【摘要】：公共交通管理是公共管理的重要內(nèi)容,公路城市化監(jiān)管是公共交通管理的重要方面。公路城市化監(jiān)管直接體現(xiàn)現(xiàn)代政府效能高低,同時(shí)也是民生服務(wù)的要求。研究公路城市化監(jiān)管對提高政府部門加強(qiáng)公路管理具有重要意義。 公路城市化監(jiān)管作為新型課題提出,主要研究公路城市化過程中的監(jiān)管法律、標(biāo)準(zhǔn)、模式、主體、保障等方面的系列問題。從監(jiān)管主體的改革演變、監(jiān)管對象的差別化情況比較、到政府職能的監(jiān)管內(nèi)容以及應(yīng)對問題的策略性研究為全文基本結(jié)構(gòu)。與公路監(jiān)管系列問題對接,以公路監(jiān)管內(nèi)容研究為線索,圍繞公路管理架構(gòu)模式、質(zhì)量監(jiān)管模式、檢測管理模式以及造價(jià)監(jiān)管四大板塊為主要研究內(nèi)容,運(yùn)用對比分析、實(shí)例研究、歸納匯總、多項(xiàng)比較、數(shù)據(jù)舉證等研究方法進(jìn)行系統(tǒng)論證。 作者總結(jié)在交通(公路)部門工作的多年學(xué)習(xí)和經(jīng)驗(yàn),圍繞上述主題,參照國內(nèi)外以及相關(guān)單位目前部分參考資料,得到相關(guān)質(zhì)量技術(shù)部門的支持和配合,對一些重點(diǎn)城市化改造項(xiàng)目實(shí)地考查,系統(tǒng)分析,作了一些探討和研究,旨在為政府在公路城市化改造、監(jiān)管和造價(jià)方面提供科學(xué)的借鑒,為各地在結(jié)合自身情況條件下,積極推動(dòng)公路城市化發(fā)展提供有益探索。
[Abstract]:Public traffic management is an important part of public management, and highway urbanization supervision is an important aspect of public traffic management.The supervision of highway urbanization directly reflects the efficiency of modern government and is also the requirement of people's livelihood service.It is of great significance to study the supervision of highway urbanization to improve the government departments to strengthen highway management.As a new topic, the supervision of highway urbanization is mainly concerned with a series of problems, such as supervision law, standard, mode, subject, security and so on in the course of highway urbanization.From the reform and evolution of the main body of supervision, the comparison of the different situation of the object of supervision, to the content of the supervision of the government function and the strategic research to deal with the problem as the basic structure of the paper.Connecting with the series of problems of highway supervision, taking the research of highway supervision content as the clue, focusing on the highway management structure model, the quality supervision model, the inspection management model and the cost supervision as the main research contents, using comparative analysis,Case study, inductive summary, multiple comparison, data proof and other research methods for systematic demonstration.The author summarizes many years of study and experience in the traffic (highway) department, and gets the support and cooperation of the relevant quality and technical department according to the above theme, referring to some reference materials at home and abroad and relevant units at present.Some key urbanization reconstruction projects are investigated, systematically analyzed, and some discussions and studies are made in order to provide scientific reference for the government in road urbanization transformation, supervision and construction cost, and for various places in combination with their own conditions.Actively promote the development of road urbanization to provide useful exploration.
