北京鐵路局行車公寓發(fā)展戰(zhàn)略研究

【摘要】:北京鐵路局行車公寓為北京鐵路局下屬單位,主要是從事為全國(guó)各地進(jìn)京列車乘務(wù)人員提供食、宿、洗、行等接待服務(wù)的企業(yè),該企業(yè)在接待鐵路內(nèi)部乘務(wù)人員的同時(shí),對(duì)外也從事經(jīng)營(yíng)工作,用以彌補(bǔ)上級(jí)投入改造資金的不足和不斷提高員工的收入水平。隨著鐵路體制改革進(jìn)程的加快,鐵路局市場(chǎng)主體地位正在逐步確立,未來(lái)參與市場(chǎng)競(jìng)成趨勢(shì)已經(jīng)無(wú)法避免。但鐵路行車公寓由于一直處于計(jì)劃經(jīng)濟(jì)體制內(nèi),因?yàn)槭呛笄诜⻊?wù)單位,所以并不受上級(jí)重視,多年來(lái)未進(jìn)行設(shè)備實(shí)施的改造力度非常小,致使行車公寓設(shè)備實(shí)施比較老化。由于北京鐵路局行車公寓管轄范圍涵蓋華北地區(qū)兩省兩直轄市共8個(gè)城市共計(jì)16所大中型公寓,規(guī)模較大,指望上級(jí)在短時(shí)間內(nèi)對(duì)設(shè)備實(shí)施進(jìn)行投入大筆資金進(jìn)行改造和升級(jí)基本不太現(xiàn)實(shí),且北京鐵路局行車公寓的總體運(yùn)營(yíng)費(fèi)用受上級(jí)控制因素較大,雖然行車公寓的接待主體為鐵路內(nèi)部的運(yùn)輸乘務(wù)人員,但乘務(wù)人員入住行車公寓并不支付費(fèi)用,行車公寓的所以運(yùn)營(yíng)費(fèi)用由各鐵路局之間進(jìn)行清算,行車公寓并沒有資金結(jié)算的決定權(quán),可自行決定使用的可支配資金較少。這樣就造成了行車公寓長(zhǎng)期徘徊在設(shè)備實(shí)施欠賬狀態(tài),致使行車公寓與市場(chǎng)上的同類賓館酒店行業(yè)的競(jìng)爭(zhēng)存在較大差距,對(duì)外經(jīng)營(yíng)收入份額占有率較小,這也就決定了行車公寓自身可用于設(shè)備實(shí)施改造和不斷提高員工收入水平的資金較少,不利于企業(yè)的可持續(xù)發(fā)展,而且北京鐵路局行車公寓從2004年至今已經(jīng)經(jīng)歷了六次體制調(diào)整和改革,在運(yùn)輸主業(yè)和多元公司企業(yè)往復(fù)進(jìn)行調(diào)整,從以往的經(jīng)驗(yàn)看,歷次改革并不給行車公寓過多的適應(yīng)時(shí)間,致使行車公寓長(zhǎng)期處于被動(dòng)狀態(tài),因此,為了確保北京鐵路局行車公寓能在未來(lái)鐵路市場(chǎng)化改革中,能夠快速適應(yīng)市場(chǎng)化運(yùn)作,在激烈的市場(chǎng)競(jìng)爭(zhēng)中占有一席之地,并逐步發(fā)展壯大,形成自己獨(dú)特的經(jīng)營(yíng)特色,現(xiàn)階段很有必要對(duì)鐵路行車公寓發(fā)展戰(zhàn)略管理進(jìn)行系統(tǒng)研究。 本論文首先是對(duì)引用的發(fā)展戰(zhàn)略理論進(jìn)行了簡(jiǎn)要的概述,并對(duì)同鐵路行車公寓類似的賓館酒店行業(yè)特征及變化發(fā)展趨勢(shì)進(jìn)行研究,為決定北京鐵路局行車公寓的未來(lái)發(fā)展戰(zhàn)略進(jìn)行有效的參考。 其次主要是運(yùn)用波特五力模型對(duì)北京鐵路局行車公寓的外部環(huán)境和內(nèi)部條件進(jìn)行了細(xì)致的分析,其中包括一般環(huán)境和競(jìng)爭(zhēng)環(huán)境,最后運(yùn)用SWOT分析方法提供了四種可供選擇的戰(zhàn)略,即SO戰(zhàn)略、ST戰(zhàn)略、WO戰(zhàn)略、WT戰(zhàn)略。 最后是在對(duì)北京鐵路局行車公寓外部環(huán)境和內(nèi)部條件分析的基礎(chǔ)上,提出了適合北京鐵路局行車公寓的發(fā)展戰(zhàn)略,并制定了發(fā)展戰(zhàn)略的實(shí)施的階段安排,同時(shí)提出了實(shí)施發(fā)展戰(zhàn)略的相應(yīng)保障措施。
[Abstract]:The Beijing Railway Administration's driving apartment is a subordinate unit of the Beijing Railway Bureau. It is mainly engaged in providing food, lodging, washing, and transportation services to train crew members from all over the country. The enterprise receives crew members inside the railway at the same time,It is also engaged in management to make up for the shortage of investment and raise the income level of employees.With the speeding up of the reform of railway system, the market main body position of railway bureau is gradually established, and it is inevitable to participate in the market competition in the future.However, the railway driving apartment has been in the planned economy system, because it is a logistic service unit, so it is not attached importance to by the superior, so the reform of the equipment has not been carried out for many years, which leads to the aging of the equipment in the driving apartment.As the Beijing Railway Administration's driving apartment covers 16 large and medium-sized apartments in 8 cities in two provinces and two municipalities in North China, the scale is relatively large.It is not realistic to expect superiors to invest a large amount of money in the implementation of equipment renovation and upgrading in a short period of time, and the overall operating expenses of the Beijing Railway Administration's driving apartments are controlled by the higher authorities.Although the main reception of the driving apartment is the transport crew within the railway, but the occupant does not pay the fee, so the operating expenses of the driving apartment are settled between the railway bureaus.Car apartments do not have the right to fund settlement, the discretion to use less disposable funds.As a result of this, the driving apartment has been hovering over a long period of time in the state of equipment implementation in arrears, resulting in a large gap between the driving apartment and the similar hotels and hotels in the market, and a relatively small share of foreign operating income.This also determines that the driving apartment itself can be used for equipment renovation and continuous improvement of staff income level of less capital, which is not conducive to sustainable development of enterprises,Moreover, since 2004, the Beijing Railway Administration has undergone six institutional adjustments and reforms in the main transportation industry and multi-company enterprises. From past experience, the previous reforms did not give the driving apartments too much time to adapt.Therefore, in order to ensure that Beijing Railway Administration can quickly adapt to the market operation in the future reform of the railway market, and occupy a place in the fierce market competition, the driving apartment has been in a passive state for a long time.It is necessary to make a systematic study on the development strategy management of railway driving apartment at this stage.First of all, this paper briefly summarizes the theory of development strategy, and studies the characteristics and changing trend of hotel and hotel industry similar to railway driving apartment.It is an effective reference for determining the future development strategy of Beijing Railway Administration's driving apartment.Secondly, the paper makes a detailed analysis of the external environment and internal conditions of the Beijing Railway Administration's driving apartment, including the general environment and the competitive environment, using Porter's five-force model.Finally, SWOT analysis method is used to provide four alternative strategies, namely so strategy, St strategy, WO strategy and WT strategy.Finally, on the basis of the analysis of the external environment and internal conditions of the Beijing Railway Administration's driving apartment, the paper puts forward the development strategy suitable for the Beijing Railway Administration's driving apartment, and formulates the stage arrangement for the implementation of the development strategy.At the same time, it puts forward the corresponding safeguard measures to implement the development strategy.
