基于交往理論的高速鐵路全社會(huì)價(jià)值研究

【摘要】:2016年9月10日鄭州至徐州高速鐵路順利開(kāi)通運(yùn)營(yíng),中國(guó)高速鐵路運(yùn)營(yíng)里程突破2萬(wàn)公里。滬昆高鐵的全線開(kāi)通,補(bǔ)全了我國(guó)鐵路"四縱四橫"規(guī)劃最長(zhǎng)的"一橫",至此,我國(guó)2008年《中長(zhǎng)期鐵路網(wǎng)規(guī)劃》中提出的"四縱四橫"客運(yùn)專(zhuān)線鐵路網(wǎng)基本形成。中國(guó)成為世界上高速鐵路建設(shè)里程最長(zhǎng)、運(yùn)營(yíng)規(guī)模最大、技術(shù)最全面的國(guó)家。與任何一類(lèi)新生事物的生長(zhǎng)道路類(lèi)似,中國(guó)高鐵大發(fā)展的同時(shí)也伴生著不同的甚至是完全相反的觀點(diǎn)。本文認(rèn)為信息時(shí)代,高速交通的主要功能是促進(jìn)交往,而且吻合馬克思交往理論中的廣義交往關(guān)系,即人與物以及人與人之間的關(guān)系。本文基于交往理論,論證了高速鐵路的價(jià)值根源是在于其憑借安全、快捷、網(wǎng)絡(luò)化等優(yōu)勢(shì)實(shí)現(xiàn)的社會(huì)交往改善及其帶來(lái)的生產(chǎn)行為變化。具體表現(xiàn)為高速鐵路通過(guò)改善交往提高地區(qū)間可達(dá)性,重塑沿線地區(qū)的空間格局,持續(xù)提升經(jīng)濟(jì)總量。在實(shí)證分析中,將交往速度和交往頻率作為交往改善的2個(gè)關(guān)鍵控制變量,將GDP作為交往改善的結(jié)果變量,模擬既有生產(chǎn)條件下高鐵促進(jìn)交往改善的過(guò)程及其結(jié)果。全文結(jié)論如下:(1)高速鐵路的全社會(huì)價(jià)值是指高速鐵路滿(mǎn)足現(xiàn)今社會(huì)交往對(duì)高可達(dá)性、多節(jié)點(diǎn)、網(wǎng)絡(luò)化、安全舒適的時(shí)空位移需求,達(dá)到交往完善所帶來(lái)的一系列生產(chǎn)行為變化所獲得的價(jià)值增值。(2)高速鐵路是在生產(chǎn)發(fā)展對(duì)交往改善提出更高要求時(shí)適時(shí)出現(xiàn)的一種嵌入式交往媒介。(3)高速鐵路全社會(huì)價(jià)值產(chǎn)生的根源是乘客選擇乘坐高速鐵路所獲得的交往改善,高速鐵路憑借其提供的時(shí)空位移服務(wù)所帶來(lái)的交往完善會(huì)在經(jīng)濟(jì)總量上有所體現(xiàn);(4)通過(guò)測(cè)算,提高高速鐵路運(yùn)行速度(從300km/h提高至350km/h)可促進(jìn)GDP增加近3個(gè)百分點(diǎn),增加高速鐵路的開(kāi)行對(duì)數(shù)(高鐵發(fā)行對(duì)數(shù)增加100對(duì))可增加GDP超過(guò)2個(gè)百分點(diǎn)。適當(dāng)提高高速鐵路的運(yùn)行速度、增開(kāi)高鐵列數(shù),有助于充分發(fā)揮高速鐵路的全社會(huì)價(jià)值。
[Abstract]:On September 10, 2016, the Zhengzhou-Xuzhou high-speed railway opened smoothly, and the mileage of china's high-speed railway exceeded 20, 000 kilometersThe opening of the whole line of the Shanghai-Kunming high-speed railway makes up for the longest "one horizontal" of the "four vertical and four horizontal" planning of our country's railway. So far, the railway network of the "fourth vertical and fourth horizontal" passenger dedicated railway line put forward in the "medium and long term Railway Network Planning" in China in 2008 has basically formed.China has become the world's longest high-speed railway construction mileage, the largest scale of operation, the most comprehensive technology.Similar to the growth path of any kind of new things, the rapid development of high-speed rail in China is accompanied by different or even completely opposite views.In the information age, the main function of high-speed transportation is to promote communication, and it is consistent with the generalized communication relationship in Marx's theory of communication, that is, the relationship between people and things and between people.Based on the theory of communication, this paper demonstrates that the value root of high-speed railway lies in the improvement of social communication and the change of production behavior brought about by the advantages of safety, quickness, networking and so on.The concrete manifestation is that the high-speed railway can improve the regional accessibility by improving the communication, reshaping the spatial pattern of the areas along the line, and continuously increasing the total economic volume.In the empirical analysis, the communication speed and frequency are taken as the two key control variables of communication improvement, and GDP is taken as the result variable of communication improvement, and the process and results of high-speed rail promoting communication improvement under existing production conditions are simulated.The whole social value of high-speed railway is that high-speed railway meets the needs of high accessibility, multi-node, network, safe and comfortable space-time displacement in modern society.High speed railway is a kind of embedded communication medium when production development puts forward higher requirements for communication improvement. It is a kind of embedded communication medium.The root cause of social value is the improved communication between passengers who choose to take the high-speed railway.High-speed railway, with its space-time displacement service, will reflect the overall economic volume. By measuring and calculating, increasing the speed of high-speed railway (from 300km/h to 350 km / h) can promote the increase of GDP by nearly 3 percentage points.Increasing the logarithm of high-speed rail (100 pairs of high-speed rail issuance) would increase GDP by more than 2 percentage points.
