榮烏高速公路第七合同段項(xiàng)目風(fēng)險(xiǎn)分析與應(yīng)對

【摘要】:山東宏昌路橋集團(tuán)有限公司自1996年成立,具有國家總承包一級資質(zhì),先后參與承建京滬、化臨等24條高速公路建設(shè)項(xiàng)目,年施工能力在12億元。在高速公路工程項(xiàng)目建設(shè)中,宏昌集團(tuán)早就推行工程項(xiàng)目管理,但是由于沒有足夠重視項(xiàng)目管理的科學(xué)化,在管理過程中,存在一些項(xiàng)目的施工延誤、對工程建設(shè)成本增加等問題,導(dǎo)致有些工程項(xiàng)目造成意外的損失和浪費(fèi)。 榮烏高速公路是國家重點(diǎn)骨干網(wǎng)工程之一,2009年4月宏昌集團(tuán)通過投標(biāo)承建了榮烏高速公路第七合同段工程項(xiàng)目建設(shè)。本文在工程項(xiàng)目風(fēng)險(xiǎn)管理理論的基礎(chǔ)上,為了降低工程建設(shè)中的項(xiàng)目風(fēng)險(xiǎn),從七合同工程建設(shè)的風(fēng)險(xiǎn)來源識別和管理現(xiàn)狀出發(fā),結(jié)合高速公路建設(shè)的風(fēng)險(xiǎn)管理項(xiàng)目經(jīng)驗(yàn)為根據(jù),全面研究如果利用項(xiàng)目風(fēng)險(xiǎn)管理手段,分析導(dǎo)致項(xiàng)目風(fēng)險(xiǎn)發(fā)生的各種因素,并根據(jù)不同的影響程度,建立項(xiàng)目的風(fēng)險(xiǎn)分析指標(biāo)體系,針對指標(biāo)分析,建立風(fēng)險(xiǎn)的評估體系,由此制定實(shí)際可行的項(xiàng)目風(fēng)險(xiǎn)應(yīng)對措施。 本文通過對宏昌集團(tuán)承建的榮烏高速公路七合同項(xiàng)目風(fēng)險(xiǎn)管理的研究,結(jié)合實(shí)際,總結(jié)出了識別、評估、應(yīng)對風(fēng)險(xiǎn)的一些新的經(jīng)驗(yàn)和做法,,對項(xiàng)目風(fēng)險(xiǎn)管理理論在實(shí)踐中的應(yīng)用,具有一定的實(shí)踐指導(dǎo)意義。 通過本文的研究,希望高速公路工程項(xiàng)目風(fēng)險(xiǎn)管理的具體方法,能給高速公路建設(shè)企業(yè)在風(fēng)險(xiǎn)管理方面提供一些借鑒,旨在促進(jìn)高速公路工程建設(shè)項(xiàng)目決策、管理科學(xué)化,以提高企業(yè)的經(jīng)濟(jì)效益和利潤水平,提高企業(yè)市場競爭力。
[Abstract]:Shandong Hongchang Road and Bridge Group Co., Ltd. was established in 1996, with the first class qualification of national general contract, successively involved in the construction of Beijing, Shanghai, Hualing and other 24 highway construction projects, with an annual construction capacity of 1.2 billion yuan. In highway engineering project construction, Hongchang Group has been carrying out project management for a long time. However, due to not paying enough attention to the scientific nature of project management, there are some project construction delays in the management process. Some projects cause unexpected loss and waste due to the increase of construction cost. Rongwu Expressway is one of the key national backbone network projects. In April 2009, Hongchang Group undertook the construction of the seventh contract section of Rongwu Expressway by bidding. Based on the theory of project risk management, in order to reduce the project risk in engineering construction, this paper starts from the risk source identification and management status of seven contract projects, and combines the risk management project experience of highway construction as the basis. If the project risk management means are used to analyze the factors that lead to the project risk, and according to the different degree of influence, the risk analysis index system of the project is established, and the risk assessment system is established according to the index analysis. Therefore, the practical and feasible measures to deal with project risk are worked out. Through the research on risk management of the seventh contract project of Rongwu Expressway built by Hongchang Group, this paper sums up some new experiences and practices in identifying, evaluating and dealing with risks. It has some practical significance for the application of project risk management theory in practice. Through the research of this paper, it is hoped that the concrete method of risk management of expressway engineering project can provide some reference for expressway construction enterprises in risk management, in order to promote highway construction project decision-making and scientific management. In order to improve the economic efficiency and profit level of enterprises, improve the competitiveness of enterprises in the market.
