鐵路貨車使用效率的優(yōu)化管理研究與實(shí)踐

【摘要】:改革開放以來,國民經(jīng)濟(jì)蓬勃發(fā)展,鐵路運(yùn)輸需求日益增加,而制約鐵路運(yùn)輸?shù)摹捌款i”也日益凸顯。鐵路貨車作為鐵路運(yùn)輸?shù)妮d體,是全路使用的共同資源,是鐵路局運(yùn)輸生產(chǎn)的必要設(shè)備,而鐵路局使用鐵路貨車的同時(shí)還需要向鐵道部按每車日支付占用費(fèi)用。因此,若鐵路貨車在鐵路局管內(nèi)大量集結(jié)、積壓,勢必會(huì)影響運(yùn)輸生產(chǎn)效率、造成鐵路局鐵路貨車周轉(zhuǎn)率低,從而增加鐵路貨車維護(hù)管理等費(fèi)用,最終造成鐵路貨車使用費(fèi)嚴(yán)重超支。 針對上述問題,本文首先通過對現(xiàn)有貨車周轉(zhuǎn)時(shí)間計(jì)算方法進(jìn)行綜合分析,發(fā)現(xiàn)其存在的問題,包括在理論上、統(tǒng)計(jì)指標(biāo)不一致上存在的問題,并提出了統(tǒng)一中時(shí)、停時(shí)指標(biāo)的改進(jìn)計(jì)算方法。然后,對北京鐵路局鐵路貨車使用效率的影響因素進(jìn)行分析,通過采用統(tǒng)一中時(shí)、停時(shí)統(tǒng)計(jì)指標(biāo)的改進(jìn)計(jì)算方法對其進(jìn)行統(tǒng)計(jì),并采用灰色關(guān)聯(lián)法對相關(guān)因素進(jìn)行分析,通過統(tǒng)計(jì)分析得出停時(shí)、中時(shí)、旅行速度是影響鐵路貨車使用效率的三個(gè)主要因素。并針對停時(shí)、中時(shí)、旅行時(shí)間這三個(gè)主要因素,分別提出了有效的優(yōu)化管理措以及一些具有實(shí)際意義的優(yōu)化管理辦法。在此基礎(chǔ)上,以北京鐵路局為研究對象,將上述優(yōu)化管理辦法運(yùn)用在北京鐵路局上,針對北京鐵路局的實(shí)際情況,提出了相應(yīng)的優(yōu)化管理方法,并對比分析了采用新的管理辦法后所產(chǎn)生的經(jīng)濟(jì)效益和社會(huì)效益,發(fā)現(xiàn)新的管理辦法能夠提高經(jīng)濟(jì)效益和社會(huì)效益,具有一定的實(shí)際意義。 最后,對文章所研究內(nèi)容進(jìn)行總結(jié)分析,并提出了下一步的研究方向。
[Abstract]:Since the reform and opening up, the national economy has been booming, the demand for railway transportation has been increasing day by day, and the bottleneck of railway transportation has become increasingly prominent.As the carrier of railway transportation, railway freight car is the common resource used by the whole railway and the necessary equipment for railway bureau to transport and produce. The railway bureau also needs to pay the cost of occupation to the Ministry of Railways according to each day when it uses the railway freight car.Therefore, if a large number of railway lorries are assembled in the management of the railway bureau, the backlog will inevitably affect the efficiency of transport production, resulting in a low turnover rate of railway freight cars, thereby increasing the maintenance and management costs of railway freight cars, etc.In the end, the cost of railway freight cars was seriously overrun.Aiming at the above problems, this paper firstly analyzes the existing methods of calculating the turnover time of freight cars, and finds out the existing problems, including the inconsistency of statistical indexes in theory, and puts forward the unified method.Improved calculation method of stop time index.Then, the factors affecting the efficiency of railway freight cars in Beijing Railway Administration are analyzed. The improved calculation method of statistical index of stopping time is adopted to analyze the related factors, and the grey correlation method is used to analyze the related factors.Through statistical analysis, it is concluded that the travel speed is the three main factors affecting the efficiency of railway freight cars.Aiming at the three main factors of stopping time, middle time and travel time, the effective optimization management measures and some practical optimization management methods are put forward respectively.On this basis, taking the Beijing Railway Administration as the research object, the above optimization management method is applied to the Beijing Railway Administration. In view of the actual situation of the Beijing Railway Administration, the corresponding optimization management method is put forward.The economic and social benefits produced by the new management method are compared and analyzed. It is found that the new management method can improve the economic and social benefits and has a certain practical significance.Finally, the research content is summarized and analyzed, and the next research direction is put forward.
