基于經(jīng)濟發(fā)展的農(nóng)村公路區(qū)域均等化評價

【摘要】:農(nóng)村公路是農(nóng)村生產(chǎn)生活、農(nóng)村經(jīng)濟社會發(fā)展的支柱。我國農(nóng)村公路近幾年雖然得到了較快的發(fā)展,但各省間的不均等狀況越發(fā)明顯。目前國家各級政府都逐漸從農(nóng)村公路增“量”建設(shè)向增“質(zhì)”建設(shè)轉(zhuǎn)變,充分考慮廣大民眾的意愿,注重民生和公平正義,實現(xiàn)區(qū)域均等化發(fā)展已成為農(nóng)村公路投資建設(shè)的根本目標。首先,本文對福利經(jīng)濟學(xué)與公共產(chǎn)品相關(guān)理論進行闡述,從農(nóng)村公路概念、特點、屬性等基本內(nèi)容出發(fā),對基于經(jīng)濟發(fā)展的農(nóng)村公路均等化進行界定,即以縮小貧富差距為目的,實現(xiàn)與經(jīng)濟狀況相匹配的農(nóng)村公路建設(shè),最終使全體農(nóng)村居民享有大致均等的農(nóng)村公路使用狀況;其次為了有效衡量區(qū)域農(nóng)村公路發(fā)展均等化狀況,論文提出了一種選取多因素指標的多屬性決策方法對區(qū)域農(nóng)村公路發(fā)展均衡狀況進行評價,論文所選取的評價指標既包括了農(nóng)村公路網(wǎng)的基本建設(shè)現(xiàn)狀指標,也包括農(nóng)村公路網(wǎng)運行與經(jīng)濟發(fā)展指標,并采用基于gλ模糊測度與Choquet模糊積分的多屬性決策方法作為定量評價手段;然后再利用耦合協(xié)調(diào)度模型來判定當(dāng)前農(nóng)村公路與農(nóng)村經(jīng)濟適應(yīng)性,來衡量均等化狀況;最后利用全國各省的相關(guān)農(nóng)村統(tǒng)計數(shù)據(jù)進行了實例驗證,并分析了影響農(nóng)村公路均等化的主要因素。結(jié)果表明:本文所提出的指標體系及方法能夠較好的評價農(nóng)村公路均等化發(fā)展的情況,可為農(nóng)村路網(wǎng)發(fā)展戰(zhàn)略規(guī)劃與相關(guān)資金分配計劃提供科學(xué)的參考依據(jù)。
[Abstract]:Rural road is the pillar of rural production and life, rural economic and social development.Although rural roads in China have developed rapidly in recent years, the inequality among provinces is becoming more and more obvious.At present, governments at all levels of the country are gradually changing from increasing "quantity" construction of rural roads to "increasing quality" construction, fully considering the wishes of the broad masses of the people, and paying attention to people's livelihood and fairness and justice.Realizing the development of regional equalization has become the fundamental goal of rural highway investment.First of all, this paper expounds the related theories of welfare economics and public goods, and defines the equalization of rural roads based on economic development from the basic contents of the concept, characteristics and attributes of rural roads.That is to narrow the gap between the rich and the poor, realize the rural road construction matching with the economic situation, and ultimately make all rural residents enjoy roughly equal rural road use; secondly, in order to effectively measure the equalization of regional rural road development,This paper puts forward a multi-attribute decision-making method to evaluate the equilibrium of regional rural highway development. The evaluation index includes the current situation of rural highway network capital construction.It also includes the index of rural highway network operation and economic development, and adopts the multi-attribute decision-making method based on g 位 fuzzy measure and Choquet fuzzy integral as the quantitative evaluation method.Then the coupling coordination degree model is used to judge the adaptability of rural road and rural economy to measure the equalization situation.The main factors affecting the equalization of rural roads are analyzed.The results show that the index system and method proposed in this paper can better evaluate the development of rural road equalization, and can provide a scientific reference for the strategic planning of rural road network development and the related funds allocation plan.
