錦州港拖輪船隊(duì)發(fā)展規(guī)劃研究

【摘要】:隨著中國加入WTO以來經(jīng)濟(jì)加速發(fā)展的步伐,作為國民經(jīng)濟(jì)的主要貢獻(xiàn)者,航運(yùn)及其相關(guān)行業(yè)的發(fā)展迎來了嶄新的篇章,隨之而來的是對為航運(yùn)業(yè)服務(wù)的其他行業(yè)(以港口行業(yè)為主)的更加嚴(yán)格的要求。為了實(shí)現(xiàn)這些要求,近年來,我國各地區(qū)港口的競爭也日益激烈,但是盲目的擴(kuò)建港口一是資本不能有效利用,二是因港口建設(shè)有其時(shí)間滯后性的特點(diǎn)而不能滿足船舶大型化的需求,也就不能滿足船舶安全進(jìn)出港口的需求,所以拖輪的重要性就不言而喻。但因缺乏相關(guān)系統(tǒng)性的研究,我國各港口拖輪船隊(duì)存在配置不合理的現(xiàn)象。 本文整理分析大量參考文獻(xiàn),且在錦州港現(xiàn)有狀況、拖輪船隊(duì)的配備情況有一個(gè)總體認(rèn)識(shí)基礎(chǔ)上,基于錦州港的歷年經(jīng)營數(shù)據(jù),首先對錦州港的全港2013年-2017年的吞吐量進(jìn)行預(yù)測分析,而后根據(jù)吞吐量的預(yù)測和往年進(jìn)出港船舶航次、船型等數(shù)據(jù),按船型劃分對2013年-2017年錦州港各類型船舶到港艘次進(jìn)行了預(yù)測。其次,經(jīng)過大量資料收集整理了解到,港口拖輪配置是與港口吞吐量、船舶到港類型和艘次以及拖輪的運(yùn)營財(cái)務(wù)狀況均有關(guān)聯(lián),所以采用動(dòng)態(tài)規(guī)劃的方法,選取指標(biāo)函數(shù)對不同方案下的港口拖輪配置數(shù)量和功率做出了探討。最后,對錦州港未來的發(fā)展趨勢進(jìn)行分析,提出了相應(yīng)的對策和建議。
[Abstract]:With the acceleration of economic development since China's entry into WTO, as a major contributor to the national economy, the development of shipping and its related industries has ushered in a new chapter. This is followed by stricter requirements for other industries that serve the shipping industry (mainly port industries). In order to meet these requirements, in recent years, the competition among ports in various regions of our country has become increasingly fierce, but the blind expansion of ports is that capital cannot be used effectively. Second, because port construction has its characteristics of time lag, it can not meet the needs of large-scale ships, and it can not meet the needs of safe access to and from the port, so the importance of tugs is self-evident. However, due to the lack of systematic research, there is unreasonable configuration of tugboat fleet in each port of our country. In this paper, a large number of references are analyzed, and on the basis of a general understanding of the present situation of Jinzhou Port and the configuration of tugboat fleet, based on the operating data of Jinzhou Port in the past years, First of all, the throughput of the whole territory of Jinzhou Port from 2013 to 2017 is forecasted and analyzed. Then, according to the forecast of throughput and the data of vessel movements and ship types in and out of the port in previous years, The ship arrival times of different types of ships in Jinzhou Port from 2013 to 2017 are forecasted according to ship types. Secondly, after a great deal of data collection, we can understand that the configuration of port tugs is related to the port throughput, the type and number of ships coming to port, and the financial situation of the tugs, so the dynamic programming method is adopted. The number and power of port tugboat configuration under different schemes are discussed by selecting index function. Finally, the future development trend of Jinzhou Port is analyzed, and the corresponding countermeasures and suggestions are put forward.
