【摘要】：改革開放以來,福州市客運(yùn)出租汽車行業(yè)迅速發(fā)展,行業(yè)管理重心已由“穩(wěn)定”轉(zhuǎn)入“規(guī)范”階段,進(jìn)入關(guān)鍵的轉(zhuǎn)型發(fā)展期。監(jiān)管機(jī)制薄弱、運(yùn)營市場(chǎng)散亂、勞動(dòng)關(guān)系緊張、市場(chǎng)供需失衡等系列結(jié)構(gòu)性難題日益凸顯。如何深化改革、提升客運(yùn)出租汽車行業(yè)管理水平成為權(quán)責(zé)部門的當(dāng)務(wù)之急。本文重點(diǎn)闡述、剖析了福州市客運(yùn)出租汽車行業(yè)的發(fā)展歷程、政策背景、動(dòng)態(tài)特征、矛盾成因和改革趨向,進(jìn)而深入探究、論證行業(yè)深化改革、發(fā)展的良策。提出在兼顧公平與效率前提下,充分發(fā)揮公共政策的導(dǎo)向、調(diào)控、分配功能和市場(chǎng)機(jī)制作用,進(jìn)一步引導(dǎo)、推動(dòng)公共管理、服務(wù)創(chuàng)新,通過推進(jìn)立法、維護(hù)權(quán)益、集約經(jīng)營、科學(xué)調(diào)控等系列改進(jìn)、提升行業(yè)運(yùn)營管理服務(wù)能力的基礎(chǔ)政策、措施,力求綜合施策,標(biāo)本兼治,全面促進(jìn)全市出租汽車行業(yè)的健康可持續(xù)發(fā)展。
[Abstract]:Since the reform and opening up, the passenger taxi industry in Fuzhou has developed rapidly, and the management center of the industry has changed from "stable" to "standard" stage, and has entered a critical period of transition and development. A series of structural problems, such as weak regulatory mechanism, scattered operation market, tight labor relations and unbalanced market supply and demand, are becoming increasingly prominent. How to deepen the reform and improve the management level of passenger taxi industry has become the urgent task of the authority and responsibility department. This paper mainly expounds and analyzes the development course, policy background, dynamic characteristics, cause of contradiction and reform trend of the passenger taxi industry in Fuzhou, and then deeply explores and proves the good plan for deepening the reform and development of the industry. Under the premise of giving consideration to fairness and efficiency, it is proposed to give full play to the guidance, regulation, distribution function and market mechanism of public policy, further guide, promote public administration, service innovation, promote legislation, safeguard rights and interests, and intensively manage. The basic policies and measures to improve the ability of operation management and service in the industry should be improved by scientific regulation and regulation, and comprehensive measures should be taken to promote the healthy and sustainable development of the taxi industry in the whole city at the same time.
