【摘要】：近年來(lái)，隨著城市化進(jìn)程的加快，人民生活水平的提高，出租汽車(chē)行業(yè)得到了迅速發(fā)展，，在經(jīng)濟(jì)和社會(huì)發(fā)展中具有重要的地位。但在行業(yè)管理和發(fā)展過(guò)程中也積累了大量的矛盾和問(wèn)題，因經(jīng)營(yíng)權(quán)使用、企業(yè)承包經(jīng)營(yíng)、非法經(jīng)營(yíng)、燃油漲價(jià)等種種問(wèn)題，引發(fā)的集體上訪、罷運(yùn)等突發(fā)事件，嚴(yán)重的影響了社會(huì)的穩(wěn)定。同時(shí)也說(shuō)明行業(yè)管理方面還存在急需解決的問(wèn)題。作為行業(yè)管理部門(mén)應(yīng)采取哪些措施和手段，進(jìn)一步加強(qiáng)出租汽車(chē)行業(yè)管理，促進(jìn)道路運(yùn)輸行業(yè)健康有序發(fā)展，是本文要研究探討的主要問(wèn)題。 本文介紹了日本、紐約、上海、香港等國(guó)內(nèi)外發(fā)達(dá)國(guó)家和大城市出租汽車(chē)行業(yè)發(fā)展歷程、經(jīng)營(yíng)管理模式以及采取的政策措施，學(xué)習(xí)先進(jìn)的管理經(jīng)驗(yàn)，為吉林省出租汽車(chē)行業(yè)發(fā)展提供借鑒。從組織管理權(quán)限、法律依據(jù)、現(xiàn)行管理體制、管理模式等方面對(duì)吉林省出租汽車(chē)行業(yè)管理現(xiàn)狀進(jìn)行了研究，分析行業(yè)發(fā)展中的難點(diǎn)、熱點(diǎn)問(wèn)題，提出行業(yè)管理上，主要存在發(fā)展定位不合理、法律依據(jù)不足、管理體制不順、管理模式不規(guī)范、服務(wù)質(zhì)量不高等具體問(wèn)題，并深入分析了產(chǎn)生問(wèn)題的原因，找出了適合行業(yè)發(fā)展的著力點(diǎn)。提出了合理確定發(fā)展定位、完善法規(guī)體系、理順內(nèi)部管理體制、建立運(yùn)力投放機(jī)制、改革運(yùn)價(jià)管理方式、實(shí)行公司化經(jīng)營(yíng)、提高行業(yè)管理服務(wù)質(zhì)量等方面的發(fā)展對(duì)策建議。 出租汽車(chē)作為城市公共交通的重要組成部分，在社會(huì)經(jīng)濟(jì)發(fā)展中的地位和作用將越來(lái)越大。本文通過(guò)對(duì)吉林省出租汽車(chē)行業(yè)管理現(xiàn)狀的分析研究，提出發(fā)展對(duì)策，以期為行業(yè)管理和發(fā)展起到一定的指導(dǎo)作用。
[Abstract]:In recent years, with the acceleration of urbanization and the improvement of people's living standard, taxi industry has been developed rapidly, which plays an important role in the economic and social development. However, in the process of industry management and development, a large number of contradictions and problems have been accumulated. As a result of such problems as the use of management rights, contractual management of enterprises, illegal operations, price increases in fuel oil, and other problems, such as collective petitions and strikes, etc., Seriously affected the stability of society. At the same time, it also shows that there are still problems in industry management that need to be solved. What measures and measures should be taken by the administrative department of the industry to further strengthen the management of the taxi industry and promote the healthy and orderly development of the road transport industry are the main problems to be studied and discussed in this paper. This paper introduces the development of taxi industry in Japan, New York, Shanghai, Hong Kong and other developed countries and big cities. To provide reference for the development of taxi industry in Jilin Province. This paper studies the present situation of taxi industry management in Jilin Province from the aspects of organization and management authority, legal basis, current management system and management mode, analyzes the difficulties and hot issues in the development of the industry, and puts forward the management of the industry. There are some problems, such as unreasonable development orientation, insufficient legal basis, bad management system, irregular management mode and low service quality, etc. The causes of the problems are analyzed in depth, and the focus points suitable for the development of the industry are found out. The development countermeasures and suggestions are put forward in such aspects as rationally determining the development orientation, perfecting the legal system, straightening out the internal management system, establishing the mechanism of carrying out transportation capacity, reforming the management mode of freight rate, carrying out corporatization management, and improving the service quality of the industry management and so on. Taxi, as an important part of urban public transportation, will play a more and more important role in the development of social economy. Based on the analysis and study of the present situation of taxi industry management in Jilin Province, this paper puts forward the development countermeasures in order to play a guiding role in the management and development of the taxi industry in Jilin Province.
