【摘要】：城市交通是一個復(fù)雜的綜合體系,城市交通問題隨著城市規(guī)模、城市布局的變化而變化。隨著城市化水平不斷提升,城市交通擁堵問題逐漸成為城市經(jīng)濟(jì)和社會發(fā)展的嚴(yán)重阻礙,交通擁堵是目前公認(rèn)的城市病,它不僅影響城市正常社會秩序,而且還造成城市環(huán)境質(zhì)量的持續(xù)惡化。就能源消耗以及城市道路交通設(shè)施的有效利用而言,交通擁堵無疑導(dǎo)致資源的嚴(yán)重浪費。因此,找準(zhǔn)癥結(jié),對癥緩解城市交通擁堵問題已經(jīng)刻不容緩。 成都市是我國西部經(jīng)濟(jì)的領(lǐng)頭羊、西南地區(qū)的第一城市。隨著成都市城市化水平的不斷提升,成都市中心城區(qū)交通需求量上升,城市交通供給和需求矛盾不斷突出,出現(xiàn)了嚴(yán)重的交通擁堵現(xiàn)象,給成都市社會經(jīng)濟(jì)的發(fā)展帶來了不良影響。成都亟需找準(zhǔn)正確的治理路徑,提高城市交通管理水平,有效解決城市交通擁堵問題,為城市的發(fā)展?fàn)I造良好的基礎(chǔ)設(shè)施和環(huán)境保障。所以,本文主要針對目前成都市的交通擁堵日益嚴(yán)重、道路通行能力效率低下的問題,著力運用城市管理方面的理論知識,研究解決這些問題的方法和思路。 本文主要運用了了文獻(xiàn)法、系統(tǒng)分析法、比較分析法三種研究方法。通過閱讀文獻(xiàn),總結(jié)了國內(nèi)外治理交通擁堵問題的成功經(jīng)驗,立足全局,系統(tǒng)性分析成都市中心城區(qū)交通問題產(chǎn)生的原因及解決對策,通過橫向比較的方法,總結(jié)別的城市治堵經(jīng)驗,取其精華,去其糟粕,最后提出成都要科學(xué)規(guī)劃、大力發(fā)展公共交通、為道路建設(shè)開拓多元化融資渠道、發(fā)展智能交通、保證綠色交通發(fā)展和加強(qiáng)輿論引導(dǎo)等有力手段果斷高效地解決現(xiàn)存的交通擁堵問題。
[Abstract]:Urban traffic is a complex comprehensive system. Urban traffic problems change with the change of urban scale and urban layout. With the development of urbanization, the problem of urban traffic congestion has become a serious obstacle to the development of urban economy and society. Traffic congestion is a recognized urban disease, which not only affects the normal social order of the city. And also cause the continuous deterioration of urban environmental quality. In terms of energy consumption and efficient utilization of urban road traffic facilities, traffic congestion undoubtedly leads to serious waste of resources. Therefore, it is urgent to find the right key to alleviate urban traffic congestion. Chengdu is the leading economic leader in the western part of China and the first city in southwest China. With the development of urbanization in Chengdu, the traffic demand is rising, the contradiction between urban traffic supply and demand is becoming more and more prominent, and there is a serious traffic jam phenomenon. It has brought bad influence to the development of Chengdu's society and economy. Chengdu urgently needs to find the correct management path, improve the level of urban traffic management, effectively solve the problem of urban traffic congestion, and create a good infrastructure and environmental protection for the development of the city. Therefore, aiming at the problem of increasingly serious traffic congestion and low efficiency of traffic capacity in Chengdu at present, this paper focuses on applying the theoretical knowledge of urban management to study the methods and ideas to solve these problems. This paper mainly uses the literature method, the system analysis method, the comparative analysis method three kinds of research methods. By reading the literature, this paper sums up the successful experience of controlling traffic congestion at home and abroad, analyzes systematically the causes and solutions of traffic problems in Chengdu's central urban area based on the overall situation, and compares them horizontally. Summing up the experience of other cities, taking the essence of the treatment and removing the dross, finally proposing that Chengdu should plan scientifically, vigorously develop public transport, open up diversified financing channels for road construction, and develop intelligent transportation. To ensure the development of green traffic and strengthen the guidance of public opinion and other powerful means to resolve the existing traffic congestion decisively and efficiently.
