【摘要】：隨著我國(guó)高速公路的快速發(fā)展,高速公路的養(yǎng)護(hù)管理工作變得日益重要,它關(guān)系到高速公路的總體服務(wù)水平。本文首先對(duì)高速公路養(yǎng)護(hù)管理體制的構(gòu)成、特點(diǎn)及基礎(chǔ)理論進(jìn)行分析,然后詳細(xì)闡述了我國(guó)高速公路養(yǎng)護(hù)管理體制的發(fā)展歷程以及我國(guó)目前的養(yǎng)護(hù)管理現(xiàn)狀,在此基礎(chǔ)上,文章總結(jié)出我國(guó)目前養(yǎng)護(hù)管理中存在的問(wèn)題,如管理體制不順,管理機(jī)構(gòu)權(quán)、責(zé)不明,養(yǎng)護(hù)人員素質(zhì)不高等,難以滿足高速公路快速可持續(xù)發(fā)展的需要。為了能夠解決這些問(wèn)題,借鑒國(guó)外先進(jìn)的管理方法及經(jīng)驗(yàn),對(duì)國(guó)外管理體制進(jìn)行研究,提出養(yǎng)護(hù)管理體制改革的具體措施,我們應(yīng)該組建專業(yè)的高速公路養(yǎng)護(hù)公司、引進(jìn)招投標(biāo)制度、實(shí)施合同化管理等方法;除此之外,還應(yīng)實(shí)施加強(qiáng)監(jiān)管,完善社會(huì)保障體系等配套措施,以推進(jìn)市場(chǎng)化改革,建立適應(yīng)我國(guó)高速公路健康發(fā)展要求及市場(chǎng)經(jīng)濟(jì)發(fā)展規(guī)律的養(yǎng)護(hù)管理機(jī)制。
[Abstract]:With the rapid development of expressway in China, the maintenance and management of expressway becomes more and more important, which is related to the overall service level of expressway. In this paper, the composition, characteristics and basic theory of expressway maintenance and management system are analyzed, and then the development course of expressway maintenance management system and the current situation of maintenance management in our country are described in detail. This paper summarizes the problems existing in the maintenance and management of our country at present, such as the disorderly management system, the right of the management organization, the unclear responsibility, the low quality of the maintainers, and so on, which is difficult to meet the needs of the rapid and sustainable development of the expressway. In order to solve these problems, learn from the advanced management methods and experiences of foreign countries, study the foreign management system and put forward the concrete measures for the reform of the maintenance and management system, we should set up a professional highway maintenance company. In addition to introducing the bidding system and implementing contractual management, we should also implement complementary measures such as strengthening supervision and perfecting the social security system in order to promote market-oriented reform. To establish the maintenance management mechanism to meet the requirements of the healthy development of expressway and the law of market economy development in China.
