公私伙伴關系在我國城市地鐵建設中的應用研究

【摘要】:隨著城市經濟的發(fā)展,城鎮(zhèn)化速度加快,城市交通承擔著越來越重的壓力,擁堵問題日益嚴重,城市地鐵成為解決公共交通問題的重要途徑,在公共交通中占據著越來越重要的地位,發(fā)展極為迅速。然而地鐵作為一種公共產品,具有建設資金額度大、投資回報周期長、經營利潤小等特點,給政府的公共支出帶來了巨大的壓力。政府的單一投資運營模式已不能滿足巨大的公共需求,世界各國都在探索新型的運營模式。其中源起于英國的公私伙伴關系(即"Public Private Partnerships")正在逐步興起并在公共事業(yè)領域迅速推廣,成為各國解決公共服務財政困境的一個重要發(fā)展模式。而我國雖然這種公私伙伴關系起步較晚,但自北京地鐵4號線開創(chuàng)了公私伙伴關系模式先例,很好地促進了公共部門與私營部門的合作關系,不僅實現了融資渠道多元化,減輕了政府的財政壓力,還優(yōu)化了地鐵交通的服務質量和運營效率,公私伙伴關系模式在我國城市地鐵運營中也逐步推廣開來。文章圍繞公私伙伴關系在城市地鐵中的應用,特別以北京地鐵4號線為主要案例,深度分析了我國城市地鐵公私伙伴關系模式的應用現狀、具體運作模式以及在應用過程中存在的問題,并結合國外發(fā)達國家城市地鐵公私伙伴關系模式的發(fā)展經驗,探索我國城市地鐵建設中公私伙伴關系模式的發(fā)展策略,促進公私伙伴關系模式由起步階段向成熟階段邁進。
[Abstract]:With the development of urban economy and the acceleration of urbanization, urban traffic is under more and more pressure, and the problem of congestion is becoming more and more serious. Urban subway has become an important way to solve the problem of public transport. In the public transport plays an increasingly important role, the development is extremely rapid. However, as a kind of public goods, subway has the characteristics of large amount of construction capital, long period of return on investment and small operating profit, which brings great pressure to the public expenditure of the government. The single investment operation mode of the government can not meet the huge public demand, and the countries all over the world are exploring the new operation mode. Among them, the public-private partnership ("Public Private Partnerships"), which originated in Britain, is gradually rising and rapidly popularizing in the field of public utilities, which has become an important development model for countries to solve the financial difficulties of public services. Although this kind of public-private partnership started relatively late in our country, it has created a precedent of public-private partnership model since Beijing Metro Line 4, which has promoted the cooperation between public and private sectors, and has not only realized the diversification of financing channels. It alleviates the financial pressure of the government and optimizes the service quality and operation efficiency of subway transportation. The model of public-private partnership is gradually popularized in the urban subway operation of our country. Based on the application of public-private partnership in urban subway, especially taking Beijing Metro Line 4 as the main case, this paper deeply analyzes the application status of public-private partnership model of urban subway in China. The concrete operation mode and the existing problems in the application process, and combined with the development experience of the developed countries' urban subway public-private partnership model, explore the development strategy of the public-private partnership model in the construction of our country's urban subway. To promote the public-private partnership model from the initial stage to the mature stage.
