【摘要】：交通是城市發(fā)展的命脈。高效的交通工程系統(tǒng)、科學(xué)的交通管理手段是保障城市交通“脈搏”健康、活力跳動(dòng)的決定性條件。隨著社會(huì)經(jīng)濟(jì)的高速增長(zhǎng),南寧市面對(duì)機(jī)動(dòng)化交通迅猛增長(zhǎng)、交通設(shè)施供需矛盾突出導(dǎo)致的交通擁擠、秩序混亂、事故頻發(fā)等“城市病”問(wèn)題,啟動(dòng)和開(kāi)展南寧市交通系統(tǒng)管理優(yōu)化項(xiàng)目,達(dá)到提高城市交通系統(tǒng)管理水平、改善城市交通通行環(huán)境的目的。由于交通系統(tǒng)結(jié)構(gòu)組成復(fù)雜,作為項(xiàng)目業(yè)主要實(shí)現(xiàn)的目標(biāo)也比較多,而且,凡是項(xiàng)目都會(huì)存在大大小小的各種風(fēng)險(xiǎn),傳統(tǒng)的項(xiàng)目管理經(jīng)驗(yàn)已經(jīng)難以滿足有效對(duì)項(xiàng)目進(jìn)行管理的需求。在這個(gè)背景下,從項(xiàng)目業(yè)主的角度,本文對(duì)南寧市交通系統(tǒng)管理優(yōu)化項(xiàng)目的范圍管理和風(fēng)險(xiǎn)管理進(jìn)行系統(tǒng)、較為深入的應(yīng)用研究。 本文在綜合分析項(xiàng)目范圍管理和風(fēng)險(xiǎn)管理國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,運(yùn)用項(xiàng)目管理中的工作分解結(jié)構(gòu)、SWOT分析、頭腦風(fēng)暴法、層次分析法以及理論分析與實(shí)證分析等方法,結(jié)合南寧市交通系統(tǒng)管理優(yōu)化項(xiàng)目的實(shí)例,通過(guò)項(xiàng)目范圍定義、建立分解結(jié)構(gòu)WBS圖,從工作流程分解和功能分解兩個(gè)角度對(duì)南寧市交通系統(tǒng)管理優(yōu)化項(xiàng)目進(jìn)行研究分析,并采用專(zhuān)家調(diào)查法、SWOT分析、頭腦風(fēng)暴法等風(fēng)險(xiǎn)分析方法,對(duì)項(xiàng)目可能存在的風(fēng)險(xiǎn)進(jìn)行了識(shí)別和評(píng)估,根據(jù)風(fēng)險(xiǎn)分析結(jié)果對(duì)主要風(fēng)險(xiǎn)因素采取了相應(yīng)的風(fēng)險(xiǎn)應(yīng)對(duì)防范措施。從項(xiàng)目業(yè)主的角度,探索出了一套具有一定理論價(jià)值和實(shí)踐借鑒的交通系統(tǒng)管理優(yōu)化項(xiàng)目范圍管理和風(fēng)險(xiǎn)管理的應(yīng)用模式。
[Abstract]:Traffic is the lifeblood of urban development. Efficient traffic engineering system and scientific means of traffic management are the decisive conditions to ensure the "pulse" health and vitality of urban traffic. With the rapid growth of social economy, Nanning is confronted with the problems of "urban diseases", such as traffic congestion, disorder of order, frequent accidents and so on, which are caused by the rapid growth of motorized traffic and the prominent contradiction between the supply and demand of traffic facilities. In order to improve the management level of urban traffic system and improve the traffic environment, Nanning traffic system management optimization project was started and carried out. Because of the complex structure of the transportation system, there are many objectives to be achieved by the project owners, and there are various risks, large and small, in any project. Traditional project management experience has been difficult to meet the needs of effective project management. In this context, from the point of view of project owner, this paper makes a systematic study on the scope management and risk management of Nanning traffic system management optimization project. Based on the comprehensive analysis of the present situation of project scope management and risk management at home and abroad, this paper applies the methods of SWOT analysis, brainstorming method, analytic hierarchy process, theoretical analysis and empirical analysis in project management. Combined with the example of Nanning traffic system management optimization project, through the definition of project scope, the decomposition structure WBS diagram is established, and the research and analysis of Nanning traffic system management optimization project are carried out from the two angles of workflow decomposition and function decomposition. The risk analysis methods such as SWOT analysis and brainstorming method are used to identify and evaluate the possible risks of the project. According to the results of the risk analysis, the corresponding measures are taken to deal with the main risk factors. From the view of project owner, this paper explores a set of application models of traffic system management, which has certain theoretical value and practical reference, to optimize project scope management and risk management.
