)管的對策,從改進監(jiān)管方式、建立健全監(jiān)管部門間的協(xié)調(diào)運作機制、規(guī)范監(jiān)管運行程序三個方面提出相關(guān)建議和對策。第五部分:結(jié)語,在總結(jié)全文的基礎(chǔ)上,提出麗江市政府應(yīng)該結(jié)合本市出租車行業(yè)的特點,制定行之有效的監(jiān)管制度,探索麗江出租車行業(yè)發(fā)展的出路,以促進出租車行業(yè)的健康發(fā)展和社會穩(wěn)定。對麗江這個特定區(qū)域的出租車行業(yè)和政府監(jiān)管的研究,在此之前沒有系統(tǒng)的學(xué)術(shù)上的探討,而多為新聞稿式的報道,因而本文進行的實地調(diào)研更具現(xiàn)實意義和可操作性。
[Abstract]:Taxi represents the image of a city. The events caused by taxi industry not only affect the normal operation of urban traffic, but also test the public's patience and confidence in government supervision. How to exert the supervision function of the taxi industry has become one of the important topics to enhance the government's public service ability. This paper starts with the current situation of the government supervision of the taxi industry in Lijiang, and analyzes the problems existing in the taxi industry by combining with the handling of the strike incident and the investigation of the taxi service quality by the government of Lijiang City. At the same time, the paper puts forward some countermeasures and suggestions on the government supervision of taxi in Lijiang. The purpose of this paper is to explore the development road of taxi industry in line with the reality of Lijiang, and to provide reference suggestions for upgrading the level of supervision and regulation of taxi industry by the government of Lijiang and optimizing the public service system. The full text is divided into the following parts: the first part: introduction, mainly elaborated the reason and the significance of the topic, the domestic and foreign related research, the research thought and the method, drew out the related research theory. The second part: describes the current situation of the government supervision of the taxi industry in Lijiang, including the history of the taxi industry in Lijiang, the government regulatory body of the taxi industry in Lijiang, Lijiang city government supervision mode and Lijiang taxi industry in the policy operation of four aspects. The third part analyzes the problems existing in the government supervision of the taxi industry in Lijiang City from three aspects: the supervision mode, the regulatory authority and the operation procedure. The fourth part: put forward the countermeasures of the government supervision of the taxi industry in Lijiang City, from improving the way of supervision, establishing and perfecting the coordination operation mechanism between the regulators, and standardizing the operating procedures of supervision, put forward the relevant suggestions and countermeasures. The fifth part: conclusion, on the basis of summing up the full text, the government of Lijiang city should combine the characteristics of the taxi industry in this city, formulate an effective supervision system, and explore the way out for the development of the taxi industry in Lijiang. In order to promote the healthy development of the taxi industry and social stability. The research on taxi industry and government supervision in Lijiang is not a systematic academic discussion, but mostly a press release report, so the field research in this paper has more practical significance and maneuverability.
