臨沂市老城區(qū)交通擁堵治理問(wèn)題研究

【摘要】:道路交通與城市整體發(fā)展具有雙向互動(dòng)作用。近年來(lái),隨著經(jīng)濟(jì)的飛速發(fā)展以及高速的城市化進(jìn)程,我國(guó)眾多中型城市人口及城市規(guī)模迅速膨脹,成為新興大型城市,山東省臨沂市就是新興大型城市的重要一員。老城區(qū)作為此類(lèi)城市各種現(xiàn)代城市功能的主要集中地和帶動(dòng)整個(gè)城市發(fā)展的“火車(chē)頭”“未富先堵”,正在遭受日益嚴(yán)重的交通擁堵的困擾。政府管理中應(yīng)采取何種交通政策,有效遏制新興大型城市老城區(qū)交通擁堵惡化的趨勢(shì),支撐城市的可持續(xù)發(fā)展,已經(jīng)成為社會(huì)各界廣泛關(guān)注的公共問(wèn)題。 本文首先概述了本課題的國(guó)內(nèi)外研究狀況和本論文的研究思路。從理論上對(duì)城市交通擁堵的共性原因進(jìn)行了解讀,對(duì)城市老城區(qū)的交通特征和問(wèn)題進(jìn)行了分析,對(duì)目前的主要治理模式進(jìn)歸納、評(píng)析。認(rèn)為新興大城市老城區(qū)具有較為顯著的交通特征和突出的交通問(wèn)題,分層治理模式兼容了其它各類(lèi)模式的優(yōu)點(diǎn),對(duì)不同層次致堵因素的產(chǎn)生、作用機(jī)理和相應(yīng)采取的措施研究上較為深入,彈性和操作性較強(qiáng),與新興大型城市老城區(qū)交通總量大、增速快、基礎(chǔ)薄弱、限制因素多的特點(diǎn)較為吻合,適于用于新興大型城市老城區(qū)擁堵治理問(wèn)題的研究。本文以公共政策、公共經(jīng)濟(jì)學(xué)等為理論基礎(chǔ),運(yùn)用了案例分析、定量分析、調(diào)查研究等研究方法。 其次,以山東省臨沂市老城區(qū)為主要研究對(duì)象,以其交通特性為基礎(chǔ),分析其所面臨的嚴(yán)重交通擁堵形勢(shì)。認(rèn)為居民出行頻率的不斷增大,對(duì)于機(jī)動(dòng)化出行方式的日益青睞,機(jī)動(dòng)車(chē)和駕駛?cè)丝偭康目焖僭鲩L(zhǎng),使得作為臨沂市老城區(qū)道路交通流量不斷膨脹,路段平均車(chē)速不斷下降,出行時(shí)耗不斷增加,各交叉口日趨飽和,擁堵問(wèn)題較為嚴(yán)重,需要從交通外部系統(tǒng)和交通系統(tǒng)本身共同入手。 再次,分別對(duì)臨沂市老城區(qū)交通外部系統(tǒng)和交通系統(tǒng)本身的致堵因素進(jìn)行分析,認(rèn)為存在政策缺位、管理措施跟進(jìn)不到位問(wèn)題,尤其是在交通外部系統(tǒng)各因素中,政府管理缺位、保障政策力度不夠,激勵(lì)政策缺失等問(wèn)題仍大量存在。 最后,提出了臨沂市老城區(qū)交通可持續(xù)發(fā)展的政策目標(biāo),分析、比較并擇優(yōu)選取發(fā)展戰(zhàn)略方案。認(rèn)為其不宜采用蔓延無(wú)節(jié)制的弱中心發(fā)展戰(zhàn)略和高成本、強(qiáng)中心發(fā)展戰(zhàn)略,而應(yīng)該采用低成本、強(qiáng)中心發(fā)展戰(zhàn)略。同時(shí),根據(jù)分層治理模式,在規(guī)范產(chǎn)業(yè)發(fā)展、充分發(fā)揮功能區(qū)劃作用、完善管理機(jī)制和發(fā)展公共交通、規(guī)范靜態(tài)交通、提升現(xiàn)有道路資源利用率等方面提出了具體的建議。 本文的創(chuàng)新點(diǎn)在于將作為新興大型城市重要一員的臨沂市作為研究客體,對(duì)目前主要的治理模式進(jìn)行分析、選擇,將其中較為成熟的分層治理模式運(yùn)用于新興大型城市老城區(qū)交通擁堵治理研究,在區(qū)域主導(dǎo)產(chǎn)業(yè)發(fā)展、城市功能區(qū)劃等交通外部系統(tǒng)層面結(jié)合城市實(shí)際提出了較有操作性的擁堵治理對(duì)策。不足之處在于缺乏對(duì)城市交通容量和未來(lái)需求匹配進(jìn)行定量分析,建立動(dòng)態(tài)的平衡關(guān)系等的研究。
[Abstract]:Road traffic and urban overall development have two-way interaction. In recent years, with the rapid development of economy and the process of high-speed urbanization, the population and urban scale of many medium-sized cities in China are expanding rapidly and becoming a new large city. Linyi city of Shandong province is an important member of the new large cities. The main concentration of modern urban functions and the "train head" that drive the development of the whole city are not getting rich first, and are suffering from increasingly serious traffic congestion. What kind of traffic policy should be adopted in government management to effectively curb the trend of traffic congestion in the old urban areas and support the sustainable development of the cities It has become a public concern of all walks of life.
This paper first outlines the research situation at home and abroad and the research ideas of this paper. From the theoretical analysis of the common causes of urban traffic congestion, the traffic characteristics and problems of the urban old urban areas are analyzed, and the main governance models are summarized and analyzed. The traffic characteristics and the prominent traffic problems are compatible with the advantages of other types of modes, and the research on the formation of blocking factors at different levels, the mechanism of action and the corresponding measures are more deep, flexible and operational, and the traffic volume is large, the growth rate is fast, the foundation is weak, and the limiting factors are many. It is suitable for the research on the problem of congestion control in the old urban old urban areas. This paper uses the public policy and public economics as the theoretical basis, and uses the research methods such as case analysis, quantitative analysis, investigation and research.
Secondly, taking the old urban area of Linyi city of Shandong as the main research object, based on its traffic characteristics, this paper analyzes the serious traffic congestion situation which it faces. It is believed that the increasing travel frequency of residents, the increasing favor of motorized travel mode, the rapid growth of the total motor vehicle and driver's total, makes the road intersection of the old city of Linyi city. The flow rate continues to expand, the average speed of the road is decreasing, the travel time is increasing, the intersection is becoming more and more saturated, and the congestion problem is more serious. It is necessary to start with the traffic system and the traffic system itself.
Thirdly, this paper analyzes the blocking factors of the traffic external system and the traffic system in the old city of Linyi. It is considered that there is a lack of policy and the management measures are not in place, especially in the various factors of the external traffic system, the lack of government management, the lack of protection policy and the lack of incentive policies still exist.
Finally, it puts forward the policy objective of the sustainable development of traffic in the old city of Linyi, analyzes, compares and selects the development strategy. It is considered that it should not adopt the weak central development strategy and the high cost and strong central development strategy, and should adopt low cost and strong central development strategy. At the same time, according to the stratified governance model, it should be regulated. The development of the model industry, fully play the role of functional zoning, improve the management mechanism and the development of public transport, standardize the static traffic, and improve the utilization of the existing road resources and other aspects of specific suggestions.
The innovation point of this article is that Linyi City, which is an important member of the new large cities, is the research object, and the main governance model is analyzed and selected, and the more mature hierarchical governance model is applied to the research of traffic congestion control in the old urban areas of the new large cities, the development of regional leading industries and the urban functional zoning. On the level of the external system, the Countermeasures of congestion control are put forward in combination with the actual city. The deficiency lies in the lack of quantitative analysis of urban traffic capacity and future demand matching and the establishment of dynamic balance relations.
