【摘要】：可以預(yù)見的是，“十二五”期間，我國將加大交通基礎(chǔ)設(shè)施建設(shè)，，這其中不乏城市公共交通運輸網(wǎng)絡(luò)的建設(shè)。然而，高效、方便、快捷、安全的運輸還必須依靠提供運輸工具的、高效的經(jīng)營實體，即公共交通企業(yè)或公司。運輸網(wǎng)絡(luò)的鋪設(shè)工作由于耗資巨大，一般屬于政府行為，由財政立項撥款的方式完成，而運輸實體的運輸活動則屬于經(jīng)濟行為。一旦交通運輸網(wǎng)絡(luò)鋪設(shè)完成后，運輸效率的提高將取決于運輸企業(yè)的經(jīng)濟行為效果。然而，現(xiàn)有政府規(guī)制策略不能完全適應(yīng)超大城市的發(fā)展，需要作出必要的調(diào)整。本文認(rèn)為，城市公共交通行業(yè)政府規(guī)制不能用傳統(tǒng)規(guī)制含義加以理解，必須把道路指揮規(guī)制與環(huán)境規(guī)制納入進來；由于我國超大城市公共交通行業(yè)具有特殊性，從而也產(chǎn)生出了一些特殊問題，政府規(guī)制改革既要保證行業(yè)的競爭性，又要保證與城市發(fā)展的適應(yīng)性，因此，不僅政府規(guī)制機構(gòu)本身需要進行必要的資源配置調(diào)整，還需要規(guī)制策略的轉(zhuǎn)換，最大限度地發(fā)揮乘客的監(jiān)督與建議作用。
[Abstract]:It can be predicted that during the 12th Five-Year Plan period, China will increase the construction of transportation infrastructure, including the construction of urban public transport network.However, efficient, convenient, fast and safe transportation must also rely on efficient operating entities, that is, public transport enterprises or companies.Because of the huge cost, the laying of transportation network belongs to the government behavior, which is completed by the way of financial allocation, while the transportation activity of transport entity belongs to economic behavior.Once the transportation network is laid, the improvement of transportation efficiency will depend on the economic behavior effect of transportation enterprises.However, the existing government regulation strategies can not fully adapt to the development of mega-cities, need to make necessary adjustments.This paper holds that the government regulation of urban public transport industry can not be understood by the traditional regulation meaning, and the road command regulation and environmental regulation must be taken into account, because of the particularity of the public transport industry in megacities of our country.As a result, there are also some special problems. The reform of government regulation should not only guarantee the competitiveness of the industry, but also the adaptability to urban development. Therefore, not only the government regulatory agencies themselves need to make the necessary resource allocation adjustment.We also need to change the regulation strategy to maximize the role of passenger supervision and advice.
