“一帶一路”下中歐班列鐵路運(yùn)輸公司選擇研究

【摘要】:2013年,習(xí)近平總書記提出共同建設(shè)“絲綢之路經(jīng)濟(jì)帶,推進(jìn)海上絲綢之路建設(shè),形成全方位開放新格局”暨“一帶一路”。由于目前國(guó)內(nèi)中歐班列運(yùn)營(yíng)公司國(guó)際鐵路運(yùn)費(fèi)價(jià)格不統(tǒng)一,定價(jià)隨意性較大,價(jià)格存在一定不合理性,加之在實(shí)際業(yè)務(wù)操作中發(fā)現(xiàn)傳統(tǒng)的通過距離貨源地就近原則選擇中歐班列運(yùn)營(yíng)公司并非運(yùn)輸費(fèi)用最低;诖藛栴},為企業(yè)在選取中歐班列運(yùn)輸時(shí)將運(yùn)輸成本降到最低,本文選取中歐班列運(yùn)營(yíng)公司和運(yùn)輸方案為研究對(duì)象,針對(duì)國(guó)內(nèi)主要省會(huì)城市,進(jìn)行中歐班列運(yùn)營(yíng)公司和運(yùn)輸方案優(yōu)化選擇,選取運(yùn)輸費(fèi)用最低的運(yùn)輸方案。本文研究40英尺標(biāo)準(zhǔn)集裝箱從國(guó)內(nèi)主要省會(huì)城市通過中歐班列聯(lián)運(yùn)的方式運(yùn)輸至德國(guó)法蘭克福費(fèi)用最低的運(yùn)營(yíng)公司和運(yùn)輸路線,并采用相同的方法計(jì)算回程班列運(yùn)費(fèi)最低的運(yùn)營(yíng)公司和運(yùn)輸路線。(1)匯總國(guó)內(nèi)所有可以安排中歐班列運(yùn)輸?shù)倪\(yùn)營(yíng)公司,并收集起運(yùn)火車站到歐洲境內(nèi)火車站的運(yùn)輸費(fèi)用,主要基于哈爾濱、長(zhǎng)春、沈陽(yáng)、鄭州、武漢、合肥、西安、長(zhǎng)沙、蘇州、成都、重慶和義烏12個(gè)火車站點(diǎn);(2)將全國(guó)劃分為八大區(qū),分別為黑吉遼、京津冀、陜甘寧、晉魯豫、蘇皖鄂滬、云貴川渝、浙贛閩、湘桂粵,基于八大區(qū)省會(huì)城市及周邊腹地作為境內(nèi)貨源起運(yùn)地;(3)收集測(cè)算八大區(qū)主要省會(huì)城市到國(guó)內(nèi)12個(gè)鐵路火車站的鐵路和公路和鐵路運(yùn)輸距離及運(yùn)輸費(fèi)用;(4)以法蘭克福為目的地,收集歐洲境內(nèi)中歐班列火車站到法蘭克福當(dāng)?shù)氐墓泛丸F路運(yùn)輸費(fèi)用;(5)采用運(yùn)籌學(xué)“01”規(guī)劃理論,以運(yùn)輸成本最低為目標(biāo)函數(shù),利用Lingo程序,通過優(yōu)化計(jì)算出成本最低的中歐班列運(yùn)營(yíng)公司和運(yùn)輸方案。本文通過研究發(fā)現(xiàn):(1)受政府補(bǔ)貼以及銷售激勵(lì)等因素影響,貨源地就近原則選擇中歐班列運(yùn)營(yíng)公司和運(yùn)輸路線,并不一定費(fèi)用最低,并且有些地區(qū)費(fèi)用差距較大;(2)目前中歐班列運(yùn)輸未納入統(tǒng)一管理,不同運(yùn)輸路線的運(yùn)營(yíng)公司對(duì)鐵路運(yùn)費(fèi)的定價(jià)標(biāo)準(zhǔn)不統(tǒng)一,隨意性較大,中歐班列運(yùn)輸費(fèi)用與運(yùn)輸距離、運(yùn)輸單價(jià)不存在線性關(guān)系。本文研究結(jié)論:通過本文研究發(fā)現(xiàn),如依靠常識(shí)判斷來選擇中歐班列運(yùn)營(yíng)公司,運(yùn)輸路線選擇上采用就近原則,則會(huì)給企業(yè)增加運(yùn)輸成本。京津冀和晉魯豫地區(qū)貨物通過中歐班列運(yùn)至歐洲,應(yīng)通過西新歐運(yùn)輸,此路線費(fèi)用最低,而非就近原則選擇鄭新歐進(jìn)行運(yùn)輸。論文對(duì)中歐回程班列貨物運(yùn)輸也進(jìn)行了研究,同樣發(fā)現(xiàn)回程班列也不能僅僅采用就近原則選擇運(yùn)營(yíng)公司和運(yùn)輸路線,而應(yīng)該通過本論文的優(yōu)化模型做最優(yōu)選擇。
[Abstract]:In 2013, General Secretary Belt and Road proposed to jointly build the "Silk Road Economic Belt, promote the construction of the Maritime Silk Road, and form a new pattern of all-round opening" and "Belt and Road."At present, due to the fact that the international railway freight prices of the domestic China-Europe Banguang operating companies are not uniform, and the pricing is arbitrary, the prices are irrationality.In addition, in the practical operation, it is found that the traditional principle of proximity by distance from the source of goods is not the lowest transportation cost.Based on this problem, in order to reduce the transportation cost to the lowest when the enterprises select the China-Europe train transportation, this paper selects the China-Europe Banguo operation company and the transportation plan as the research object, aiming at the main capital cities in China.Carry on the operation company and the transportation plan optimization choice, select the transport plan with the lowest transportation cost.This paper studies the transport of 40-foot standard containers from major domestic capital cities to the lowest cost operators and routes in Frankfurt, Germany, by means of intermodal transport between China and Europe.And using the same method to calculate the operation company with the lowest return train freight and the transportation route.) to summarize all the domestic operators that can arrange the China-EU train transportation, and collect the transportation cost of the train station to the railway station in Europe.It is mainly based on 12 railway stations in Harbin, Changchun, Shenyang, Zhengzhou, Wuhan, Hefei, Xi'an, Changsha, Suzhou, Chengdu, Chongqing and Yiwu.Jiangsu, Anhui, Hubei and Shanghai, Yungui, Sichuan and Chongqing, Zhejiang, Jiangxi, Fujian, Hunan, Guangxi, Guangdong,Based on the provincial capitals of the eight major regions and the surrounding hinterland as the source of domestic cargo, the collection and calculation of the railway and road and rail transport distances and transport costs between the major provincial capitals of the eight regions and the 12 railway stations in the country, and their transport costs, are based on Frankfurt as the destination.Collect the road and rail transportation costs from Bandley railway station in Europe to Frankfurt, and adopt the operational research "01" planning theory, take the lowest transport cost as the objective function, and use the Lingo program.By optimizing the calculation of the lowest cost of Ceifang operating company and transport program.In this paper, it is found that under the influence of government subsidies and sales incentives, it is not necessarily the lowest cost to choose the operation company and the transportation route of Ceibs, according to the principle of source location.Moreover, in some regions, the cost gap is quite large. At present, China-Europe scheduled transportation has not been brought into the unified management, and the pricing standards of railway freight charges are not uniform among the operators of different transport routes, and there is a large degree of arbitrariness.Transportation unit price does not have linear relationship.The conclusion of this paper is that if we rely on common sense judgment to choose the operation company of Ceibs and adopt the principle of proximity in the choice of transportation route it will increase the cost of transportation to the enterprise.The goods from Beijing, Tianjin, Hebei and Shanxi, Shandong and Henan should be transported to Europe through Central Europe and New Europe. The cost of this route is the lowest, rather than that of Zheng Xinou on the principle of proximity.In this paper, we also study the freight transportation of the return trip in China and Europe. It is also found that the return train can not only choose the operation company and the transportation route by using the nearest principle, but also make the optimal choice through the optimization model of this paper.
