政府管制對北京市網(wǎng)約車市場均衡的影響研究

【摘要】:隨著"互聯(lián)網(wǎng)+"的不斷發(fā)展,在傳統(tǒng)出租車市場出現(xiàn)了網(wǎng)約車這一新的出租汽車運營模式。網(wǎng)約車因其技術(shù)手段的革新,在相對封閉的傳統(tǒng)出租車市場引入新的競爭,讓消費者得到實惠,具有正向社會效益;而另一方面,快速增長的網(wǎng)約車影響了傳統(tǒng)出租車司機的收入,在本已擁堵的城市道路上增加了機動車行駛量。是否需要對網(wǎng)約車的數(shù)量進(jìn)行限制?傳統(tǒng)出租車的準(zhǔn)入、價格和數(shù)量管制對網(wǎng)約車已形同虛設(shè),政府對網(wǎng)約車的監(jiān)管需要創(chuàng)新,盡量做到不干預(yù)市場機制以提高出租車行業(yè)效率,同時解決市場失靈引發(fā)的問題。從目前各地方政府公布的網(wǎng)約車監(jiān)管細(xì)則來看,在如何處理好政府和市場關(guān)系這一核心問題上仍然存在模糊認(rèn)識。首先,沒有真正理解和落實如何"發(fā)揮市場配置資源的決定性作用"。在網(wǎng)約車服務(wù)中,市場能"管"的先讓市場"管",政府盡量不干預(yù)、不介入。其次,對于如何"更好地發(fā)揮政府作用"認(rèn)識不足。在網(wǎng)約車市場中,由于存在安全性、服務(wù)質(zhì)量無法保障等問題,政府有著監(jiān)管的責(zé)任;但對于車內(nèi)設(shè)施配置、車輛性能指標(biāo)、車長軸距等問題,政府應(yīng)交由市場解決,并為市場機制發(fā)揮作用創(chuàng)造良好的環(huán)境。本文立足于分析政府管制對北京市網(wǎng)約車市場均衡的影響。首先,文章討論了網(wǎng)約車服務(wù)中政府與市場的關(guān)系與邊界問題,從整體上對如何處理網(wǎng)約車政府和市場關(guān)系進(jìn)行分析;其次,具體介紹了北京市網(wǎng)約車市場發(fā)展與政府管制的現(xiàn)狀,并對目前政府對北京市網(wǎng)約車市場的管制政策進(jìn)行梳理,初步分析了政府管制對北京市網(wǎng)約車市場產(chǎn)生的影響;再次,利用模型對政府管制下的北京市網(wǎng)約車市場均衡情況進(jìn)行研究,得到現(xiàn)有政府管制政策對北京市網(wǎng)約車市場均衡的影響結(jié)果:北京市網(wǎng)約車供給量在現(xiàn)有政策條件下沒有達(dá)到市場最優(yōu)均衡數(shù)量。最后,基于以上分析,對政府應(yīng)如何管制網(wǎng)約車提出以下政策建議:第一,對網(wǎng)約車市場實施分類管理,對數(shù)量的限制應(yīng)有依據(jù);第二,支持網(wǎng)約車平臺實施動態(tài)調(diào)價;第三,利用網(wǎng)約車平臺的信息優(yōu)勢加強監(jiān)管。
[Abstract]:With the continuous development of the Internet, a new taxi taxi operation mode has emerged in the traditional taxi market.Because of the innovation of its technical means, the new competition is introduced in the relatively closed traditional taxi market, so that consumers can get benefits and have positive social benefits; on the other hand,The rapid growth of ride-hailing has affected the income of traditional taxi drivers and increased vehicle traffic on already congested urban roads.Is there a need to limit the number of ride-hailing?The traditional taxi access, price and quantity control have been virtually empty. The government should innovate the regulation of the net taxi, try not to interfere with the market mechanism to improve the efficiency of taxi industry, and solve the problem caused by the market failure at the same time.Judging from the detailed regulations of local governments on how to deal with the relationship between the government and the market, there is still a vague understanding on how to deal with the relationship between the government and the market.First of all, there is no real understanding and implementation of how to "give play to the decisive role of market allocation of resources."In the ride-hailing service, the market can "manage" the market first, the government as far as possible do not intervene, do not intervene.Second, the lack of understanding of how to "better play the role of government".In the car market, the government has the responsibility of supervision because of the problems of safety, service quality and so on. However, the government should give the market a solution to the problems such as the allocation of facilities inside the vehicle, the performance index of the vehicle, the long wheelbase of the vehicle, and so on.And for the market mechanism to play a role in creating a good environment.This paper is based on the analysis of the influence of government regulation on the equilibrium of Beijing ride-hailing market.Firstly, the paper discusses the relationship and boundary between government and market in the network ride-hailing service, and analyzes how to deal with the relationship between the government and the market.This paper introduces the current situation of the development and the government regulation of the Beijing net-ride-hailing market, combs the current government's regulation policy on the net-ride-hailing market in Beijing, and preliminarily analyzes the influence of the government regulation on the Beijing net-ride-hailing market; thirdly,The model is used to study the equilibrium situation of Beijing ride-hailing market under the control of the government.The effect of the current government regulation policy on the market equilibrium of Beijing net-ride-hailing market is obtained: under the existing policy conditions, the supply quantity of Beijing net-ride-hailing supply does not reach the optimal equilibrium quantity of the market.Finally, based on the above analysis, the following policy recommendations are put forward to the government on how to regulate the net car rental: first, to implement the classification management of the net car rental market, and to restrict the quantity of the net car market; second, to support the implementation of dynamic price adjustment of the network ride-hailing platform; third, to implement the dynamic price adjustment.Make use of the information advantage of the network car-sharing platform to strengthen the supervision.
