關(guān)于外國航空公司在中國民航市場的發(fā)展與管制政策研究

【摘要】:近年來,世界航空大國不僅僅放松國內(nèi)民航運輸管制,而且逐步開放國際民航運輸市場。截止2010年,很多外國航空公司紛紛開辟中國航線,刺激當(dāng)時經(jīng)濟(jì)發(fā)展。如何針對國內(nèi)航空公司和外國民航公司在我國的發(fā)展制定合理的政策措施,成為政府急需解決的問題。本文研究成果希望能對解決這一問題有所助益。 首先,本文指出了我國民航市場發(fā)展迅猛、盈利水平不高、競爭激烈與規(guī)模結(jié)構(gòu)不合理現(xiàn)狀,進(jìn)而提出了我國民航市場潛力巨大的分析論證,指出外國民航公司普遍看好我國民航業(yè)市場前景。 其次,對外國民航公司在我國發(fā)展遇到具體問題進(jìn)行逐一分析論證,這些問題包括:我國市場進(jìn)入壁壘高,沉淀成本大、資本、技術(shù)密集,回收期長、收益率低、我國市場集中程度高、替代品威脅較大等幾個方面。進(jìn)而從政治、經(jīng)濟(jì)、社會、技術(shù)四個方面對外國民航公司在我國發(fā)展外部環(huán)境進(jìn)行了分析論證,并從法治不完善、目標(biāo)定位不準(zhǔn)確、行政壟斷、不正當(dāng)競爭四個方面對我國政策措施層面存在的問題進(jìn)行了分析論證。 最后,本文從轉(zhuǎn)變政府職能、制定完善政策措施與加強領(lǐng)域監(jiān)管等方面提出了解決問題的對策。
[Abstract]:In recent years, the world aviation big country not only relaxes the domestic civil aviation transportation control, but also gradually opens the international civil aviation transportation market.As of 2010, many foreign airlines have opened up Chinese routes, stimulating economic development at that time.How to formulate reasonable policies and measures for the development of domestic airlines and foreign civil aviation companies in China has become an urgent problem for the government to solve.The research results of this paper are expected to be helpful to solve this problem.First of all, this paper points out that the civil aviation market of our country develops rapidly, the level of profit is not high, the competition is fierce and the scale structure is unreasonable, and then puts forward the analysis and demonstration of the great potential of the civil aviation market of our country.It is pointed out that foreign civil aviation companies are generally optimistic about the market prospects of China's civil aviation industry.Secondly, the development of foreign civil aviation companies in China encountered specific problems one by one analysis and demonstration, these problems include: high barriers to entry in our market, high precipitation costs, capital, technology intensive, long payback period, low return rate,Our country market concentration degree is high, substitute threat is bigger wait a few respects.Then from the political, economic, social and technological aspects of the development of foreign civil aviation companies in the external environment in China are analyzed and demonstrated, and from the rule of law is not perfect, the target positioning is not accurate, administrative monopoly,Four aspects of unfair competition have analyzed and demonstrated the problems existing in China's policies and measures.Finally, this paper puts forward some countermeasures to solve the problem from the aspects of transforming government functions, formulating and perfecting policies and measures and strengthening field supervision and so on.
