集裝箱鐵路運(yùn)輸定價(jià)與海鐵聯(lián)運(yùn)補(bǔ)貼水平研究

【摘要】:隨著海運(yùn)集裝箱的快速發(fā)展,集裝箱港口的集疏運(yùn)體系正在逐步完善,海鐵聯(lián)運(yùn)作為重要的集裝箱運(yùn)輸方式,一直受到各方的重視,但是我國(guó)集裝箱鐵路運(yùn)輸增長(zhǎng)卻相對(duì)緩慢,阻礙了海鐵聯(lián)運(yùn)體系的發(fā)展。由于我國(guó)鐵路運(yùn)輸改革剛剛起步,因此目前運(yùn)價(jià)機(jī)制較僵化,缺少靈活性,價(jià)格管制的慣性制約著經(jīng)營(yíng)者的競(jìng)爭(zhēng),阻礙著市場(chǎng)化經(jīng)營(yíng)的改革。 集裝箱鐵路運(yùn)輸價(jià)格關(guān)系到鐵路運(yùn)輸企業(yè)的收益與貨主的運(yùn)輸成本,是影響貨主運(yùn)輸需求、運(yùn)輸方式選擇的關(guān)鍵因素,也決定著港口的競(jìng)爭(zhēng)能力。集裝箱鐵路運(yùn)價(jià)水平的制定既是鐵路運(yùn)輸經(jīng)濟(jì)學(xué)的重要內(nèi)容,也是海鐵聯(lián)運(yùn)發(fā)展中需要解決的重點(diǎn)決策問(wèn)題,涉及港口與地方政府對(duì)海鐵聯(lián)運(yùn)補(bǔ)貼政策的制定。在此背景下,本文開(kāi)展集裝箱鐵路運(yùn)輸定價(jià)與海鐵聯(lián)運(yùn)價(jià)格補(bǔ)貼水平研究。 首先,通過(guò)總結(jié)我國(guó)集裝箱鐵路運(yùn)輸發(fā)展和運(yùn)價(jià)規(guī)制的現(xiàn)狀,分析目前我國(guó)集裝箱鐵路運(yùn)輸定價(jià)和海鐵聯(lián)運(yùn)補(bǔ)貼政策存在的問(wèn)題,指出確定集裝箱鐵路運(yùn)輸價(jià)格和海鐵聯(lián)運(yùn)補(bǔ)貼水平的重要性;其次,剖析集裝箱鐵路運(yùn)價(jià)的變化和海鐵聯(lián)運(yùn)補(bǔ)貼水平對(duì)貨主運(yùn)輸鏈選擇的影響,以集裝箱鐵路運(yùn)輸經(jīng)營(yíng)者和實(shí)施海鐵聯(lián)運(yùn)補(bǔ)貼的港口收益最大為目標(biāo),構(gòu)建定價(jià)方案與補(bǔ)貼水平?jīng)Q策模型,并基于啟發(fā)式算法設(shè)計(jì)求解方法;第三,選取東北三省及內(nèi)蒙古東部城市的集裝箱貨主為研究對(duì)象,設(shè)計(jì)RP問(wèn)卷調(diào)查,根據(jù)調(diào)查結(jié)果形成的統(tǒng)計(jì)數(shù)據(jù)對(duì)模型參數(shù)進(jìn)行標(biāo)定,收集相關(guān)數(shù)據(jù)作為輸入,進(jìn)行模型求解;最后,對(duì)全文進(jìn)行總結(jié),提出了文章的不足。 研究結(jié)果表明,考慮集裝箱運(yùn)輸需求變化的集裝箱鐵路運(yùn)輸定價(jià)和海鐵聯(lián)運(yùn)補(bǔ)貼是科學(xué)合理的,本文提出的定價(jià)方案與補(bǔ)貼水平?jīng)Q策模型可行有效,本論文可為制定集裝箱鐵路運(yùn)價(jià)和海鐵聯(lián)運(yùn)補(bǔ)貼的決策者提供理論指導(dǎo)。
[Abstract]:With the rapid development of seaborne containers, the container port transportation system is being gradually improved. As an important container transport mode, seaborne railway transport has been attached great importance to by all parties, but the growth of container railway transportation in China is relatively slow. It hinders the development of sea-rail transport system. As the reform of railway transportation in our country has just started, the current tariff mechanism is rather rigid and lacks flexibility. The inertia of price control restricts the competition of operators and hinders the reform of market-oriented management. The transport price of container railway is related to the profit of railway transportation enterprise and the transportation cost of the cargo owner. It is the key factor that affects the transport demand and mode choice of the cargo owner, and also determines the competitiveness of the port. The establishment of container railway tariff level is not only an important content of railway transport economics, but also a key decision problem to be solved in the development of seaborne combined transport, which involves the formulation of subsidy policy between port and local government. In this context, this paper carries out a study of container rail transport pricing and sea-rail transport price subsidy level. First of all, through summing up the current situation of container railway transport development and freight rate regulation in China, this paper analyzes the problems existing in China's container railway transport pricing and sea rail transport subsidy policy. The paper points out the importance of determining the transport price of container railway and the subsidy level of sea rail combined transport. Secondly, it analyzes the change of container railway transport price and the influence of the subsidy level of sea rail transport on the choice of carrier transport chain. Aiming at the maximum profit of container railway operators and the port that implements the subsidy of sea rail transport, the pricing scheme and the decision model of subsidy level are constructed, and the solution method is designed based on heuristic algorithm. Third, The container owners of three provinces in Northeast China and eastern cities of Inner Mongolia were selected as the research objects, and RP questionnaire was designed. The model parameters were calibrated according to the statistical data formed by the survey results, and the relevant data were collected as input to solve the model. Finally, the paper summarizes the full text and puts forward the deficiency of the article. The results show that the container railway transport pricing and the sea rail transport subsidy are scientific and reasonable considering the change of container transport demand. The pricing scheme and subsidy level decision model proposed in this paper are feasible and effective. This paper can provide theoretical guidance for the decision makers of container railway tariff and sea-rail transport subsidy.
