【摘要】：伴隨著近年來鐵路建設(shè)和規(guī)劃的高速發(fā)展,鐵路建設(shè)市場有巨大的資金需求,傳統(tǒng)建設(shè)資金不足的問題日漸顯現(xiàn)。由政府投資的建設(shè)模式,不但政府的財(cái)政壓力加大,而且鐵路企業(yè)的高負(fù)債運(yùn)行,也給企業(yè)發(fā)展造成了負(fù)擔(dān)。隨著2013年政府鐵路機(jī)構(gòu)改革的進(jìn)行,不再保留鐵道部,鐵路成為真正的企業(yè),鐵路繼續(xù)發(fā)展建設(shè)的資金從何而來?適應(yīng)市場經(jīng)濟(jì)的發(fā)展規(guī)律,尋求更為寬廣的渠道成為必然之選。因此,在目前形勢下,已經(jīng)成功應(yīng)用于基礎(chǔ)設(shè)施建設(shè)的BOT模式在鐵路建設(shè)項(xiàng)目上的實(shí)際應(yīng)用研究成為必要。 本文在BOT理論指導(dǎo)下,從鐵路投融資體制現(xiàn)狀和現(xiàn)行鐵路建設(shè)及運(yùn)營特點(diǎn)出發(fā),結(jié)合境內(nèi)外已實(shí)施BOT模式項(xiàng)目案例,總結(jié)了BOT融資模式在我國鐵路建設(shè)項(xiàng)目中應(yīng)用的內(nèi)外部環(huán)境優(yōu)劣因素和需滿足條件,進(jìn)行了SWOT分析,得出了BOT融資模式在我國鐵路建設(shè)項(xiàng)目中的應(yīng)用利大于弊,在此基礎(chǔ)上對影響B(tài)OT模式應(yīng)用成功的因素進(jìn)行了KSF分析,得出了影響其成功的因素重要程度依次為：鐵路項(xiàng)目條件、運(yùn)作機(jī)制條件、政策法規(guī)條件、運(yùn)作程序條件,并對影響條件逐個分析解決對策,滿足BOT模式的應(yīng)用條件,使BOT模式在我國鐵路建設(shè)項(xiàng)目中的應(yīng)用可行。
[Abstract]:With the rapid development of railway construction and planning in recent years, there is a huge demand for funds in railway construction market. The construction mode invested by the government not only increases the financial pressure of the government, but also causes a burden to the development of the railway enterprises. With the reform of the government railway organization in 2013, the Ministry of Railways will no longer be retained, and the railway will become a real enterprise. Where will the funds for railway development and construction come from? Adapts to the market economy development law, seeks the broader channel becomes the inevitable choice. Therefore, under the present situation, it is necessary to study the practical application of the BOT model which has been successfully applied to the infrastructure construction in railway construction projects. Under the guidance of BOT theory, this paper starts from the present situation of railway investment and financing system and the characteristics of railway construction and operation, and combines the case of BOT mode project that has been implemented at home and abroad. This paper summarizes the advantages and disadvantages of the internal and external environment and the conditions to be satisfied in the application of BOT financing mode in railway construction projects in China, analyzes the SWOT, and concludes that the application of BOT financing mode in railway construction projects in China has more advantages than disadvantages. On this basis, the factors influencing the successful application of BOT mode are analyzed by KSF. The important degree of the factors influencing the success of the BOT model is as follows: railway project condition, operation mechanism condition, policy and regulation condition, operation procedure condition, etc. The solutions to the influence conditions are analyzed one by one to satisfy the application conditions of BOT model and make the application of BOT model in railway construction projects in China feasible.
