重慶市營(yíng)運(yùn)貨車“零公里”團(tuán)購加油管理機(jī)制研究

【摘要】:國際燃油價(jià)格波動(dòng)異常,造成貨運(yùn)市場(chǎng)成本增加以及不穩(wěn)定因素的出現(xiàn),嚴(yán)重影響我國貨運(yùn)市場(chǎng)的健康穩(wěn)定發(fā)展。為解決貨運(yùn)車輛加油難問題及滿足日益增長(zhǎng)的加油需求,促進(jìn)我國道路貨運(yùn)市場(chǎng)健康穩(wěn)定發(fā)展,依托重慶市道路運(yùn)輸協(xié)會(huì)項(xiàng)目《重慶市貨運(yùn)站場(chǎng)“零公里”內(nèi)部團(tuán)購加油可行性研究》,提出了在貨運(yùn)站場(chǎng)引進(jìn)阻隔防爆橇裝式加油裝置,實(shí)行貨運(yùn)車輛“零公里”團(tuán)購加油模式的管理機(jī)制研究。 首先從營(yíng)運(yùn)車輛“零公里”團(tuán)購加油可行性分析出發(fā),從政策上、技術(shù)上、社會(huì)效益、經(jīng)濟(jì)效益和環(huán)境效益等幾個(gè)方面對(duì)在貨運(yùn)站場(chǎng)實(shí)行營(yíng)運(yùn)貨車“零公里”團(tuán)購加油的可行性進(jìn)行了充分的闡述和分析,分析認(rèn)為該模式可行,且會(huì)帶來巨大的社會(huì)、經(jīng)濟(jì)以及環(huán)境效益;其次提出了營(yíng)運(yùn)貨車“零公里”團(tuán)購加油站點(diǎn)的最小經(jīng)濟(jì)規(guī)模確定方法和對(duì)應(yīng)的貨運(yùn)站場(chǎng)規(guī)模的確定方法,為實(shí)施營(yíng)運(yùn)貨車“零公里”團(tuán)購加油模式奠定了理論及實(shí)踐基礎(chǔ);然后通過對(duì)營(yíng)運(yùn)貨車“零公里”團(tuán)購加油經(jīng)營(yíng)模式、貨運(yùn)站場(chǎng)及供油企業(yè)準(zhǔn)入條件、營(yíng)運(yùn)貨車“零公里”團(tuán)購加油申報(bào)程序、營(yíng)運(yùn)貨車“零公里”團(tuán)購加油相關(guān)方的職責(zé)、營(yíng)運(yùn)貨車“零公里”團(tuán)購加油站相關(guān)管理機(jī)制、營(yíng)運(yùn)貨車“零公里”團(tuán)購加油安全保障體系以及營(yíng)運(yùn)貨車“零公里”團(tuán)購加油站點(diǎn)設(shè)置要求等方面的研究,建立了一套完整的營(yíng)運(yùn)貨車“零公里”團(tuán)購加油的行業(yè)管理機(jī)制;最后以重慶市為例,,對(duì)研究成果進(jìn)行了實(shí)證分析。 通過實(shí)證研究表明,在貨運(yùn)站場(chǎng)實(shí)行貨運(yùn)車輛“零公里”團(tuán)購加油,不僅可以減少貨運(yùn)車輛空駛率,降低物流成本,也可以減少燃油消耗量和廢氣排放量,節(jié)約能源,同時(shí)還可實(shí)現(xiàn)一部分加油車輛分流,有效緩解經(jīng)營(yíng)性貨車加油過程所帶來的交通壓力。
[Abstract]:The abnormal fluctuation of international fuel price caused the increase of the freight market cost and the emergence of unstable factors, which seriously affected the healthy and stable development of the freight market in China. In order to solve the problem of transportation vehicles and meet the growing demand for refueling, promote the healthy and stable development of the road freight market in China, relying on the Chongqing Road Transport Association. The project < zero km 'internal group purchase refueling feasibility study in Chongqing freight station, proposed the introduction of barrier explosion-proof filling device in the freight station and the research on the management mechanism of the "zero kilometers" group purchase refueling mode of the freight vehicle.
Starting from the analysis of the refueling feasibility of the "zero kilometers" group purchase of the operating vehicle, the feasibility of carrying out the "zero kilometers" group buying refueling in the freight station is fully expounded and analyzed from the aspects of policy, technical, social, economic and environmental benefits. There are great social, economic and environmental benefits. Secondly, the method of determining the minimum economic scale of the "zero kilometers" gas station and the corresponding method of determining the size of the freight station are put forward, which lays a theoretical and practical basis for the implementation of the "zero kilometers" refueling mode of "zero kilometers" for operating freight cars, and then through the operation van " "Zero kilometers" group purchase refueling operation mode, freight station and oil supply enterprises access conditions, operating freight car "zero kilometers" group purchase refueling declaration procedure, operating freight car "zero kilometers" group purchase refueling parties' duties, operating freight car "zero kilometers" group purchase gas station related management mechanism, operating freight car "zero kilometers" group purchase refueling safety guarantee The system, as well as the research on the requirements of the "zero kilometers" group buying refueling station, established a complete set of industry management mechanism for the "zero kilometers" group purchase of operating freight cars, and finally took Chongqing as an example to carry out an empirical analysis of the research results.
The empirical study shows that the "zero kilometers" group purchase of freight vehicles in the freight station can not only reduce the empty driving rate of freight vehicles, reduce the cost of logistics, but also reduce fuel consumption and exhaust emissions and save energy. At the same time, a part of the fuel car shunting can be realized, which can effectively alleviate the operation of the operation freight car. The traffic pressure.
