鐵路運(yùn)輸企業(yè)能耗指標(biāo)監(jiān)測與評價(jià)方法研究

【摘要】:在推行低碳經(jīng)濟(jì)的背景下,作為一種節(jié)能、環(huán)保的運(yùn)輸方式,鐵路運(yùn)輸勢必會蓬勃發(fā)展。在這發(fā)展過程中,建立合理的鐵路運(yùn)輸企業(yè)能耗指標(biāo)的監(jiān)測和評價(jià)方法,使其能夠評價(jià)鐵路運(yùn)輸企業(yè)能耗管理工作就尤其重要了。目前,我國鐵路系統(tǒng)擁有一個(gè)較全面的節(jié)能管理機(jī)構(gòu),對鐵路運(yùn)輸企業(yè)也建立起了能耗監(jiān)測和評價(jià)體系,但是仍然存在能耗監(jiān)測與評價(jià)的作用發(fā)揮不夠,且一些指標(biāo)過于局限,對整體能耗的評價(jià)也不足。針對這些問題本文所做的研究成果有以下幾個(gè)方面: 1.本文通過現(xiàn)場調(diào)查、查閱資料,發(fā)現(xiàn)我國鐵路運(yùn)輸企業(yè)能耗主要以煤、油、電三大部分組成;通過對2008至2010年全國能源消耗情況調(diào)查得出,總體上我國鐵路運(yùn)輸企業(yè)的運(yùn)輸工作量逐年增加,而單位運(yùn)輸工作量和單位牽引工作量能耗逐步下降,鐵路運(yùn)輸企業(yè)的能源利用效率在逐漸提升。 2.通過分析現(xiàn)有的鐵路運(yùn)輸企業(yè)能耗指標(biāo)監(jiān)測與評價(jià)方法,發(fā)現(xiàn)現(xiàn)有的鐵路運(yùn)輸企業(yè)能耗指標(biāo)監(jiān)測和能耗評價(jià)體系具有一定的不足:定性指標(biāo)過多,且過度強(qiáng)調(diào)實(shí)現(xiàn)節(jié)能目標(biāo)而忽視企業(yè)能耗管理工作。 3.針對現(xiàn)有評價(jià)系統(tǒng)的不足,建立了一套綜合能耗評價(jià)體系,對鐵路運(yùn)輸企業(yè)能耗情況進(jìn)行總體評價(jià)。該指標(biāo)體系包括一個(gè)總指標(biāo)、3個(gè)一級指標(biāo)和13個(gè)二級指標(biāo);采用層次分析法,對指標(biāo)進(jìn)行標(biāo)準(zhǔn)歸一化,以確定每個(gè)指標(biāo)的適當(dāng)權(quán)重;對每個(gè)指標(biāo)進(jìn)行計(jì)算處理,利用灰色關(guān)聯(lián)度分析法評價(jià)鐵路運(yùn)輸企業(yè)綜合能耗情況。 4.以哈爾濱鐵路局為例,得出哈爾濱鐵路局2010年的能耗管理工作是最好的。通過驗(yàn)證反應(yīng)該能耗指標(biāo)體系與鐵路運(yùn)輸企業(yè)工作實(shí)際情況比較相符,并且適用于大多數(shù)鐵路運(yùn)輸企業(yè),具有一定的指導(dǎo)作用。
[Abstract]:Under the background of low - carbon economy , as an energy - saving and environment - friendly transportation mode , railway transportation is bound to flourish . In the course of this development , it is especially important to establish rational monitoring and evaluation methods of energy consumption index of railway transportation enterprises . At present , China ' s railway system has a more comprehensive energy - saving management organization , and the energy consumption monitoring and evaluation system has been established for railway transportation enterprises . However , the evaluation of energy consumption monitoring and evaluation is not enough .

1 . Through field investigation and consulting data , it is found that the energy consumption of railway transportation enterprises is mainly composed of coal , oil and electricity .
Through the investigation of the national energy consumption in 2008 - 2010 , the transportation workload of the railway transportation enterprises in China is increased year by year , and the energy consumption per unit transportation workload and unit traction workload is gradually decreased , and the energy utilization efficiency of the railway transportation enterprises gradually increases .

2 . Through analyzing the existing monitoring and evaluation methods of energy consumption indexes of railway transportation enterprises , it is found that the existing energy consumption index monitoring and energy consumption evaluation system of railway transportation enterprises has some deficiencies : excessive qualitative indexes , and over - emphasis on the realization of energy - saving targets and neglect the management of energy consumption of enterprises .

3 . Aiming at the shortage of the existing evaluation system , a comprehensive energy consumption evaluation system is established , and the overall evaluation of energy consumption of railway transportation enterprises is carried out . The index system includes a total index , three primary indicators and 13 secondary indicators ;
adopting a hierarchical analysis method to normalize the indexes to determine the appropriate weight of each index ;
Each index is calculated and processed , and the comprehensive energy consumption of railway transportation enterprises is evaluated by using the grey correlation analysis method .

4 . Taking Harbin Railway Bureau as an example , it is concluded that the energy consumption management of Harbin Railway Bureau in 2010 is the best . By verifying that the indicator system of energy consumption is consistent with the actual situation of railway transportation enterprises , and it is applicable to most railway transportation enterprises , it has certain guiding function .
