臺灣海峽高速客滾船直航發(fā)展研究

【摘要】:隨著我國海上運輸?shù)陌l(fā)展,高速客滾船以其高速性、客貨同運、高科技的設(shè)備等優(yōu)勢,逐漸得到了人們的認可并得到了長足發(fā)展,現(xiàn)已成為沿海、海峽客貨運輸中不可缺少的一部分。 2010年7月2日,海協(xié)會與臺灣;鶗胶炇鹆恕秲砂督(jīng)濟合作框架協(xié)議》(簡稱ECFA),該協(xié)議的簽署標志著海峽兩岸之間“三通”時代的正式來臨。為響應(yīng)“三通”政策的發(fā)展,我國在福建平潭建立平潭綜合性實驗區(qū),主要目的在于發(fā)展兩岸之間的貿(mào)易、經(jīng)濟往來。隨著政策的實施、平潭綜合性實驗區(qū)的發(fā)展建設(shè)以及“海峽號”的投入使用,高速客滾船在臺灣海峽體現(xiàn)出了很大的發(fā)展前景。 本文主要針對臺灣海峽高速客滾船的發(fā)展進行了研究,首先,對高速客滾船、高速客滾船運輸及其分布等一些相關(guān)的概念和狀況進行了介紹;其次,對臺灣海峽的直航情況、經(jīng)濟政治訴求等兩岸的基本情況進行了簡要的介紹,并對海峽兩岸之間的客運需求進行了定量預(yù)測;再次,對臺灣海峽的氣候水文特征以及航線現(xiàn)狀進行了簡單的介紹分析;隨后,以“海峽號”高速客滾船為案例,對其產(chǎn)生背景、運營特點及腹地情況進行了介紹,然后對其運營經(jīng)濟性以及航次經(jīng)濟性進行了較為全面地分析;最后,通過本文前幾章的介紹與分析,對臺灣海峽高速客滾船的運營發(fā)展提出了一些建設(shè)性的建議,并最后做出了總結(jié)和展望。 通過本文的發(fā)展研究分析,可以總結(jié)出隨著臺灣海峽間經(jīng)濟、貿(mào)易的發(fā)展,以及黨和國家對發(fā)展海峽經(jīng)濟區(qū)發(fā)展規(guī)劃、政策的建設(shè)、落實,高速客滾船一定可以以其優(yōu)越的性能、客貨同運、高速的特點,在臺灣海峽上綻放異彩。
[Abstract]:With the development of marine transportation in China, high speed passenger ro / ro ship, with its advantages of high speed, passenger and cargo transportation, high-tech equipment, etc., has been recognized by people and has been developed by leaps and bounds, and has now become the coastal area. An indispensable part of the passage of passenger and cargo traffic. On July 2, 2010, ARATS and SEF formally signed the Framework Agreement on Cross-Strait Economic Cooperation (ECFAA). The signing of this agreement marks the official arrival of the era of "three links" between the two sides of the Taiwan Strait. In order to respond to the development of the "three links" policy, China established the Pingtan Comprehensive Experimental Zone in Pingtan, Fujian Province, the main purpose of which is to develop trade and economic exchanges between the two sides of the strait. With the implementation of the policy, the development and construction of Pingtan comprehensive experimental area and the putting into use of the "Strait", the high-speed passenger ro / ro ship has a great development prospect in the Taiwan Strait. This paper mainly focuses on the development of high speed passenger ro / ro ships in the Taiwan Strait. Firstly, it introduces some related concepts and conditions, such as high speed passenger ro / ro ships, high speed passenger ro / ro ship transportation and their distribution. Secondly, it introduces the situation of direct navigation in the Taiwan Strait. The basic situation of the two sides of the strait, such as economic and political demands, is briefly introduced, and the demand for passenger transport between the two sides of the Taiwan Strait is predicted quantitatively. Thirdly, the climatic and hydrological characteristics of the Taiwan Strait and the current situation of the route are briefly introduced and analyzed. Then, taking the "Channel" high-speed passenger ro / ro ship as an example, the background, operation characteristics and hinterland of the ship are introduced, and then its operation economy and voyage economy are analyzed comprehensively. Through the introduction and analysis of the previous chapters, this paper puts forward some constructive suggestions for the operation and development of the high speed passenger ro / ro ship in the Taiwan Strait, and finally makes a summary and prospect. Through the development research and analysis of this paper, we can conclude that with the development of the economy and trade among the Taiwan Straits, as well as the development plan, policy construction and implementation of the Party and the state for the development of the Straits Economic Zone, High-speed passenger ro-ro-ship must be able to its superior performance, passenger and cargo transport, high-speed characteristics, in the Taiwan Strait blooming splendor.
