【摘要】：在1995年東盟第五屆首腦會議上,時任馬來西亞總理馬哈蒂爾提出修建泛亞鐵路的倡議,該倡議得到了東盟首腦和中國政府的廣泛認同。2006年4月12日,60多個國家和地區(qū)通過了《泛亞鐵路網政府間協(xié)議》,“鋼鐵絲綢之路”建設邁出實質性一步。涉及28個國家、規(guī)劃長度達8.1萬公里的超級鐵路網在亞洲大陸若隱若現(xiàn)。 本文通過研究泛亞線路網對中國國際物流的影響,分別從我國國際物流的現(xiàn)狀,我國西部與南部地區(qū)邊貿物流的現(xiàn)狀,泛亞鐵路對中國物流的戰(zhàn)略發(fā)展的影響,已經對于進出口貨物經泛亞鐵路后所帶來的成本、貨運時間和風險等多方面的影響等,來詳細闡述泛亞鐵路網在中國的布局在中國國際物流的地位。 然后,側重分析了泛亞鐵路網的貨運模式。先針對貨物類型進行一個簡單分類,然后開始多種貨運模式的分析。通過比較分析各種貨運模式的特點與適用情況和泛亞鐵路自身的條件,得出了最泛亞鐵路網運營的鐵路貨運模式。 最后,針對泛亞鐵路網在整個國際物流中現(xiàn)階段的運作,提出所存在的問題,主要包括國際間統(tǒng)一協(xié)調問題,資金問題,技術問題,以及政治問題。這些問題,比如技術問題,是客觀存在的,各個國家之間的鐵軌軌距不同,所以需要國際間協(xié)調統(tǒng)一。每個問題的解決不是單方面的,各個問題錯綜復雜,即使提出完善的解決措施,措施的可執(zhí)行性和措施的實施結果也仍待驗證。
[Abstract]:At the fifth ASEAN Summit in 1995, the then Prime Minister of Malaysia, Mahathir Mahathir, proposed an initiative to build the Trans-Asian Railway. The initiative was widely accepted by the ASEAN Heads of State and the Chinese Government. On 12 April 2006, more than 60 countries and regions adopted the Intergovernmental Agreement on the Trans-Asian Railway Network, which represents a substantial step forward in the construction of the Iron and Steel Silk Road, involving 28 countries, A 81000-kilometer planned super-rail network looms across the Asian continent. This paper studies the influence of Pan-Asian Railway Network on China's international logistics, respectively, from the current situation of China's international logistics, the current situation of border trade logistics in western and southern regions of China, and the impact of Trans-Asian Railway on the strategic development of China's logistics. In this paper, the influence of cost, freight time and risk of import and export goods through Trans-Asian Railway has been discussed in detail to explain the status of the distribution of Trans-Asian Railway network in China's international logistics. Then, the freight mode of the Trans-Asian Railway network is analyzed. First of all, a simple classification is carried out according to the type of cargo. By comparing and analyzing the characteristics and applicability of various freight modes and the conditions of the Trans-Asian Railway itself, the railway freight transport mode of the most Trans-Asian Railway network operation is obtained. Finally, in view of the current operation of the Trans-Asian Railway network in the whole international logistics, the existing problems are put forward, mainly including the problems of international harmonization and coordination, financial problems, technical problems, and political problems. For example, technical problems exist objectively, and different countries have different rail gauge, so they need to be coordinated and unified internationally. The solution of each problem is not unilateral, each problem is complicated, even if a perfect solution is proposed, The implementability of the measures and the results of the measures are still to be verified.
