高速鐵路對(duì)民航運(yùn)營(yíng)的影響分析與實(shí)證研究

【摘要】:近年來(lái),我國(guó)開(kāi)始實(shí)施大力發(fā)展和建設(shè)高速鐵路的政策。高鐵的建設(shè)在一定程度上緩解了鐵路運(yùn)輸供不應(yīng)求的狀況,對(duì)促進(jìn)沿線城市的經(jīng)濟(jì)發(fā)展也起到了積極的作用。然而從國(guó)內(nèi)外經(jīng)驗(yàn)來(lái)看,高速鐵路的發(fā)展通過(guò)侵占航空運(yùn)輸?shù)目土,也?duì)航空運(yùn)輸業(yè)產(chǎn)生了較大的影響。目前,我國(guó)只是剛剛開(kāi)始開(kāi)展高速鐵路的建設(shè),未來(lái)高速鐵路進(jìn)入大規(guī)模的投入運(yùn)營(yíng)后,我國(guó)的航空運(yùn)輸業(yè)將受到怎樣的影響呢?本文借鑒國(guó)外高鐵發(fā)展的實(shí)例,并結(jié)合對(duì)京滬高鐵的實(shí)證研究,具體分析運(yùn)輸距離,人均收入、出行目的等因素如何影響高速鐵路與民航的客運(yùn)分擔(dān),為我國(guó)高鐵和民航事業(yè)的發(fā)展提供一定的參考。 本文首先分析高鐵和飛機(jī)各自的技術(shù)特征,借鑒日本、法國(guó)等國(guó)內(nèi)外經(jīng)驗(yàn),分析了高鐵對(duì)民航營(yíng)運(yùn)的競(jìng)爭(zhēng)影響因素及兩者的互補(bǔ)性。論述了旅客出行的時(shí)間價(jià)值理論與客流分擔(dān)的實(shí)證模型,,并通過(guò)建立一個(gè)時(shí)間價(jià)值簡(jiǎn)單的模型論證運(yùn)用非集計(jì)模型實(shí)證研究客運(yùn)分擔(dān)的合理性。進(jìn)而從客流分擔(dān)的角度以京滬高鐵為例,具體探討了各個(gè)因素如何影響高速鐵路與民航的客運(yùn)分擔(dān)。最后,利用之前的相關(guān)結(jié)論,分別為我國(guó)鐵路部門和民航部門各自更好的發(fā)展提供了相關(guān)政策與建議。
[Abstract]:In recent years, China began to implement the policy of vigorously developing and building high-speed railway. To some extent, the construction of high-speed railway alleviates the shortage of railway transportation, and plays a positive role in promoting the economic development of cities along the route. However, from the experience at home and abroad, the development of high-speed railway also has a great impact on the air transport industry by encroaching on the passenger flow of air transport. At present, the construction of high-speed railway has just begun in our country. How will the air transport industry of our country be affected when high-speed railway is put into operation on a large scale in the future? Based on the examples of high-speed railway development in foreign countries and the empirical research on high-speed railway in Beijing and Shanghai, this paper analyzes how the transportation distance, per capita income, travel purpose and other factors affect the passenger transport sharing between high-speed railway and civil aviation. For the development of high-speed rail and civil aviation in China to provide a certain reference. This paper first analyzes the technical characteristics of high-speed rail and aircraft, draws lessons from Japan, France and other domestic and foreign experience, analyzes the competitive factors of high-speed rail to civil aviation operation and their complementarities. This paper discusses the theory of passenger travel time value and the empirical model of passenger flow sharing, and demonstrates the rationality of passenger transport sharing by using disaggregate model by establishing a simple model of time value. Then taking Beijing-Shanghai high-speed railway as an example, this paper discusses how each factor affects the passenger transport sharing between high-speed railway and civil aviation from the point of view of passenger flow sharing. Finally, using the previous conclusions, this paper provides the relevant policies and suggestions for the better development of China's railway and civil aviation sectors.
