公共治理視角下城市交通擁堵的治理研究

【摘要】:城市交通是整個城市發(fā)展的紐帶,與人們的生活息息相關(guān)。隨著我國城市化和現(xiàn)代化的快速發(fā)展,城市交通擁堵問題也越來越嚴(yán)重,已經(jīng)成為制約我國城市社會和經(jīng)濟持續(xù)發(fā)展的一個重大問題。 一方面,隨著社會經(jīng)濟的發(fā)展和人們收入水平的不斷提高,私人汽車擁有量急劇增加。此外,汽車產(chǎn)業(yè)作為我國國民經(jīng)濟的三大支柱產(chǎn)業(yè)之一,對我國經(jīng)濟的發(fā)展有著舉足輕重的作用,各級政府一直致力于發(fā)展汽車產(chǎn)業(yè),這也推動了私人交通的發(fā)展,加劇了城市交通擁堵。另一方面,公共交通已經(jīng)被公認(rèn)為是解決城市交通擁堵的重要途徑。雖然我國早就確立了優(yōu)先發(fā)展公共交通的策略,,并提出了“公交優(yōu)先”的戰(zhàn)略;但事實上,與國外大城市相比,我國城市公共交通的發(fā)展相差甚遠(yuǎn),遠(yuǎn)遠(yuǎn)無法滿足市民的出行要求,也遠(yuǎn)遠(yuǎn)落后于私人汽車的快速增長。本文中,在分析了城市道路資源作為稀缺的公共資源的基礎(chǔ)上,筆者認(rèn)為私人交通的快速發(fā)展必將擠占本屬于公共交通的道路資源,私人交通和公共交通處于競爭對立的關(guān)系。 那么,地方政府如何在有限的道路資源基礎(chǔ)上協(xié)調(diào)好私人交通和公共交通的這種競爭對立的關(guān)系。傳統(tǒng)的政府治理一直致力于從被動的客體出發(fā)來尋求治理措施,從而使城市交通擁堵治理陷入“治理—緩解—爆發(fā)—再治理”惡性循環(huán)的怪圈,沒有找到治理城市交通擁堵的根本之路。筆者認(rèn)為,傳統(tǒng)治理中“政府失靈”的原因有很多,最根本的在于沒有真正認(rèn)識到道路資源作為公共資源的特性而采取對應(yīng)的措施。本文引用“公地悲劇”來解釋當(dāng)前的城市交通擁堵問題,從公共治理的角度提出政府協(xié)調(diào)好城市交通中相關(guān)主體的利益,并將他們納入到城市交通擁堵的治理中來,從而形成一個統(tǒng)一協(xié)調(diào)的城市交通擁堵多中心治理主體的模式。
[Abstract]:Urban transportation is the link of the whole city development, and is closely related to people's life.With the rapid development of urbanization and modernization in China, the problem of urban traffic congestion is becoming more and more serious, which has become a major problem restricting the sustainable development of urban society and economy in China.On the one hand, with the development of social economy and the rising of people's income level, the number of private cars has increased sharply.In addition, as one of the three pillar industries in our national economy, the automobile industry plays an important role in the development of our economy. Governments at all levels have been devoting themselves to developing the automobile industry, which has also promoted the development of private transportation.Increased urban traffic congestion.On the other hand, public transport has been recognized as an important way to solve urban traffic congestion.Although our country has long established the strategy of giving priority to the development of public transport and has put forward the strategy of "public transport priority", in fact, compared with the big cities abroad, the development of urban public transport in our country is far from that of other big cities.Far from meeting the travel requirements of citizens, and lagging far behind the rapid growth of private cars.In this paper, based on the analysis of urban road resources as a scarce public resource, the author thinks that the rapid development of private traffic will certainly crowd out the road resources that belong to public transport, and the private traffic and public transport are in a competitive and antagonistic relationship.So, how to coordinate the competitive relationship between private traffic and public transport on the basis of limited road resources.The traditional government governance has been committed to seeking governance measures from the passive object, which makes the urban traffic congestion management fall into the vicious circle of "governance-mitigation-eruption-re-governance", so as to make the urban traffic congestion management fall into the vicious circle of "governance-mitigation-eruption-re-governance".There is no fundamental way to manage urban traffic jams.The author believes that there are many reasons for "government failure" in traditional governance, and the most fundamental reason lies in the failure to truly recognize the characteristics of road resources as public resources and take corresponding measures.In this paper, "tragedy of the Commons" is cited to explain the current urban traffic congestion problem, and from the perspective of public governance, the government coordinates the interests of relevant subjects in urban traffic and brings them into the governance of urban traffic congestion.Thus forming a unified and coordinated model of multi-center governance of urban traffic congestion.
