【摘要】:隨著臺(tái)灣海峽兩岸大三通時(shí)代的來(lái)臨,高速客滾船以其高速、便捷、舒適、安全、客貨同運(yùn)等特性,受到了人們的青睞。高速客滾船“海峽號(hào)”自2011年11月30日投入使用于福建平潭至臺(tái)灣臺(tái)中航線,目前該航線是海上航程最近、航行時(shí)間最短、速度最快、乘坐環(huán)境最舒適豪華的“大三通”海上直航航線,現(xiàn)已成為海峽兩岸客貨運(yùn)輸中不可或缺的一部分。然而,隨著國(guó)內(nèi)、國(guó)際貿(mào)易的不斷增加,作為東北亞聯(lián)系印度洋和歐洲重要交通要道、中國(guó)南北之間貨物運(yùn)輸黃金水道的臺(tái)灣海峽,通航環(huán)境卻日益復(fù)雜,交通流沖突現(xiàn)象愈加明顯。加上高速客滾船本身所具有的特性及航線特點(diǎn),臺(tái)灣海峽高速客滾航運(yùn)安全存在諸多風(fēng)險(xiǎn)。由于新的航線、新的船型及特殊的地理位置和政治位置,如發(fā)生事故,將造成極大的人命、財(cái)產(chǎn)損失及極壞的政治影響。本文通過(guò)對(duì)臺(tái)灣海峽的通航環(huán)境分析、高速客滾船特性及營(yíng)運(yùn)風(fēng)險(xiǎn)研究、安全管理現(xiàn)狀研究,借鑒類似航線安全管理教訓(xùn)及經(jīng)驗(yàn),提出臺(tái)灣海峽高速客滾航線營(yíng)運(yùn)風(fēng)險(xiǎn),同時(shí),針對(duì)臺(tái)灣海峽高速客滾航運(yùn)實(shí)際情況,從加強(qiáng)立法和相關(guān)制度建設(shè)、規(guī)范公司管理、完善應(yīng)急救援體系、加強(qiáng)基礎(chǔ)設(shè)施建設(shè)及強(qiáng)化主管機(jī)關(guān)安全監(jiān)管等五個(gè)方面提出了臺(tái)灣海峽高速客滾航運(yùn)安全管理的對(duì)策,為更好保障臺(tái)灣海峽高速客滾航運(yùn)安全提供參考。
[Abstract]:With the coming of the era of the big three links between the two sides of the Taiwan Strait, the high speed passenger ro / ro ship is favored by people because of its high speed, convenience, comfort, safety, passenger and cargo transportation and so on. Since November 30, 2011, the Ro-Ro High-Speed passenger ship, the Channel, has been in use on the route from Pingtan, Fujian, to Taichung, Taiwan. At present, the route is the nearest voyage at sea, the shortest sailing time and the fastest speed. Ride the most comfortable and luxurious "three links" direct sea route, has become an indispensable part of passenger and cargo transport across the Taiwan Strait. However, with the continuous increase in domestic and international trade, the Taiwan Strait, which is an important transportation route between the Indian Ocean and Europe in Northeast Asia, the golden waterway for the transport of goods between the North and the South of China, has become increasingly complex in its navigational environment. Traffic conflict is becoming more and more obvious. In addition, there are many risks to the safety of high-speed passenger roll shipping in the Taiwan Strait due to the characteristics and route characteristics of the high speed passenger ro / ro ship itself. As a result of the new route, the new ship type and the special geographical and political position, if the accident occurs, will cause the enormous human life, the property loss and the extremely bad political influence. Based on the analysis of navigation environment in the Taiwan Strait, the study on the characteristics and operational risks of high-speed passenger ro / ro ships, the present situation of safety management, and the lessons and experiences of similar routes safety management, this paper puts forward the operational risks of high-speed passenger rolling routes in the Taiwan Strait. In view of the actual situation of high-speed passenger rolling shipping in the Taiwan Strait, from strengthening the construction of legislation and related systems, standardizing company management, and perfecting the emergency rescue system, This paper puts forward the countermeasures of the safety management of high-speed passenger rolling shipping in the Taiwan Strait from the five aspects of strengthening the infrastructure construction and strengthening the safety supervision of the competent authorities, which provides a reference for better ensuring the safety of the high-speed passenger rolling shipping in the Taiwan Strait.
