【摘要】：公路建設(shè)既是推進(jìn)社會(huì)主義新農(nóng)村建設(shè)的重要內(nèi)容,增加農(nóng)民收入的有效途徑,也是提升區(qū)域交通樞紐地位、擴(kuò)大國(guó)內(nèi)需求、拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的重要措施。岳池縣地處四川盆地東部,北鄰南充,南接重慶,位于川東北交通要道,具有鄰近“兩江新區(qū)”的區(qū)位優(yōu)勢(shì)。在區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展、城鄉(xiāng)一體化加速推進(jìn)的宏觀背景下深入岳池縣公路建設(shè)與農(nóng)村區(qū)域經(jīng)濟(jì)發(fā)展的相關(guān)問(wèn)題,既可以為岳池縣的公路建設(shè)提供參考依據(jù),也可以為岳池縣農(nóng)村區(qū)域經(jīng)濟(jì)的發(fā)展提供對(duì)策,因此,具有突出的現(xiàn)實(shí)意義。 本文借助岳池縣統(tǒng)計(jì)數(shù)據(jù),揭示了岳池縣通暢公路里程與農(nóng)村區(qū)域經(jīng)濟(jì)之間的同向增長(zhǎng)趨勢(shì)及內(nèi)在的耦合關(guān)系；借助文獻(xiàn)查閱法和調(diào)查分析法,闡述岳池縣公路建設(shè)“總量不足、質(zhì)量偏低、成本過(guò)高、區(qū)域分布不合理”的基本現(xiàn)狀和農(nóng)村區(qū)域經(jīng)濟(jì)發(fā)展的現(xiàn)實(shí)困境,并揭示公路建設(shè)與農(nóng)村區(qū)域經(jīng)濟(jì)發(fā)展之間的內(nèi)在作用機(jī)理與作用機(jī)制。針對(duì)岳池縣的現(xiàn)實(shí)困境,給出了優(yōu)化公路建設(shè)的資本結(jié)構(gòu)、健全公路管護(hù)體制、發(fā)展科技交通、整頓公路秩序、健全運(yùn)量、運(yùn)距與運(yùn)力的動(dòng)態(tài)匹配機(jī)制等對(duì)策建議,從而為實(shí)現(xiàn)公路建設(shè)與農(nóng)村區(qū)域經(jīng)濟(jì)的滾動(dòng)發(fā)展提供了可行路徑。
[Abstract]:Highway construction is not only an important content of promoting the construction of new socialist countryside and an effective way to increase farmers' income, but also an important measure to enhance the status of regional transportation hub, expand domestic demand and stimulate economic growth.Yuechi County is located in the east of Sichuan Basin, south of Nanchong, south of Chongqing, located in the northeast of Sichuan, which is close to "Liangjiang New area".Under the macro background of coordinated development of regional economy and accelerated development of urban and rural integration, the related problems between highway construction and rural regional economic development in Yuechi County can be provided as a reference basis for the highway construction in Yuechi County.It can also provide countermeasures for the development of rural regional economy in Yuechi County.With the help of the statistical data of Yuechi County, this paper reveals the codirectional growth trend and the inherent coupling relationship between the smooth highway mileage of Yuechi County and the rural regional economy, and the method of literature reference and investigation and analysis.This paper expounds the basic present situation of the highway construction in Yuechi County, such as insufficient total quantity, low quality, high cost and unreasonable regional distribution, and the realistic predicament of rural regional economic development.It also reveals the internal mechanism and mechanism between highway construction and rural regional economic development.In view of the difficult situation of Yuechi County, the paper puts forward some countermeasures and suggestions, such as optimizing the capital structure of highway construction, perfecting highway management and maintenance system, developing scientific and technological traffic, rectifying highway order, perfecting the mechanism of dynamic matching of transportation volume, distance and capacity, etc.Thus, it provides a feasible way to realize highway construction and the rolling development of rural regional economy.
